Description
The problem of environmental contamination by heavy metals is significant problem of urbanization. The search of ways of indication heavy metals pollution becomes actual, because of their simplicity and affordability. A widely used test objects for heavy metals pollution indicators are leafy mosses used for bioindication, because they are highly sensitive to any stress factor. The research shows that bioindication with using leafy mosses as test objects is highly effective method definition of heavy metals pollution. Using of bioindication methods are promising techniques for the assessment of the contamination of ecosystems by heavy metals. Through the use of this method, it is possible indication of pollution of the surface layer of air with heavy metals. The epiphytic moss (Pylaisia polyantha) growing in different zones of the city of Rostov-on-Don, was used for the heavy metals pollution biomonitoring of urbosystems. The accumulation features of heavy metals in the epitaphic pylaisiella moss (Pylaisia polyantha) in the territory of the city of Rostov-on-Don have been considered. pylaisiella moss (P. polyantha) accumulates the largest amounts of the following heavy metals: Zn, Cr, Pb, Sr, Ni (Kc to 1.07), and Cu. According to the Kc values, all the studied elements accumulated by pylaisiella moss form the following series of biological uptake: Zn > Pb > Sr > Cr > V > Ni > Cu > Cо. The results of investigation showed that the epiphytic moss (Pylaisia polyantha) can be used as indicator of heavy metals pollution in different polluted zones

SUBSIDIES AS AN INSTRUMENT OF STATE SUPPORT OF SMALL AND MEDIUM BUSINESS
DescriptionSubsidizing part of the costs associated with the implementation of individual activities of small and medium-sized enterprises, it is part of the public financial support to small and medium-sized Russian market structures at the federal and regional levels. Forms and conditions of subsidizing small and medium-sized businesses are largely dependent on the mechanism of formation and distribution of subsidiary assets, operating in a particular region. The article examines the key aspects of the mechanism of subsidizing small and medium-sized businesses in the economic system of the Krasnodar Territory. It presents the entities involved in accepting applications and granting subsidies, describes the main types and characteristics of the conditions for granting subsidies in that region. The study found that most of the subsidies for small and medium-sized businesses provide newly registered firms in the initial stages of their work. The authors conclude that in today's difficult economic conditions, direct subsidies to small and mediumsized businesses should act as the primary measure of government financial support for entrepreneurs. The article proposed measures aimed at improving the existing mechanism of subsidizing small and medium-sized businesses in the region, which include the extension of the list of subsidies, including on different branches, the simplification of documentary about registration of applications for subsidies, the establishment of information and advisory centers for the provision of assistance to entrepreneurs in the design documentation

TO THE QUESTION OF THE INNOVATIVE CAPACITY OF KUBAN
DescriptionThe article discusses the impact of the Olympic games in Sochi on the development of the information technology and innovation in the Krasnodar region. The authorities understand that the mere use of the Olympic legacy will not allow the region to hold the highest position in innovation activity, so in the field of the investment climate in the region there is a systematical work. However, in the innovation activities, their actions are fragmented. The article also notes that there is a tendency for the results of scientific research, which does not always meet the needs of the real sector of the economy. There might help the launch of the Western model of "science — business" in Russia, where business comes to the universities and raises scientific and technical problems. Therefore, the author proposes a solution to this problem by creating a triple helix "governmentbusiness-science". The meaning of which lies in the interaction of science, business and government, the latter would function as an information catalyst. The article provides an analysis of the basic indicators that characterize the state and level of development of scientific and innovation potential of the Krasnodar region. The article also discusses some reasons why the triple helix model is still not functioning

SEARCHING FOR A MODEL OF EFFECTIVE ECONOMIC DEVELOPMENT: PROBLEMS AND PROSPECTS

DescriptionThe article discusses the results of the international scientific and practical conference "Actual aspects of the implementation of the strategy of modernization of Russia: the search for a model of effective economic development", which was held from 3 to 5 October 2019 in Sudak, Republic of Crimea. The main substantive points of the conference were reflected; during the plenary session 16 reports were heard, in which the main aspects of research conducted in Russia in the scientific direction stated in the conference program were analyzed. The Conference included a round table and four sections. At these meetings, the problems of theory and practice of implementing the strategy of modernization of Russia in the search for a model of effective socio-economic development were predominant. As a result of the conference, a collection of scientific articles was published, its participants were awarded the appropriate certificates
