Description
The article looks at the current state of energy in Vietnam and the selection of new Russian steam turbines for operation in combined gas-steam plant in Vietnam. The calculated results of thermal performance scheme 3x1 with combined gas-steam plant 1090 MW based on the Russian steam turbines K-330-240-2 and on the steam turbines TS2A40 Mitsubishi (station PhuMy-1, Vietnam). MFE MODELLING OF BEHAVE OF STIFFENERS FOR THIN WALLED STEEL PROFILES
DescriptionInfluence of stiffeners of thin-walled profiles on capacity is considered in this article with application of MFE methods in article. Problems of linear deformation are solved. Research for choice of optimum parameters of stiffeners is solved. Influence of location of stiffeners and their quantity are investigated for determine the critical loadings.

The reasons diminishing the efficiency of those approaches or the difficulties in their realization are explained. The authors propose 2 models of rural tourism development as a tool for territorial development and, as consequence, regional economic development. The first model foresees large investments from the national and regional budget. The second one proposes the review of the economic actors’ roles in the development of regional economics and in activation of the entrepreneurship activity. In the framework of the second model the investment from the national and regional budgets to be reduced and, in part, tools of a territorial selforganization to be launched thanks to activity of special couch groups and integrating the territory in the process of digital economy

The approaches to the intellectual capital evaluation and its components, such as structural capital, client capital and human capital of the agro-industrial complexes’ enterprises are revised in the article. The problems of the quantitative evaluation of the human capital, the client capital and the organizational capital are revealed for enterprises of the agro-industrial complexes. The examples of the structural, client and human capital’s components are proposed. The authors propose the method of the evaluation of the enterprise potential based on the development of the evaluation of the enterprise’s market value, regarding the influence of the human, client and organizational capital on its process. To develop the income approach it is proposed to regard the sum of the net present value of most preferable projects and to regard the potential residual value of a particular subject to the end of its projects’ planning period. The implementation of proposed method of potential’s evaluation allows estimating intellectual capital for expanded range of enterprises including the companies of the agro-industrial complexes. Moreover, it helps to solve tasks to potential dealings of mergers and acquisitions’ evaluation in the sphere of the agroindustrial complexes, as well as the evaluation of dealings devoted to the negotiations of some parts of company’s assets

PRINCIPLES OF ASSESSMENT AND RANKING OF UNIVERSITY’S STRUCTURAL DEPARTMENTS
DescriptionMain principles of ranking of objects, which are evaluated by numeric parameters, are considered in the article. Undoubtedly, the technique for internal assessment of University’s department should be harmonized with techniques of external assessments. It means that during setting of internal indicators, key indicators of external ratings must be taken into account. However, the system of rating’s composition by force of indexes’ aggregation, setting of weighting coefficients, using of various mathematic methods for reduction of an estimate to integral value, could differ from systems currently in use. The choice of methods is validated, which are appropriate for the procedure of ranking of University’s structural departments. For selection of alternatives based on specified criteria, Analytic hierarchy process by Saaty and Cogger and Yu method are proposed. The technique for internal rating of structural departments have been developed, which allows to estimate evolution of positions of faculties and departments in rating, as well as to recommend possible improvements. Recommendations for carrying out of University departments’ effectiveness monitoring are formulated. Techniques under development are being led to practical implementation, and could be introduced into self-assessment processes of Higher educational institutions. Complex technique combines all proposed techniques, and is a tool for carrying out of internal assessment of effectiveness of Higher educational institutions’ activities on base of uniform computation procedure with using of the set of approved indicators. The advantage of proposed technique is its flexibility, which consists in the possibility to adopt the calculation of indicators of activities’ effectiveness in accord with changes in the register and contents of primary data. Results of internal assessments of the University and its’ structural departments should favor the improvement of management system as well as creating of terms for dynamic development of the University, grounded on maximum effective using of available resources and potential of University’s research personnel
