RUSSIAN SPHERE OF RESEARCH AND DEVELOPMENT: MODERN INVESTMENT REALITIES
Description
In the article we consider modern investment realities of the Russian scientific sphere of researches and developments. The introduction in business knowledge-intensive productions, by means of attraction of investment resources, characterizes position of the states within world community. Cumulative investment in fundamental and applied science in the Russian Federation in comparison with other regions of the world is estimated. Growth of global investment in research and development was promoted by geopolitical tendencies, climatic changes, and also the ecological crisis connected with an anthropogenous factor. The numerical characteristic of professional staff of the Russian sphere of research and development is given. The amount and dynamics of financing of the Russian science by budget funds of the Russian Federation is analyzed. The investment activity of the Russian business in the sphere of financing of scientific projects is estimated. The analysis of the most perspective spheres of scientific research for venture investment is provided. In the article slow rates of development of the Russian science are revealed, it is because of public financing is concentrated generally on the strategic directions of research and development for ensuring national security. At the same time private business is skeptical about financing of research and development due to the lack of obviously profitable result. In the conclusion the main obstacles in the way of development of the sphere of research and development in Russia are called, and also the ways of possible solution of mentioned problems are given

MODERN MODELS AND METHODS OF DIAGNOSIS OF METHODOLOGY COMPETENT TEACHERS
Description
The purpose of the research is development of models and methods of diagnostics of methodical competence of a teacher. According to modern views, methodical thinking is the key competence of teachers. Modern experts consider the methodical competence of a teacher as a personal and professional quality, which is a fundamentally important factor in the success of the professional activity of teachers, as well as a subsystem of its professional competence. This is due to the fact that in today's world, a high level of knowledge of teachers of academic subjects and their possessing of learnt basics of teaching methods can not fully describe the level of professional competence of the teacher. The authors have characterized the functional components of methodical competence of the teacher, its relationship with other personalprofessional qualities (first - to the psychological and educational, research and informational competence), as well as its levels of formation. Forming a model of methodical competence of the teacher, the authors proceeded from the fact that a contemporary teacher high demands: it must be ready to conduct independent research, design-learning technologies, forecasting results of training and education of students. As a leading component of the methodical competence of the teacher is his personal experience in methodological activities and requirements of methodical competence determined goals and objectives of methodical activity, the process of the present study, the formation of patterns of methodical competence of the teacher preceded the refinement of existing models methodical activity of scientific and pedagogical staff of higher education institutions and secondary vocational education institutions. The proposed model of methodical competence of the teacher - the scientific basis of a system of monitoring of his personal and professional development, and evaluation criteria and levels of her diagnosis - targets system of vocational training and re-training of high school teachers. Innovation policy is a model of methodical competence of the teacher, and the main model of the mechanism of its formation - methodical activity (in close connection with other activities). Research methods: analysis of scientific and methodical literature and best practice methodological activities in educational institutions, modeling, methods of the theory of sets and relations, methods of quality control, methods of multivariate analysis systems. Methodological bases of research: a systematic, qualimetric, competence and process approaches. MODERN WAYS OF INULIN PRODUCTION FROM PLANT MATERIALS
Description
The article presents the results of the patent research in the field of modern production technologies of Inulin from plant material. It has been established that the differences of the currently known methods of production of inulin are concluded in selecting raw materials pretreatment inulin-containing modes type extractant and extraction methods, methods of purification inulincontaining extract and methods for producing the final product. A significant amount of Inulin production methods is based on use of freshly feedstock. A number of methods have been patented involving the extraction Inulin from plant raw materials previously stabilized by drying. In most of the methods, inulin extraction is carried out at elevated temperatures with water or aqueous salt solutions. Several technologies involve extraction with organic solvents at low temperatures. Have been patented several processes in which the extraction is replaced by a separation process using inulincontaining juice and physical and mechanical methods. Some of the known processes provide for the extraction process to further operations, such as blanching vegetable raw materials, sonication, vibration impact, processing enzymes. The most promising direction to improve manufacturing technology of inulin from fresh plant raw materials is to conduct research on the use of electromagnetic fields at microwave frequencies, the inactivating effects of which on enzyme systems is an established fact that, in turn, would eliminate the use of chemical agents for inactivation of oxidative enzymes. In addition, considering that more effective are the methods for the preparation of inulin from freshly harvested plant material, are relevant researches on development of innovative technologies to prepare it for storage and its storage, which will provide inhibition of unwanted biochemical and microbiological processes that occur during storage and lead to a loss of inulin

The search was conducted in the period from 1995 to 2015 on the databases of the patent agencies of the Russian Federation, the United States, Japan and the European Patent Organization. We have systematized the patented methods, the implementation of which can increase the shelf life of vegetable raw materials. The study led to the conclusion of the usefulness of developing innovative ways of ensuring a stable quality of vegetable raw materials in the process of storage using biopreparations
