COMMERCIAL LEGAL ENTITIES ACCORDING TO THE RENEWED CIVIL CODE OF THE RUSSIAN FEDERATION
DescriptionThe article is focused on the question of reforming Russian public and private companies’ law and the various problems that accompany the reform of civil law. So it is noted that the Civil Code still maintain the existing division of legal persons for commercial and non-commercial, but offered no new legal entities. This is largely due to the fact that the legislator seeks only to remove the gaps. The author notes the lack of commitment of the legislator to offer promising models of commercial legal entities. However, the author notes that the elimination of errors only available legislation is not enough. For completeness of legal regulation it requires a new approach to the reform of civil law. We require the same approach for entrepreneurs as well. These subjects of civil and business relations need new models of business. Creating new models should be a subject to certain logic of their construction. The entire list of models of commercial legal entities must be built on the principle of scale. That is, each model of commercial entity must be subordinated to this principle on the basis of their economic importance

CORPORATE LAW IN RUSSIA: THE INFLUENCE OF "OUTSIDE"
DescriptionThe article is focused on questions of the legal status of new organizational forms - investment partnership and economic partnership. In this regard, the author examines the issues related to the influence of the doctrine of economic analysis of law on the Russian corporate law. The author notes that the creation of new types of entities should be based on the Civil Code of the Russian Federation. Creation of certain types of legal entities by the adoption of special laws is invalid. In the United States, the prevailing doctrine is the economic analysis of law. Therefore, the creation of new types of legal entities is quite simplified and is subject to the said doctrine. In Russia, the main business and civil relations is the Civil Code of the Russian Federation. Therefore, the creation of new types of legal entities must comply with its provisions. The author notes that creation of an investment partnership, as well as economic partnership, are new to the Russian law enforcement. Analysis of their legal status allows us to say that their design is unknown to the provisions of the Russian corporate law. The author notes that the legal status of these types of legal entities can not be called successful. Therefore, the author suggests subordinating any relationship involving commercial entities to the Civil Code

METHODS OF EVALUATION OF FINANCIAL EFFICIENCY OF HIGH-TECH PROJECTORIENTED COMPANIES
DescriptionThe subject of the research is a complex of high-tech manufacturing companies integrated and functioning in the form of project-oriented companies that are complex dynamic systems with increased efficiency due to changes in its structure and functions, institutional adaptation or use of project management techniques and optimization. The article reveals peculiarities of assessment methods financial performance knowledge-based project-oriented businesses, the main of which is that companies consider their activities as separate independent projects, which have their cost centers and profit. The author's solution to the problem of choosing the optimal investment project among several possible within the framework of the investment program or portfolio of projects, which can be mutually independent of each other, or mutually interdependent. The aim of the work is to study the possibilities and prospects of organizational and economic mechanisms for the use of project campaign for the effective management of knowledge-based enterprises that will quickly adopt new technologies and create optimal production structure. The results will be useful for the public authorities responsible for the development of high-tech industries as well as public and private companies wishing to profitably participate in the implementation of major innovative projects and programs. In the course of the study suggested methods for evaluating the effectiveness of high-tech project-oriented businesses, allowing them to identify the main advantages and disadvantages in meeting their specific production problems

NEW POSSIBILITIES FOR RISING COMPETITIVENESS OF THE KRASNODAR REGION WINEMAKING
DescriptionIn Russia, the demand for quality grape wines is growing. While the demand is met mainly by import of grape wines. Russian wines are little known, and therefore are not claimed yet. New directions for improving the competitiveness of Krasnodar region winemaking, taking into account the use of the existing opportunities in the region are proposed in the article. Many new facilities of sports, cultural and residential destination, infrastructure, significantly upgraded hotels, motels, etc. are built in the Krasnodar region in connection with the two Olympic Games in Sochi. Sochi has a year-round opportunity to take high-level participants in the various international and national, cultural events, sporting events, etc. In addition, the Krasnodar region has a Black Sea resorts and the Sea of Azov. Segment HoReCa in the Krasnodar region is represented in significant numbers, and requires a high level of service. It means that a completely new direction for the marketing of wine products in large quantities on a regular basis, especially at the local market, appeared. The program of segment HoReCa exclusive service, the implementation of which can be carried out with the active participation of regional authorities is proposed in the article. The most complete and effective implementation of this trend is possible as result of the creation of the wine cluster in the region. The public-private partnership may be the mechanism of the interaction. Overall, the wine industry is very promising, has considerable potential for development both within the regional market and the subsequent prospects of manufacturers on the international market

THE UNITY OF PRIVATE AND PUBLIC INTEREST IN PUBLIC-PRIVATE PARTNERSHIP
DescriptionThe article pays particular attention to the classification of members of PPP and their legal status. Proceeding from the classification, determined by the authors, the peculiarities of each type of members' legal status are pointed out. The authors have marked and analyzed the possibility of this or that legal subject to participate in public-private partnership. For each of the types of entities of public-private partnership the authors have given the characteristic of legal status. Features of the legal status have also been the subject of the analysis made by the authors. Certain aspects of the legal status of individuals involved in such a relationship were also considered. Considerable interest has caused the authors ratio of private and public interests of the participants of such relations. The authors have given a detailed analysis of particular interest in the implementation of business by the subjects of the partnership. The authors note that entrepreneurial activity, which combines private and public interests, is not only beneficial to each participant. In such cases, the subjects of entrepreneurial activity are social. The authors note that the State seeks to provide a normative framework for the subjects was profitable to engage in entrepreneurial relationship with the state or state agencies

DescriptionIn modern economic theory, there is no complete classification of innovative approaches to the management of knowledge-intensive and high-tech companies and enterprises. Among these approaches, we can highlight situational, structural, process, functional and project-based approaches. The project-oriented approach, as a purposeful method of future systems forming, is a kind of continuation of the process approach; however, it gives priority not to the process, but to the project, as the main production, innovation and competing business unit. This article provides a brief overview of carried out research in this subject area, analyzes the advantages and opportunities of existing project management validity models, and suggests the author's approach of building a model for identifying and evaluating the potential of modern project-oriented companies and enterprises. This article also shows that the economic efficiency of such companies and enterprises achieving by using the project-based method both in the integrated system of strategic management and in the main production activities. This leads to an increase in their ability to choose the right way of operational decision-making, contributes to the installation of advanced technological and technical equipment, and accelerates the commissioning of new production facilities

COLOR- SENSITIZED SOLAR ELEMENTS
DescriptionPhotovoltaic devices are a promising solution to the energy crisis, because they generate electricity directly from sunlight, without producing CO2. While color-sensitized batteries are the most studied element, mainly due to its low cost and high efficiency solar energy conversion into electricity. Until recently, the color-sensitized solar cells performance was less than 1%, however, the use of titanium dioxide as the anode material have greatly raised their efficiency.
