The object of the article is to consider the surrounding factors of city passenger motor transport of the municipal union «City of Magadan» and to estimate the degree of their influence to municipal transport infrastructure by means of the PEST-analysis, SWOT-analysis, a method of pair linear correlation, and a method of profile city surroundings. As a result of this analysis, the basic directions of the strategy of city passenger motor transport development are defined, some recommendations improvement of management efficiency by public transport from the institutions of local government are made
