THE IMPORT SUBSTITUTION AS A TRANSITION TO EXPORT ORIENTATION APC
DescriptionThe goals of import substitution, import data and export resource features of the agrarian economy, through which you can generate significant competitive advantage are discussed. It is noted that the flight of the capital abroad creates jobs not for our economy, but for our competitors, that low interest rates on loans create obvious unequal starting opportunities throughout the domestic business. As a result the cost of imported food in value-chain terms reached in our country an enormous rate of $45 billion and that government realized the need of strengthening of food security, transferring of production of traditional kinds of products which form the basis of consumption of the population in our country, to the domestic market. It is noted that we need temporary moderate state protectionism and protection of the domestic market with the aim of modernizing the economy, attracting investors in the important field of production with high risks. The main problems and solutions that will help to further successful implementation of this strategy in the sectors of our economy are highlighted. It is proposed to establish a network of specialized information centers to support import substitution with a database of technological profiles of organizations. The author block diagram of the information support and import substitution is given. The importance of federal and regional programs functioning in the import substitution is noted. The author's plan for their implementation is given . Predictive modeling of short-term, medium-term and long-term positive and negative consequences of import substitution and export orientation are implemented. The authors stress that the substitution should be seen as a transition to export orientation of the agricultural economy.

LEGAL SUPPORT FOR PUBLIC CONTROL: PROBLEMS AND PROSPECTS
DescriptionIn the article we reveal the basic problems of forming the legal basis of public control over the activities of public authorities. The relevance of this topic has been steadily increasing due to the increasing influence of civil society on the decisions made by public authorities. The authors analyze the provisions of the Federal Law "On the basis of public control in the Russian Federation", the regional laws, to fix the foundations of social control in some subjects of the federation, as well as other legal acts in this area. Special attention is paid to the formulation of the concept of social control and the conclusion of the need legislative consolidation of the concept of "individual public authority 'and a common list of agencies and organizations that operate them. Analyzing the law enshrined in the range of subjects of public control, the authors substantiate the feasibility of incorporating the Advisory Board at the government and public experts. On the basis of the provisions of the law, in this work we have determined the legal status of the subjects of social control, their powers and procedures of the in collaboration with the authorities, as well as the legal framework for the implementation of certain forms of social control. It is proposed to expand the interaction of subjects of public control with prosecutors by holding regular meetings to expand the powers of public monitoring commissions for visiting places of detention

SYNTHESIS OF SUBSTITUTED PYRIDINE- 3-SULFONYL ISOCYANATES AND PYRIDINE- 3-SULFONYL UREAS
DescriptionAcylation of amides substituted with pyridine-3- sulfonic acids oxalil-chlorides and phosgene was studied. New pyridil-3-sulfonil isocyanates were synthesized. The conditions for this synthesis were optimized by taking into account the detailed understanding of this acylation. The synthesized pyridine-3-sulfonyl isozyanates were converted to pyridine-3-sulfonyl ureas. Biological activity of the new compounds was studied and the substances with high herbicidal effect were found

ABUSE OF RIGHT IN THE CASE OF PROPRIETARY RIGHTS
DescriptionThe article is devoted to one of the most disputable categories of jurisprudence – to abuse by the right. The law does not allow the exercise of property rights with the intent to harm another person, as well as abuse of rights in any form, including in the form of circumvention of the law. The author considers the already known issues with the application of the principle of the inadmissibility of abuse of the right, as well as the new ones in connection with the amendments to the Civil code of the Russian Federation. In particular, we investigate the principle of good faith as a fundamental principle for civil rights. The article is devoted to the question on the essence and the legal nature of circumvention of the law in the property-legal relations, as well as the notion of circumvention of the law with unlawful purpose as a form of abuse of right. On the basis of the study the article presents the author's notion of circumvention of the proprietary right. The author made a conclusion that the correct interpretation of the categories of "subjective property law and protected by law interest" is the key to understanding the term of abuse of right in the exercise and protection of property rights. The conscientiousness of participants of civil relations, as well as the intelligence is the proper limits of lawful behavior of the subject property relationship, the breaking of which allows detecting the signs of abuse of subjective civil law

STRUCTURAL AND PHYLOGENETIC ANALYSIS OF VVMYBA1, VVMYBA2 AND VVMYBA3 GRAPEVINE GENES
DescriptionThe article presents the structural and phylogenetic analysis of VIT_02s0033g00410, VIT_02s0033g00390 and VIT_02s0033g00450 genes of the grapevine genome and the closely related orthologous gene MYB114 of the Arabidopsis genome. These genes are responsible for the biosynthesis of anthocyanin in the organs of model plants and are of interest not only for practical production and breeding, but also for fundamental research. These genes were analyzed for GCcomposition of nucleotides, the presence of cisregulatory elements and promoter regions. DNA and protein sequences were aligned to look for similar elements, which allowed further analysis of the ultraconservative domains of four genes. Based on the results of search and identification of the conservative regions, a cluster tree was constructed, which made it possible to identify the separation of gene sidelines from, presumably, the main one. At the same time, the construction of consensus trees based on DNA and protein sequences revealed their absolute similarity. "The Minimal Evolution Tree" allowed calculating the approximate dates of the appearance of the mutations and the divergence times of the gene branches between each other. At the same time, the appearance of the Vitis genus and its separation from the Rosales was taken as the time first divergence point. In the end, homologous metabolic pathways were searched between grapevine and Arabidopsis, which revealed the presence of homologous proteins in the grape proteome. In this turn, it already confirms the existence of similar biosynthetic pathways and, as a consequence, interactions such as "DNA-protein" and "protein-protein"

DescriptionThis article is devoted to the methodology of the research of the new of the academic discipline "Sociology and Culturology" for «Kuban State Agrarian University named after I.T. Trubilin». The article describes the specific tasks posed by the teaching staff of the social and humanitarian department in the connection with the introduction of the integrated academic discipline into the educational process, including problems that require immediate of the resolution. The article reflects the integrative character of the new discipline, the lines of conjugation of the social and cultural components of the scientific knowledge. The main form of the work of the student audience on the practical training is the working with the primary sources, literary texts, which are subjected to the sociological analysis. The authors suggest, that in the process of the development of the new integrative discipline "Sociology and Culturology» students will be able to navigate in the contemporary socio-cultural situation, self-describe and analyze the processes of the world community. The authors of this article share their thoughts on the inclusion of an integrated discipline in the dialogical concept of social and humanitarian of the knowledge, believing that the focus of the subject "Sociology and Culturology" is a dialogue that is actualized in the text. The optimization of the subject's thinking activity through of the dialogue, according to the authors, contributes to the formation of a harmonious personality with the development of a civic position, an understanding of the historical and social conditioning of the individual's activities
