In the article we have reflected a relationship between the parameters of the research activities of scientific and pedagogical collectives and the characteristics of the educational environment in higher education. It is known that the research activities of scientific and pedagogical workers and teams - an integral part functioning of the higher education institution (and improving its efficiency is one of the most important problems). The authors proved that parameters reflecting research activity of scientific and pedagogical higher education of institution employees characterize the aspects of the educational environment as its latitude, intensity, social activity, coherence, mobility, stability, reliability and efficiency. It is caused by the fact that the research activities of scientific and pedagogical workers - a multifaceted social and cultural phenomenon. The idea of the diagnosis of the educational environment of a higher educational institution and its structural units, based on an assessment of scientometric indicators (criteria for research productivity), can be completely suitable for international and Russian requirements: the well-known Shanghai procedure shifts the emphasis on the evaluation of various aspects of the research activities in higher education; serious attention to assessing the research activity focuses and Russian technique diagnostic efficiency of higher education institutions. This is logical and soundly: if the educational environment of a higher educational institution is not a center of science, then it cannot have effectively and competitive graduates, because Research and pedagogical staff - the governing factor in the educational process. Based on previously developed models of research activities in scientific and pedagogical collectives, as well as on generally accepted models of educational environments, the authors have proposed a method for the diagnosis of the educational environment, based on an assessment of scientometric indicators - parameters reflecting the impact of the research activities of scientific and pedagogical workers. Obtained results may be the theoretical basis for further scientific understanding of the problem of increasing the productivity of research activities in higher education, as well as problems - increasing the competitiveness of educational environments. The practical significance of the results of this study - the possibility of their use in the system of socio-pedagogical monitoring - monitoring of productivity the research activities and effectiveness of educational environments. Methods of investigation: modeling, methods of the theory of sets and relations, methods of probability theory and mathematical statistics, methods of the theory of limits, methods of linear algebra and analytic geometry, multi-parameter analysis of the systems and methods of quality control (latent variables theory). PARAMETERS OF RESEARCH ACTIVITY OF STUDENTS AS CRITERIA FOR DIAGNOSTICS OF EDUCATIONAL ENVIRONMENT
DescriptionThe article reflects the relationship between the parameters of research activities of students and the characteristics of the educational environment in higher education. It is known that the research activity of students is an integral part of the educational process, therefore, the parameters of research activity can and should be indicator variables reflecting certain aspects of the educational environment. According to modern views, all types of research activities of students (educational, research, scientific and practical and research) is the most important mechanism for the development of their research competence. In addition, the parameters of research activities of students - the reflection of the relationship of scientific and educational activities in higher education, and this - one of the most important factors of competitiveness of the educational environment. The authors substantiate that the parameters reflecting the research activity of students characterize, first of all, such aspects of the educational environment as its intensity, social activity, dominance, coherence, mobility, stability, reliability and efficiency. This is due to the fact that the research activity of students is a transdisciplinary process that depends on the same factors as the educational process as a whole and is characterized by the same didactic goals (tasks) as the educational process as a whole. In identifying the relationship between the parameters of research activities of students and the characteristics of the educational environment, the authors also took into account the relevance of such a task as ensuring continuity between levels of continuing education. The theoretical significance of the results of this study is that they can be the basis for further scientific understanding of the problems of the quality of education and the effectiveness of educational environments, the practical significance is that they can be applied in the systems of socio-pedagogical and psycho-pedagogical monitoring and the effectiveness of the educational environment, as well as monitoring the student's personal and professional development). DescriptionThis article describes a mathematical model of transport of salt ions in a cell with a rotating disk cation exchange membrane at transcendent current regimes, taking into account electroconvection. Based on this model, we had a theoretically study of the process of transfer of salt ions and the dependence of the thickness of the diffusion layer from the fall of potential. This article is a continuation of [8] and [9], it conducted a numerical analysis of boundary value problem for a system of equations Nernst-Planck-Poisson and Navier-Stokes equations, modeling the transport of salt ions in a cylindrical cell with a rotating disc cation exchange membrane based on electroconvection. It is shown there is an electroconvection vortex in the center of the membrane disc. The solution flows around this vortex and forms a stagnation zone in front of it. With the increase in the size of the fall of potential, the electroconvective vortex decreases and at some value, the electroconvective vortex disappears. The study was conducted in the 1000 s when the angular velocity of 30 turns in a minute and change of the potential difference of 0.2V to 1.4V with a step 0.1. As a result, in this study it is shown that the thickness of the diffusion layer is practically linearly dependent on the fall of potential. The linear dependence of the thickness of diffusion layer from the fall of potential, in the first approximation, is disturbed by a slight deflection curve, the causes of which are needed to be found by means of extra experiments

PROSPECTS OF RECEIVING AND USING LIGHT WATER
DescriptionIt has long been known that mountain glacier water has special properties. It was found that such water contains fewer molecules with the heavy isotope of hydrogen - deuterium. On Earth, there are constant evaporation-condensation processes. The resulting protium water falls as rain. It is noted that the body of animals, as well as tropical fruits and vegetables containing water with an isotopic composition close to the composition of rainwater into these areas. When the nuclear industry began to produce heavy water, a byproduct of the production was the light water, which had a lower content of deuterium. Over a lifetime, a person drinks about 80 tons of water. As a result, the body receives 12-16 g deuterium and associated oxygen isotope 18O. This leads to damage to the genes, premature aging and the development of cancer. Numerous studies have identified a positive impact of light water on the growth of plants and living organisms. The biological effects of light water include the ability to optimize the biological reaction rate, the stimulation of cell division, radioprotective properties and antimutagenic effect. In Russia and abroad patented several methods and devices for producing light water, with severe medical and cosmetic properties. This water has become popular among the population. It has a higher value in comparison with typical drinking water. The article describes one of such units. In order to achieve its goals there occurs treatment of drinking water and low electromagnetic field is extremely low frequency. This plant is used to produce food protium water in the laboratory. It allows you to clean tap water from the deuterium content of tritium, salts and contaminants

THE IMPLEMENTATION OF THE CONCEPT OF "ELECTRONIC GOVERNMENT" IN HIGHER EDUCATION
DescriptionIn the article, based on the generalization of long-term operation of archives of Kuban state University, we present current regulations and practice of work with archival documents, pressing questions of transition to paperless acquisition, storage and use of documentary resources of the organization. The author conducted a detailed analysis of the functioning of the archives of the University taking into account the specifics of the focus of the organization, defined the main tasks of the archive. The role of the archive is considered in the context of source of historical and cultural heritage of society. We highlighted problems of control and storage of archival documents, due to the steady growth of documentary information. Due to the rapid development of electronic document management today, the approach to the management of archival documents is formed based on electronic technologies. Based on the analysis and the identified problems, the article presented constructive proposals for the introduction of an electronic document archive organization if the interaction with the EDMS and other systems. To speed up the process of working with paper media, we might use the technology of digitization. It is obvious that now, without implementation of modern information technologies it is impossible to organize effective accounting, storage and use of archival documents

The article deals with advocacy, organized with the help of publications by the Bolsheviks in the 20-ies of XX century in the Kuban. It is noted that the press has performed as one of the most important and effective means and played a huge role in the establishment of Soviet power in the Cossack region. The central agency of procurement and distribution of print "Centropechat" at the Central Executive Committee occupied the distribution of official media. It is stated that the content of propaganda and agitation conducted among the civilian population and in the army was determined, above all, as the military-political situation that prevailed in the 20-ies. It is shown that agitation and propaganda carried out by the military newspapers and magazines in difficult conditions and post wartime and the specific tasks were set before the Soviet propaganda organs. The conclusion is that a flexible system for the implementation of advocacy was created during this period. She assumed deepening cooperation and coordination of all the means of propaganda and agitation, which made the Soviet propaganda very successful and effective. The efforts of awareness-raising structures were aimed at creating political awareness and stimulating social activity of the population in this difficult time. The press acted as one of the most powerful tools used by the authorities to achieve the consolidation and integration of society that were the most relevant in the 20ies
