ANALYSIS AND FUTURE DEVELOPMENT OF INNOVATIVE ACTIVITY IN THE KRASNODAR REGION
DescriptionEffective management of innovation processes is an important prerequisite for economic growth and competitiveness of the country and can be achieved with the active participation of the state in the field of innovation system. The structural elements of the innovation system are the government, business, education and science, which interact on the basis of the legal framework of innovation. Innovative development is the consistent implementation of measures for the implementation of innovative activities by all actors of the innovation system with the involvement of the all major spheres of life and to ensure the effective interaction of all elements of the innovation system. Currently, the priority development of the Russian economy is a shift from raw materials to innovative. The Krasnodar region is among the regions with the most developed innovative potential. The region is actively developing a legislative framework aimed at regulating the innovation processes operate research and development centers, is strongly supported by local authorities. This article has identified the priority sectors for the development of the edge of innovation processes, analysis of the main indicators of innovation activity, defined constraints of innovation, defined terms of investment attractiveness of the Kuban and the development of innovative tools environment

THE IMPACT OF THE SANCTIONS ON THE INVESTMENT CLIMATE AND INDUSTRIAL POLICY OF RUSSIA
DescriptionIn this article considers the condition of investment climate in the industry and the prospects of its change from the result of imposing sanctions from the West. This article considers common economic indicators of the Russian domestic market and defines priorities of increasing investment attractiveness in industry, simultaneously brings out positive and negative sides. We have determined that dependence of Russian regions from economic sanctions is very ambiguous. We have predicted the possible situations where the industry can suffer certain decline and also represented the fields of Russian industrial production where the indicators may have positive results from sanctions. The article indicates a number of spheres of domestic production which directly depended from external impact of foreign countries. It emphasizes the fact that in the order to rise the capital and economic growth we should create the favorable qualitative investment climate and develop own production capacities on the basis of innovation and modernization. In this article we are taking into account the fact of growth of investment activity from the position of financing. Effective instruments for attracting investment are: the creation of special economic areas of advanced development, implementation of measures of reducing administrative barriers of business. HARMONIZATION OF INDUSTRIAL POLICY AND TRADE POLICY ON THE EXAMPLE OF AGROINDUSTRIAL SPHERE
DescriptionThe importance of harmonization of industrial and trade policies at the micro- and macro-systems due primarily to the fact that it is connecting links between the individual elements of the technological pyramid and from their adequacy the level of economic development of the region and the country as a whole depends. Due to the large variety and inhomogeneity of natural and socio-economic conditions between individual parts and the subjects of the Russian Federation, balanced production, economic and trade relations, firstly, provide economic integrity of the country and, secondly, to promote the formation of a positive effect from intersubjective division of labor. Increasing changes in the environment, the appearance of new buyer inquiries, intensified competition, openings in science and technology, presenting new opportunities for business, requires organizations of an effective system of enterprise management, which allows responding flexibly to all market changes. This problem is solved by the implementation of industrial and trade policies of enterprise and by harmonizing production and sales activities. This article discusses the nature and content of the concepts of "industrial policy" and "trade policy", harmonization methods of industrial and trade policy of enterprises and agriculture in general. STATE SUPPORT IN THE ACHIEVEMENT OF TARGET INDICATORS OF THE DEVELOPMENT OF THE AGRICULTURE
DescriptionCurrently, we experience particular problems of development of agriculture in conditions of import substitution and export. The industry needs active support from the government due to the specific features, which are typical to this sector of the economy, and necessary for the effective functioning and dynamic development, and maintaining a high level of competitiveness. Government support has to provide favorable conditions for functioning of domestic producers to stimulate the production of high quality products, and to increase the competitiveness of agricultural products and services in both domestic and foreign markets. In this article, factors have been revealed, which lead to the need of agricultural production state support The main directions of financing of the agro-industrial complex were established within the framework of the state program for the development of agriculture and regulation of markets for agricultural products, raw materials and food for 2013-2020; the rules for granting and distribution of subsidies from the Federal budget to constituent entities of the Russian Federation; the structure of government subsidies to farmers in different regions, and also considered a new loan product with a low interest rate, which is adjusted individually for each borrower

INVESTMENT ATTRACTIVENESS OF THE FOOD INDUSTRY OF THE KRASNODAR REGION
DescriptionIn modern conditions investment attractiveness is one of the most important characteristics of the industry. For each investor, receiving an investment decision, it is important to define, in what industry and in what economic region can be implemented specific investment project with the greatest efficiency, the choice of what areas of investment will have the best prospects and will ensure a high return on invested capital. Attracting investment in the food industry of the Krasnodar region will meet the targets established under the strategic and tactical development, aimed at in-depth processing of food products; improve its quality, which in turn will improve the level of food security of the country. This article presents the analysis of the industrial structure of the Krasnodar region as a whole, the structure of food production, as well as a brief assessment of the export potential of the industry. The article gives an estimation of dynamics of investment flows into various sectors of industry, the structure of investment projects ready for implementation; we have identified potential niche of substitution of imported products; it considers the strategy of socio-economic development of the southern Federal district, within which stands the task of creating national megacluster industrial complex. The results of the analysis identified the drivers of economic growth, stimulating the growth of investment attractiveness of the food industry in the Krasnodar region

CLUSTER POLICY IN REALIZATION OF STRATEGY OF INNOVATIVE DEVELOPMENT OF THE REGION
DescriptionAt the regional level, clusters are considered as balanced mechanism policy of innovative development of the area, are favorable conditions for the effective cooperation of regional actors and institutions of science, government and business, the development of various forms of public-private partnerships in the area of innovation. The article reveals the problems that currently limit the establishment and development of clusters in Russia. Considered the clusters that already exist in Russia around key industry sectors and selected Russian cities with a high concentration of activities in the field of research and development in certain areas, and clusters, the creation of which is planned in the near future. The classification of these clusters according to the patterns of development, geography, directions and purposes of creation was given. The directions of development of cluster policy enshrined in the concept of long-term innovative development of the Russian Federation for the period up to 2020 were defined. We focus on the creation and development of cluster structures in the agricultural sector in the Krasnodar region. In this connection, the article reflects the main factors contributing to the creation of a cluster and measures to be taken by the state for its successful functioning
