06.02.00 Veterinary and Husbandry
DescriptionThis work is a continuation of the author's series of works on cognitive veterinary medicine. The present period is characterized by the appearance of huge volumes of texts in different languages in the open access, generated by people. Currently, these texts are accumulated in various electronic libraries and bibliographic databases (WoS, Scopus, RSCI, etc.), as well as on the Internet on various sites. All these texts have specific authors, dates and can belong simultaneously to many non-alternative categories and genres, in particular: educational; scientific; artistic; political; news; chats; forums and many others. The solution of the generalized problem of attribution of texts is of great scientific and practical interest, i.e. studying these texts, which would reveal their probable authors, date of creation, the ownership of these texts to the above generalized categories or genres, and might evaluate the similarities - differences of authors and texts according to their content, highlight key words etc. To solve all these problems it seems necessary to form the generalized linguistic images of texts into groups (classes), i.e. to form semantic kernels of classes. A special case of this problem is the creation of the semantic kernel in various scientific specialties of the HAC of the Russian Federation and the automatic classification of scientific texts in the areas of science. Traditionally, this task is solved by dissertation councils, i.e. experts, on the basis of expert assessments, i.e. in an informal way, on the basis of experience, intuition and professional competence. However, the traditional approach has a number of serious drawbacks that impose significant limitations on the quality and volume of analysis. Currently, there are all grounds to consider these restrictions as unacceptable, because they can be overcome. Thus, there is a problem, the solutions of which are the subject of consideration in this article. Therefore, the efforts of researchers and developers to overcome them are relevant. Therefore, the aim of the work is to develop an automated technology (method and tools), as well as methods of their application for the formation of the semantic core of veterinary medicine by automated system-cognitive analysis of passports of scientific specialties of the HAC of the Russian Federation and automatic classification of texts in the areas of science. A detailed numerical example of solving the problem on real data has been given as well

FORMATION A STRATEGY OF SOCIOECONOMIC SYSTEM’S DEVELOPMENT IN THE RESOURCE-LIMITED CONDITIONS
DescriptionIn the article the structural model of the socio-economic system is presented as a management object. We have described the levels of creation of mathematical estimation model of the socio-economic system’s state, which on the basis of the aggregated estimation of management factors array allows selecting the primary purposes of socio-economic system’s development. The main socio-economic system’s processes in the production of goods and services are presented as complex activities. Determining methods for the modern market share occupied by socio-economic system, socio-economic system’s actual share offers on the region market, the demand for goods and services in the region, the amount of income from the activity by mathematical estimation model of the socio-economic system’s state are offered. The amount of the budget is defined as the sum of the socio-economic system profits from commercial activities and the size of public funding on the orders. Evaluation of resource support for activities described in the article is proposed. The way to solve the actual problem management - determining the socio-economic system’s priorities with limited material and financial resources is offered. We have also presented an algorithm of determination of aims of the development on the basis of estimation model of the socio-economic system’s state, foreseeing determination of external and internal factors on directions activity and forming of their aggregated estimations. The operative management in a socio-economic system allows us to react immediately to changing of key indexes of the systems and also allows using the limited resources rationally, which is very actual in modern economic conditions

On the one hand, man is a physical object and a person. Therefore, we interact with the reality, on one hand, directly as a physical object, but on the other hand as a person, i.e. indirectly through our psyche. On the basis of information from the senses, the consciousness of a person creates a subjective model of reality. A man mistakes his subjective model of reality for reality itself, i.e. unnecessarily assigns an ontological status, by the hypostatizations. In fact, as the reality a man perceives not reality itself, but only its subjective model of that reality. As a result, as a physical object, a person lives in the physical world, and as a person he lives in his subjective model of physical and social reality created on the basis of information coming to his senses directly and from the media. This work considers the process of formation of subjective 3D models reality based of large numbers of 2D images, a distinction is made in the content of terms: "Seeing" and "Sensing"; it also analyzes the transformation of objective facts into subjective perceptions of consciousness and back. As a result of hypostatizations of subjective models of reality, we may observe the same effects as in virtual reality (a reality effect; the effect of the presence; the effect of depersonalization; the effect of virtualization goals, values, and motivations). So, there is every reason to consider different subjective models of reality generated by different forms of consciousness, the virtual models. We study various consequences of these statements

FORMATION OF SOILS STUDY AND THEIR FERTILITY; A HISTORICAL EXPERIENCE OF SOIL CLASSIFICATION
DescriptionThe roots of scientific knowledge on soil go into antiquity and are connected with the development of land management. A human had knowledge about soil as a friable layer of Earth, which was a subject o land management treatment until the time there were occurred the problems of shortage of arable lands, hunger and decrease of fertility, which caused the necessity of obtaining of more produce with less arable lands. The development of soil science was required for solving of these practical tasks. In postwar period there were carried out the large researches in the field of plant nutrition and application of fertilizers. For this period the active study of organic properties of soil occurred. The Dokuchaev’s study on genetic types of soil was the tuning point in the development of problems of soil classification. The further development of problems of soil classification were made on the basis of set genetic positions, thus the various approaches lighting the different parties of a classification problem took place. The soil fertility in force of its important functions for a long time is not only as an agronomic category but also as a social, economic, philosophic, and at the last time – ecological one. The modern understanding of function of fertility is reached with the help of mathematical modeling. FORMATION OF AN EFFECTIVE ORGANIZATIONAL-ECONOMIC MECHANISM OF MANAGEMENT IN AGRICULTURAL PRODUCTION
DescriptionThe article is devoted to the problems of creating an effective organizational-economic mechanism of management in agricultural production and the substantiation for the use of a problem-oriented approach in the management of business structures. The article is an exploratory, it has reflected the fact that it dealt with the peculiarities of agricultural production in modern conditions, and it has identified factors increase the effectiveness of entrepreneurial activity in agriculture, the necessity, in order to improve production efficiency, of the use of a problem-oriented approach in the management of business structures. The article considers specific features of agriculture, without which it is impossible to ensure the desired performance of a functioning business structures. It is proved that the solution of the problems of modern development of agricultural production, enhance the competitiveness of domestic enterprises in connection with the entry into WTO is closely linked to the identification of such features and the determination of their effect (stimulating or inhibiting) the final results of functioning of economic entities in the agricultural sector. In the article, much attention is paid to the issue of performance management entrepreneurship business entities engaged directly in agricultural production, which represents a system of organizational and technological management, providing specified volumes of production and raw materials for the processing industry, meeting the requirements of quality and sustainability and affordable prices for a wide range of consumers, as well as the definition of the specific objectives of the performance management of agricultural producers. In the article the urgency of the problem-oriented approach with identified problems identify the factors increasing the efficiency of agricultural production and to develop an optimal management decisions for specific agrifood systems

PHOTOVOLTAIC PLANTS: PROSPECTS, ADVANTAGES, DISADVANTAGES AND THEIR CHARACTERISTICS
DescriptionAnalysis of scientific literature has shown a promising direction in energy saving and in increasing of efficiency of power supplies remote from external networks in Russia is the application of solar photovoltaic power plants. The level of solar radiation on the territory of Russia varies widely from 810 kWh/m2 per year in remote Northern areas to 1,400 kWh/m2 per year in southern areas. We have revealed their main advantages and disadvantages of solar photovoltaic power plants, as well as the purpose, basic features, features selection and operation of inverters and batteries. We have also given a generalized block diagram of three types of solar photovoltaic power plants: autonomous, standby, network. The peculiarities of their work have been presented. To improve the reliability of operation of solar power plants we need to design them according to the modular principle. Modular aggregation has to be applied for stand-alone inverters, where the input and output filters, power electronic circuit and system voltage regulation and protection represent the functional module elements. It is possible to increase significantly the reliability of autonomous inverters and solar PV systems in the complex, using one-phase and three-phase transformers with rotating magnetic field in their design. The advantages and the disadvantages, the peculiarities of the solar PV plants discussed in the article will allow to develop their structural and circuit designs with improved maintenance characteristics in the future

FUNDAMENTAL LAWS OF RECOGNITION OF SOCIAL CATEGORIES ON ASTRONOMICAL DATA AT THE MOMENT OF A BIRTH
DescriptionIn the article the method and the results of investigating the information properties of the celestial bodies of the solar system are described. Is proposed the new for contemporary astronomy tool of knowledge, which includes intellectual information technology and the multichannel receiver distributed in the space and time, as which were used 20007 subjects. This allowed to open and to begin a study the new previously unknown phenomena of nature. It is in particular established that interaction of the group of subjects with the space environment has substantive nature. The reaction of each subject to the position of the celestial bodies of the solar system at the moment of birth was recorded and was processed for this. Each subject reacted via selection of one or several of 37 social categories, which composes totally 86314 cases. By statistical processing discovered, that the parameter of the dispersion of the information of the signs of celestial bodies (integral informativeness) depends on position of an ascendant - degree of the solar zodiac ascending in the east at the moment of a birth, and it depends on the distance to the celestial bodies as well. The mechanisms of the influence of celestial bodies on the group of subjects are discussed.
