MODEL OF MANAGEMENT SYSTEM OF LABOR PROTECTION OF A MACHINEBUILDING COMPANY
Description
The article considers a combination of the process-based and systematic approach in the management of OSH at the enterprise for the development of the OSH management system model. The OSH management system is created by the enterprise based on the model provision, the branch requirements and recommendations of the current standards. Features of the system are determined by the state of the external and internal environment of the enterprise (context). The context forms the basic requirements for the inputs of the system and determines its capabilities. An analysis of the context of the enterprise makes it possible to identify the system: describe its inputs and outputs, identify key stakeholders and consumers. Based on this analysis, a model of the OSH management system is suggested, which, in analogy with the modern model of the quality management system, allows us to identify the place of the OSH in the context of the organization, and also to clarify the interaction of the main groups of OSH

APPROACH TO SAFETY MANAGEMENT AT MECHANICAL ENGINEERING ENTERPRISES
Description
In the article, approaches to the management existing at the present stage are considered, their merits and disadvantages are described. General scientific and special approaches to management are singled out. The system, functional and process approaches are described in more detail. The principles of E. Deming are considered. It is pointed out that the application of the above approaches to production management is limited only by the economic sphere of activity, while there is a prospect of using these approaches in the field of labor protection. The article substantiates a selection of the process approach as the most promising in the management of the labor safety management system and health protection of a machine-building enterprise

PROCESS MODEL OF MANAGEMENT SYSTEM OF LABOR SAFETY OF A MACHINEBUILDING ENTERPRISE
Description
This article is devoted to the implementation of the process approach in the OSH at a machine building enterprises. The approaches to the construction of process system have been considered, taking into account the open nature of certain system and methodological recommendations developed for QMS processes. Processes of OSH are a part of the general processes system of the machine-building enterprise. However, there is no clear a division of the necessary processes into managerial and main production, in any existing standards, supporting and auxiliary processes. In the article, known schemes of OSH processes are considered and a variant of the scheme is developed which meets all the requirements of the interested parties, influence of the external and internal environment of the enterprise, risks and opportunities. The article presents the results of the studies necessary to conduct a comprehensive assessment of the status of occupational safety and make recommendations for keeping it in the given parameters, at machine-building plants, staffed by cut-off machine tools and auxiliary equipment for their operation. The necessity of the development of the structure of the OSH management system. We have presented a device with which you can carry out a qualitative assessment of the state of labor protection at the enterprises of mechanical engineering and the procedure for applying OSH audit system, which allows to identify the weakest points in the system of OSH management, based on the results of which form the management decisions to maintain it in the given parameters
