Inevitability of coming of financial-banking crises by clusters groups was substantiated theoretically in the article. Main disproportions in development of crisis situations in macro- and microeconomic banking environments were revealed. Special accent was put on the key pole of a regulator in prevention of local and systemic banking crises.

Formation problems of modern training system of financiers, economists and accountants meeting demands of time in higher educational institutions of Krasnodar region are analyzed in this article, and under this a role of progressive world tendencies in educational sphere and processes coming out in the Russian Federation and other countries of the CIS are taking into account . Innovation work system of Russian higher educational institutions meeting the demand of time has been developed. It was proved that a modern higher educational institution was a research university or innovation corporation.
