DescriptionThe article provides a comparative analysis of assessments of the socio-economic development of the Krasnodar region from such well-known rating agencies as Standard & Poors, Moody’s, Fitch Ratings, which belong to the United States of America. The studied ratings are compared with the ratings of the national agency of the Russian Federation called “Expert RA”. The values of the established ratings are examined, as well as number of possible reasons why the ratings of the United States of America differ from the ratings of the Russian Federation, for example, economic and political reasons, and, subsequently, how these ratings affect the investment attractiveness of the Krasnodar region. The article explains positive and negative aspects of the integrated methodology used by international rating agencies, consisting of software and expert opinion, the level of access to it for study and analysis. We study another (local) source of information on the investment attractiveness of the Krasnodar region, which is a state institution, namely the Department of Investments and Development of Small and Medium Enterprises of the Krasnodar region. Options are proposed for improving the system of analysis of statistical data through methods that are based on a clear mathematical approach to provide an adequate assessment of the region and municipalities without the influence of subjective expert opinion

SIMULATION MODELING OF DISTRIBUTION OF EPIDEMICS ON THE BASIS OF AGENT APPROACH

DescriptionToday, infectious diseases remain a leading cause of premature deaths in the world. Agent-based modeling can play an important role in predicting the spread of disease and to assess the containment measures. The aim is to construct a multi-agent simulation model for the formation of epidemic measures to reduce effectively their incidence. Using the multi-agent simulation approach to modeling of epidemics due to the fact that the approach allows us to consider a number of factors influencing the epidemic process, makes it possible to carry out numerical experiments. The processes of the spatial distribution and temporal variation of these two groups of epidemics of infectious the author calls dynamics. Usually hard-implemented spatial components of the dynamics in the proposed model can be substituted by predfractal topology of the graph, which is built up by voluminous graphs - primers, and the dynamics of compounding prefractal graph, called its recognition, is responsible for the timing of the process component. Under the term of agent, we consider an elementary study participant. An agent is active; it is in a state that may change under the influence of factors. A CLASSICAL PROBLEM FOR LOADED HYPERBOLIC-PARABOLIC EQUATION OF SECOND ORDER

DescriptionThe investigated and correct boundary value problem for mixed hyperbolic-parabolic equation of second order in a bounded domain is posed and studied in this work. Boundary conditions are of a classical nature. On line of type changes, which is also the line of the parabolic degeneracy for hyperbolic equations considered in the lower half-plane, a continuous bonding condition for the function itself and the breaking condition for the trace of the derivative is given. The main result is the proof of its unique solvability in the required class of functions. In particular, based on the properties of the operators of fractional integro-differentiation and in view of the ratio of the first boundary value problem for the heat equation, the question of the solvability of the original problem was equivalently reduced to the problem of solvability of the corresponding integral equation of the Voltaire second kind. In the hyperbolic part of the region, the question of solvability of the problem has also been reduced to the problem of solvability of the integral equation Voltaire second kind. The properties of the hypergeometric function of Gauss, as well as classical methods of integral equations were used. Thus it is proved the uniqueness and the existence of classical solution to the initial problem

TO THE PROBLEM OF LACK OF INFORMATION. SMALL SAMPLES OR "VERY SHORT" TIME SERIES
DescriptionIn present article we consider one of the key problems of short time series in modern scientific prognostification. In scientific papers as a rule the problem of short time series is considered in connection with a problem of small selections. But there are some problems still unsettled what value of selection should be taken as a small one and which time series are short and very short. In spite of the fact that there are exist different opinions on the problem of small selection definition and as a result the definitions of short time series, time series of tax deductions analysis of which is given in the present paper one can qualify as very short ones. The authors are considering tax deductions, the length of which doesn’t exceed twelve meanings. It’s clear that building of the prognostification model on a base of given statistics is impossible. In the present paper the authors offer to carry out analysis of very short time series on the base of graphs and matrixes of similarity. In the base of the method proposed there is a visual method and information base are very short time series of tax deduction and time series of fiscal economic indices, forming taxation base. MODERN TOOLKIT IN RESEARCH OF MACRO-ECONOMIC DYNAMICS. 2 - THE SPLINE-APPROXIMATION
DescriptionIn the second article from the series of works about the tool methods of research of macroeconomic dynamics the modern class of approximating functions is de-scribed. It is relevant to the "fragmentary" character of modern transitive economy when during the account-ing period the time class of process varies, as well as "game rules", tariffs, preferences, taxes, excises, rates, quotas, deductions … The splines have appeared new, more universal, simple, but at the same time thin, intel-lectual, mathematically exact and optimized method of research of macroeconomic dynamics. They have enabled analytically, numerically and graphically to analyze, represent, visualize and predict images of macroeconomic conjuncture
