Pavlovsky with colleagues, also presented confirming photographs in color of abundant bushes, groving buds, young shoots and their tops, adult leaves, grapes and berries; the results reported about their five-year study, both in the industrial environments of OAO AF "South", Training Farm "Kuban" and the branches of the Department of Viticulture Kuban State Agrarian University, as well as in Farmer-amateur conditions of private entrepreneurs of Kuban and Don: Baikonur, Pamyati Uchitelya, Podarok Nesvetaya. These varieties fill in a modern conveyor of table varieties, previously published by us in the press, and are recommended for introduction into the State register of breeding achievements of the Russian Federation in all regions of our country for gardening use

SOVIET POSTERS IN PROMOTING AGRONOMIC KNOWLEDGE

DescriptionWe attempt to combine professional agronomic knowledge with familiarity with graphic art presented in the form of a poster in the paper. The term "poster" is considered a large loose-leaf edition, combines visual and typographic elements and execute graphic communications. The main idea of the poster is to convey the information to the reader quickly and accurately. In the study of the material we have formed complex scientific and educational resources on the history of agricultural science, including the history of the popularization of agronomic knowledge. In our work, the poster is treated as an object of analysis, as the material of social and cultural analysis and as a tool to gather information on the development of agronomic knowledge through their visualization. In the course "History and methodology of scientific agronomy" one of the competencies of students is familiarity with the methodology popularization of agronomic knowledge, understanding of what is happening. In this regard, an attempt was made to consider the Soviet poster as a source of information on the development of scientific agriculture in the period from 1917 to 1980. The aim was to analyze the main events of this period, elements of the technology of agricultural production, species and varietal diversity of crops, as well as various events in the agricultural sector. The article considers four basic types of posters: promotional, political, instructional, scientific and educational. Each of these types of posters performs its function. The poster covered all stages of agrarian sector of the country, was a historical reflection of the Soviet period and always remained mobile, online and popular art form. Today, his role is small, because it has changed the ways of presenting information. However, its historical role unchanged, he has served as the Foundation of the modern advertising industry, including agronomic knowledge

THE CONCEPT OF THE DEVELOPMENT OF AUDIT AS AN INDEPENDENT FORM OF SCIENTIFIC KNOWLEDGE
DescriptionThis article considers the problem of development of audit activities as a practical view, and the concept of evolution as science. We have summarized the reasons for appearance and existence of audit, which are the following: separation of powers between the management and the owners of economic subjects; there is not confidence from the external interested users to information about the safety of financial statements; it is necessary to obtain the assurance of economic safety as additional factor of stability. There is a detailed interpretation of definition the "audit", considering the current economic realities, from the position of the sphere of scientific knowledge and from the position of practical activities in the part of verification reports by the independent experts and as an element of economic safety of the company and the country. The trend of market development for audit services was defined and aimed for its consolidation. The perspective of development does not connect with the classic audit of accounting reporting, but it connects with development forecasts for the company. The audit should "look into the future" of each client, which must be recorded in an audit report for improving the quality. The author offers a new paradigm of broad understanding of the audit as a form of independent monitoring, which allows to develop and to realize the concept of auditing business that meets the needs of modern society

MODERN TRENDS IN DEVELOPMENT OF ORGANIC AGRICULTURAL PRODUCTION. GERMAN EXPERIENCE

DescriptionThe organic agriculture is an important issue for sustainable development and food quality production. For this reason we analyzed the data on land use in organic production and the volume of the market for organic products in Europe and Russia. The motivation of farmers and the driving factors for the transition to organic farming methods in developed countries and the role of subsidies have been shown. The analysis of the state of organic production in Germany has been carried out. In 2013, Germany reported 23484 organic farms, which represent 8.2% of agricultural production and the total cultivated area 1,045 Mio. ha. In organic production are involved 9 national associations with their own logos, integrated by 12250 farms (52.2%), and the remaining 11 234 biofarms (47.8%) use the EU-bio logo. Over the past years there has been observed a significant increase in organic livestock production; e.g. during 2007-2012 milk, poultry meat and eggs production were increased by 58.3, 60,6 and 108.7% respectively. Price of bio eggs in November 2014 was 55.6% higher than in free-range system and 100% higher than in floor housing system. Obviously, organic production is an efficient production system capable of ensuring the economic well-being of rural areas. For further expansion of this sector in Russia is necessary to develop the economic incentives, which encourage conversion from conventional, farming to organic production. LEGAL SUPPORT FOR PUBLIC CONTROL: PROBLEMS AND PROSPECTS
DescriptionIn the article we reveal the basic problems of forming the legal basis of public control over the activities of public authorities. The relevance of this topic has been steadily increasing due to the increasing influence of civil society on the decisions made by public authorities. The authors analyze the provisions of the Federal Law "On the basis of public control in the Russian Federation", the regional laws, to fix the foundations of social control in some subjects of the federation, as well as other legal acts in this area. Special attention is paid to the formulation of the concept of social control and the conclusion of the need legislative consolidation of the concept of "individual public authority 'and a common list of agencies and organizations that operate them. Analyzing the law enshrined in the range of subjects of public control, the authors substantiate the feasibility of incorporating the Advisory Board at the government and public experts. On the basis of the provisions of the law, in this work we have determined the legal status of the subjects of social control, their powers and procedures of the in collaboration with the authorities, as well as the legal framework for the implementation of certain forms of social control. It is proposed to expand the interaction of subjects of public control with prosecutors by holding regular meetings to expand the powers of public monitoring commissions for visiting places of detention
