Description14 January 2019 at the website of the higher attestation Commission of the Russian Federation http://vak.ed.gov.ru/87 the information appeared: "About refining of scientific specialties and their respective fields of science where publications are included in the List of peer-reviewed scientific publications, where basic scientific results of dissertations on competition of a scientific degree of candidate of Sciences, on competition of a scientific degree of the doctor of Sciences must be published ". It is reported that according to the recommendation of the HAC for other publications included in the List of groups of scientific specialties, the work on refining scientific specialties and branches of science will be continued in 2019. This work is a continuation of the author's series of works on cognitive linguistics. It offers innovative intelligent technology to automate the solution of the problem formulated by the higher attestation Commission of the Russian Federation above. With the use of the automated system-cognitive analysis (ASC-analysis) and its programmatic toolkit which is intellectual system called "Eidos" directly on the basis of official texts of passports of scientific specialties of the higher attestation Commission of the Russian Federation, there were established their semantic kernels, and then, implemented the automatic classification of scientific texts (articles, monographs, textbooks, etc.) on the specialties and groups of specialties of the higher attestation Commission of the Russian Federation. Traditionally, this task is solved by dissertation councils, as well as editorial boards of scientific publications, i.e. by experts, on the basis of expert assessments, in an informal way, on the basis of experience, intuition and professional competence. However, the traditional approach has a number of serious drawbacks that impose significant limitations on the quality and volume of analysis. Therefore, the efforts of researchers and developers to overcome these limitations are relevant. Currently, there are all grounds to consider these restrictions as unacceptable, because they are not only necessary, but also quite possible to overcome. Thus, there is a problem, the solution of which is the subject of consideration in this article. A detailed numerical example of solving the problem on real data is given as well

DescriptionThe article is devoted to the solution of the problem which is the fact that on the one hand, the rating of Russian universities is in demand and on the other hand it hasn’t been created yet. The proposed idea of solving the problem consists in the application of domestic licensing of innovative intelligent technologies for these purposes: we have suggested using an automated system-cognitive analysis (ASC-analysis) and its software tools – the intelligent system called "Eidos". These methods are described in detail in this context. It is proposed to consider the possibility of applying these tools on the example of the Guardian University ranking. The article discusses its private criteria (indicators of universities). We specify the sources of data and the methods of their preparation for processing in "Eidos" system. In accordance with ASC-analysis methodology the article describes the installation of "Eidos", the data input into it, and the formalization of the subject area, synthesis and verification of models, their display and use to solve problems of assessment of the Guardian rating for Russian universities and research object modeling. It also discusses the prospects and ways of development of the integrated rating of Russian universities and operation of rating in adaptive mode. We have also specified the limitations of the proposed approach and the prospects of its development

Description
The article proposes using the automated system-cognitive analysis (ASC-analysis) and its software tool, which is the system called "Eidos" for synthesis and application of adaptive intelligent measuring systems to measure values of parameters of objects, and for system state identification of complex multivariable nonlinear dynamic systems. The article briefly describes the mathematical method of ASC-analysis, implemented in the software tool – universal cognitive analytical system named "Eidos-X++". The mathematical method of ASC-analysis is based on system theory of information (STI) which was created in the conditions of implementation of program ideas of generalizations of all the concepts of mathematics, in particularly, the information theory based on the set theory, through a total replacement of the concept of “many” with the more general concept of system and detailed tracking of all the consequences of this replacement. Due to the mathematical method, which is the basis of ASC-analysis, this method is nonparametric and allows you to process comparably tens and hundreds of thousands of gradations of factors and future conditions of the control object (class) in incomplete (fragmented), noisy data numeric and non-numeric nature which are measured in different units of measurement. We provide a detailed numerical example of the application of ASC-analysis and the system of "Eidos-X++" as a synthesis of systemic-cognitive model, providing a multiparameter typization of the states of complex systems, and system identification of their states, as well as for making decisions about managing the impact of changing the composition of the control object to get its quality (level of consistency) maximally increased at minimum cost. For a numerical example of a complex system we have selected the team of the company, and its component – employees and applicants (staff). However, it must be noted that this example should be considered even wider, because the ASC-analysis and the "Eidos" system were developed and implemented in a very generalized statement, not dependent on the subject area, and can successfully be applied in other areas

SEMANTIC INFORMATION MODEL OF SC-ANALYSIS
DescriptionSemantic informational model of systemic-cognitive analysis (SC-analysis) is described in this article in brief, universal information measure of force and direction influence of factors values, independent from their nature and measurement units on the action of an object’s management ( based on the lemma Neiman-Pierson), and nonmetric integral criterion of similarity between images of concrete objects and generic mages of classes, images of classes and images of factors values are introduced as well. Identification and prognosis are considered as a decomposition of an image of a concrete object in a row by generic images classes (object analysis), it is offered to consider as a possible variant of decision of the thirteen problem of Gilbert in practice.

THE DECISION OF THE GENERALIZED PROBLEM OF APPOINTMENTS IN SYSTEMIC-COGNITIVE ANALYSIS
DescriptionIn the article the problem about appointments (backpacks) in various and more general statements is shortly examined: 1) the size of cargoes and volumes of backpacks; 2) the various utility of cargoes depending only from cargoes, but identical to all backpacks, and various expenses for their placing, and also restrictions on the resources, connected with backpacks, spent for cargoes at their placing; 3) various utility of each cargo for different backpacks, various expenses for placing of cargoes and various resources of owners of backpacks. The technology and an application technique of systemic-cognitive analysis and its toolkit - the "Eidoses" system for the solution of generalization of non-meeting in the literature before problem of the appointments, providing automatic forecasting of degree of utility of cargoes for different backpacks on the basis of signs of cargoes by the decision of a problem of recognition with application of the model based on base of precedents

HOW TO SOLVE THE TASK OF CLASSIFICATION OF TYPES OF RIFLE AMMUNITION USING THE METHOD OF ASCANALYSIS
DescriptionIn forensics there is an urgent need to determine the type of rifle (automatic, rifle, large caliber pistol) depending on its used ammunition found at the scene of the use of weapons. We offer a solution to this problem with the use of new innovative method of artificial intelligence: automated system-cognitive analysis (ASC-analysis) and its program toolkitwhich is a universal cognitive analytical system called "Eidos". In the "Eidos" system we have implemented the software interface that allows posting of images and identifying their outer contours. By multivariable typing, the system creates a systemic-cognitive model, the use of which, if the model is sufficiently accurate, may be helpful in solving problems of system identification, prediction, classification, decision support and research of the modeled object by studying its model. For this task the following stages: 1) input images of ammunitions into the "Eidos" system and creation of their mathematical models; 2) the synthesis and verification of the models of generalized images of ammunition for types of weapons based on the contour images of specific munitions (multiparameter typing); 3) improving the quality of the model by separating classes for typical and atypical parts; 4) quantification of the similarities-the differences between specific types of munitions with generic images of different types of ammunition of the weapon (system identification); 5) quantification of the similarity-differences between types of ammunition, i.e. cluster-constructive analysis of generalized images of ammunition. A numerical example is given. We also possess a successful experience of solving similar problems in other subject areas
