GOVERNMENT SUPPORT FOR THE PROGRAMS OF THE DEVELOPMENT OF FRUIT INDUSTRY OF THE KRASNODAR REGION
Description
The article is devoted to one of the pressing problems of providing of import substitution fruit and berry products on the territory of the Krasnodar region in terms of economic constraints. In the article we give a characteristic of the fruit industry and the factors of food security in the region in modern conditions. We have analyzed measures and the amount of state support fruit industry of the Krasnodar region. The necessity of application of program-target approach is visible in the development of the fruit industry, which is the incompatibility of period investment of budgetary funds to the period obtaining results. Retrospective analysis of compliance with the state program of measures to implement the planned renovations was also given. We have studied and analyzed the instruments of state support of the fruit products of the Krasnodar region (on the basis of program-target methods), which revealed a low level of validity of the objectives and instruments. The emerging trend of lack of own resources of agricultural producers for the renovation of plantations is a limiting factor in the development of the industry, reinforces the need to increase state support and differentiation of forms of state regulation. We have grouped measures of state support for the industry in "baskets" on the degree distorting effect on trade, as well as recommendations for areas of improvement tools program-target planning of regional fruit and berry subcomplex (validation of instruments and goals of the State program; reducing capital intensity) in a globalizing sanctions of the Russian economy

TO THE QUESTION OF MATHEMATICAL MODELS OF MATERIAL FLOW MANAGEMENT

Description
The article concentrates on the matters of current interest in the sphere of product flows. The object of research is the relocation of product flows from the supply sphere, represented by supply and sales organizations or other commercial-intermediary agencies, to the sphere of business enterprise. The ultimate goal of the production and economic system modeling is the preparation for managerial decision-making. The choice of the model depends on the purposes of the modeling, management functions, automation manufacturing step, applied mathematical tools technique. The article considers the main characteristics of the flow, which while retaining their individuality at the same time depend on each other and function logically in the economic space. The advantages and disadvantages of the material inventory and flows management in micrologistic intraproductive systems are being analyzed. External and internal environment, taken as a basis for the real logistical process modeling, determine the type of the principal stock regulation system and the type of the corresponding mathematical model. Methods and models of the stock theory, the primary objective of which is to determine the most important incoming product flow parameters of the system, are still in demand and their primary goal is to adapt the manufacturing company to the consumers’ needs

This article is devoted to the definition of criteria for the functioning of agrocenoses. It is determined that the functioning of agrocenoses largely depends on the resource potential: used ecological zones, applied technologies, technological operations and regulations. The basis of effective reproduction and sustainability of agrocenoses is the optimal balance of resources used. The work purpose is the substantiation of optimal parameters of resource intensity of the technological processes in horticulture and the determination of the limits of sustainability of agrocenoses under anthropogenic influences. The integrated assessment of resource intensity of production and technological processes in industrial fruit growing for optimization of its parameters of resource intensity is given. The optimum of reproduction possibilities and limits of stability of agroecosystem components in comparability with the level of technogenic load is achieved by means of regulation of permissible anthropogenic loads in separate elements of agroecosystem and resource balance of elements and processes. The limits of sustainability of fruit agrocenosis under anthropogenic influences are substantiated as well. Regression dependences on technological processes in the context of certain types of resources used are established: capital (depreciation), turnover (material consumption and coefficient of consolidation) and labor (wage). The complex coefficient of efficiency of the economic mechanism of resource saving is defined. The article substantiates optimal parameters of resource-intensive production and technological processes in industrial horticulture. We have also calculated the normative value of the total index of resource intensity of technological processes

The limits of the stability of fruit agrocenoses under technogenic impacts are substantiated. Features of various approaches to formation of social policy in conditions of global economic fluctuations are considered in the article. The authors suggest that the main indicator of effective socio-economic policies at all levels of government; there may be only criteria for social development in society. The article also substantiates the necessity of development of methods of regulation of economic processes in terms of implementation of socio-cost-effective economic model. Theoretical basis cost-effective system consists of postulates on the dual nature of labor and labor theory of use-value (utility). The concept of the economic model proposed envisages humanization of socio–economic life. The differences in the models of "costly" and "creative" time are also considered and identified in the study. The authors concluded that the main factor of increase of efficiency of social labor becomes the constant growth of the real income of labor at constant cost reduction abstract. The results of the study can be the basis for the formation of a new system of public policies that enhance the welfare of the population and to create effective socio-economic planning model that may be particularly important in solving problems of social policy of Russia in conditions of global economic downturn

The article is devoted to the important problem of competitiveness of agricultural production. The concept of long-term socio-economic development of the Russian Federation up to 2020 focuses on increasing the competitiveness of domestic producers and the ecologization of products. In modern conditions of Russia's economic sanctions and limited domestic commodity producers are significantly affected. The development of the competitiveness of individual enterprises is possible in case of forming of clearly-defined economic consumer - demand oriented policy. The article provides interpretation of definition "competitiveness" by the various authors and highlights its substantial features. The dynamics of fruit plantations, volumes of croppage and productivity of fruit production are reviewed and analyzed. The areas of pome and drupaceous crops in specialized farms of Krasnodar region in 2013 grouped by fruit zones are presented in the article. The advantages of domestic producers over the western ones are presented in view of food embargo imposed to European food products by the Government of the Russian Federation. In these conditions it is necessary to continuously improve the competitiveness of the products at the expense of maximum compliance with consumer and cost characteristics of existing and potential demands of customers. The sociological research aimed at identifying the consumer demands to fruits and berries of the population of the city of Krasnodar was conducted. The research aimed at identifying factors influenced on the consumers while choosing fruit at the markets of the city of Krasnodar was conducted. The estimation of factors influencing on consumers' choice was conducted. The data has been presented in the ranking. The perspective courses of business entities' activities which orient on development of competitiveness in conditions of globalization, ecologization, institutional and economic constraints were determined
