The decision-making support system of monitoring of irrigation system, proceeding from the requirement of universality of modeling and forming algorithms, block architecture of construction of the software, reliability of received results is developed. The basic possibilities and components of the designed application «OS Monitoring» are described, the algorithm of formation of the water distribution plan is considered, and the choice of means for complex automation of irrigating system is proved
