During the long period of the time along with the penetration into this sphere of the poorly prepared staff which held by the force the key posts for achieving super income there was created a discrimination approach in relation to the professional environment. The changing of the criteria for the Russian universities evaluation is not accompanied by the significant changes in the conditions of the university employees remuneration currently receiving less than the schoolteachers. The article discusses two criteria for the evaluating of the universities efficiency in Russia (publications in the Scopus and eLIBRARY.RU) and the recommendations to ensure the equality of the access of Russian citizens to these databases. The conclusion is drawn that the indicators of printing activity in the SCIENCE INDEX (eLIBRARY.ru) need the further substantial adjustment. Instead of three, in fact not very significant, the indicators of the Hirsh index – the general, without the self-citing and calculated only by articles, it is expedient to keep the account of the importance of a personal factor of the author – the Hirsh individual index (citing the handiworks presented without co-authors), Hirsh's index of books (not just the article) and Hirsh index of the citing in the theses as the complete scientific works, according to the formal requirements to them (and again – not only in the articles)

Description
Long time in Russia we have a paradox when the law rules are accepted, reconsidered with the different level of the knowledge intensity and the effect for the social development, but the practice works with the essential derogation from the observance of the established legal regulations. In this article the author considers the essence of the most important rules of constitutional law in Russia: the right to the life, a state protection guarantee of the protection of the citizen in different fields, the right to the participation of each citizen in the state governance, the right to the request to the government and local authorities with the purposes of the receiving the effective and timely help, the competent explanations, the right to the work, the state protection of the motherhood and the childhood, the right to the housing, the right to the health protection and the medical care, the right to the recreation and the right for education. We have also set a task of the overcoming of stereotypes of the comparison of the existing rules of the right to their right application and on the example of the analysis of the important standards of the Russian constitution there is drawn the conclusion about the need of the carrying out audit of the observance of the law rules, the formation of the transition from static consideration of the law rules in the dynamic with the carrying out the comparative analysis of their right application corresponding to the different periods of the development

In the article we have considered the new valuable reference points of the economy development of Russia characterized by such intrinsic categories as "wealth", "moral" and "happiness". On the subject of the conducted research, there is analyzed the moral position laid down in the Scriptures (in example the «Holy gospel»), the works of A. Smith, K., Marx, J.C. Sismondi, J.B. Say, A. Marshall, J. Stiglitz. Such important contemporary Russian society problems are formulated, such as: the disclosure of the relationship of the national wealth with its spiritual and moral development as an property; the depreciation of the moral values in the unspiritual elite of the society; the purity, the clarity, the innocence origin of the wealth of the every citizen; the grounds for the origin of the inequality in the world and in Russia and scientific stratification; the misconceptions about the correlation of the spirituality and the wealth or the poverty, the expectations of the happiness from outside are identified, the author laws of the morality development in the economics are formulated. Another important issue is the access to the distribution of the natural resources of the country, the distribution between the different members of the society. The main conclusion of the article is that in the economics of the happiness should be set such rules, in accordance with which the individual could become rich through his labour in the process of the spiritual and moral growth. We have used the author's scientific approach of a criteria assessment of the economic development vectors on positive and negative, there are investigated the directions of the improvement of the modern Russian legislation

DISCUSSIONS ABOUT CORRUPTION: WHAT THE RESULTS WE HAVE?
Description
The data of the sociological polls show that the corruption problem hasn’t been decreasing for many years. Because corruption causes the damage to the most part of the population, the author believes that the anti-corruption policy is very significant, as well as the social policy of the state. In the article there is the analysis of the dissertation researches devoted to corruption of more than 20 years. The provisions of the scientific discussion concern: a) the search of the corruption definition, more perspective for legislation adjustments; b) the specification of the most important spheres of corruption distribution; c) the classification of the types of the corruption with the allocation more significant or less significant; d) the allocation of the reasons of the corruption emergence; e) definition of types and the scales of the damages from the corruption; e) the search of the most constructive measures of the anti-corruption fight in Russia. According to the author, the anti-corruption struggle has to carry not selective, but purposefully all-embracing character, not mix concept "guilty" and affected by corruption acts. The scientific researches have to lean on the real facts, to consider the specific Russian conditions of the distribution and the anti-corruption fight. It is also necessary to carry out the analysis of the extent of the information distortion of the reality, etc.

In the system of the sciences the genealogy is closely connected with the physical and structural anthropology, the historical psychology, demography, ethnography, genetics and other areas of knowledge. It is emphasized that today an important component of any family, except the welfare, the popularity and the existence of the significant state awards (this is a certain template which distorts an essence of the genealogical researches, because it glorifies the persons doing the actions harm to the countries of the world), is the allocation of the other essential qualities of the people. One of such intrinsic characteristics is the patriotism of service to the Fatherland to which there is attention the long-term and laborious research by the several generations of genealogy of the family of Skulsky. In the article оn the basis of the collected several generations of the researchers of unique genealogical information we have proposed an analytical approach to the study of the long history of Russia using the biographical method. In conclusion, we have disclosed the value of this method for the modern science, focused on the development of the interdisciplinary research and the increase of the reliability, objectivity, scientific findings and recommendations. INNOVATIVE APPROACH TO TRANSFORMATION OF A CONTROL SYSTEM OF ECONOMIC ENTITIES: "GREEN" LOGISTICS

The purpose of this article consists in disclosure of key theoretical and practical questions of introduction of a concept "green logistics" for increase of activity efficiency of economic entities in agro-industrial sector and decrease in level of negative impact of this sector on a global ecosystem taking into account the happening global transformations in world economy. Within this article, various aspects characterizing world economic, ecological, technological trends that define the future of a modern civilization were studied. It allowed concretizing the main ideas of use of green logistics in agro-industrial sector. The business model for the agricultural enterprises and farms based on ecologically responsible logistic approach is offered considers transformation of world economy (transition from wasteful and to a sustainable development and green economy), the directions of ecological trends. For agro-industrial sector use of a concept "green logistics" it at the same time both a way of optimization of expenses, and a way of formation of business reputation of the new quality focused on increase of ecological and social responsibility of business of the agricultural enterprises and farms. The green logistics used in agro-industrial sector allows to reduce the level of environmental risks which are connected with production of agricultural raw materials and finished agricultural goods

As a methodological approach to the assessment of the quality and the productivity of the Russian education of the school students there is a comparison of the modern level of the gained knowledge, the school training inherent and the education of the citizens in this or that system, with the examples of the outstanding educated people of Russia, the whole world and the best practicians of the foreign countries. The author represents the paradox of a combination of the unity of the requirements at the delivery of the state examination, the high level of the formalization, the importance of the administration with the extreme degree of the variability of the training programs for the school students and the lack of the quality standards of the teaching practice. On the basis of the analysis and the generalizations, the author has drown the essential, the significant conclusions for the Russian society about the need of the accounting of the families interests of the indigenous people for the receiving the state educational services of the appropriate quality in the conditions of the formation of the considerable part of the contingent of the school students and the teachers at the expense of the migrants and immigrants. On the examples of textbooks on the Russian language, literature, social science, history, geography and biology the contradiction reveals between the religious approaches, on the one hand, and the atheistic approaches, on the other hand. Due to the revealed contradictions the irrational questions have to be considered more seriously in the training materials for the school students and the formation of the more mature spiritual and moral outlook of the whole nation
