DescriptionThis article briefly reviews the classical concept of functional dependence in mathematics, determines the limitations of this concept for adequate modeling of reality and formulates the problem, consisting in search of such generalization of the concept of functions, which is more suitable for the adequate reflection of causal relationships in the real domain. Also, it discusses theoretical and practical solving the problem, consisting in: (a) we suggest the universal method of calculating the amount of information in the value of argument about the meaning of the function, i.e. cognitive functions which is independent from the subject area; b) we offer software tools: Eidos intelligent system, allowing in practice to carry out these calculations, i.e. to build cognitive functions based on a fragmented noisy empirical data of high dimension. We also offer the concepts of nonreducing, partially and completely reduced direct and inverse, positive and negative cognitive functions and the method of formation of reduced cognitive function, which is a generalization of known weighted leastsquares method on the basis of observation the amount of information in the values of the argument about the values of the functions accounting

DETECTION OF DEVIATIONS IN CONTROLLING SYSTEM (FOR EXAMPLE, MONITORING THE LEVEL OF FLIGHT SAFETY)
DescriptionControl charts are proposed to use as a tool to detect deviations in the controlling system. This proposal is considered for monitoring flight safety. Possibility of use in practice of airlines of a new indicator of flight safety level and a new method of its monitoring is discussed. As an indicator the ERC of ARMS group, and as a method of monthly and weekly monitoring – a method of the cumulative sums are offered

The main approaches to solving the problems of cluster analysis and grouping are discussed. We have also proposed global and local natural classification criteria. DescriptionIn the article we have analyzed the way of scientific and technical ideas creation to mass production. Particular attention is paid to the organization of commercialization of innovative projects using modern information technologies, especially Internet auctions. To adequately describe the actual processes, we have highlighted 13 stages in the development of the innovative project and put into consideration the diversity of its trajectories. DescriptionIn this article we propose a general theoretical model of estimation of the feasibility of an innovationinvestment project. For specifying a general model to estimate the feasibility of a project we have highlighted the stages of development of projects in the aerospace industry. Organizationaleconomic approaches to estimation of the feasibility of projects to create rocket and space technology are presented in terms of algorithms. They take into account the specifics of the space industry, by virtue of which such projects have both innovative and investment components

DescriptionIn the article we have considered A. N. Kolmogorov and N. V. Smirnov papers dedicated to onesided and twosided goodnessoffit and homogeneity tests. It has been shown that the term "Kolmogorov  Smirnov test" used incorrectly. We have also given the recommendations on use of the terms "Kolmogorov test", "Smirnov test", "test of KolmogorovSmirnov type" and discussed omegasquare test (Cramervon Mises–Smirnov test). Typical errors in the application of these criterions have been considered, in particular to test for normality of the distribution of measurement results

DescriptionThe first statistical publication – the Fourth Book of Moses, “Numbers” in the Old Testament. We trace the development of ideas about the statistics until the twentieth century. The present stage of statistical methods began with parametric statistics by Pearson, Student, Fisher. Scientometrics of statistical researches provides an indication of the accumulated results. Nonparametric statistics appeared in the 1930s, applied statistics in our country  at the turn of 197080. We have discussed what gives applied statistics to national economy. Also we have told briefly about the history of statistical methods in Russia (until Kolmogorov's time)

DescriptionThe article is devoted to the methods of analysis of statistical and expert data in problems of economics and management that are discussed in the framework of scientific specialization "Mathematical methods of economy", including organizationaleconomic and economicmathematical modeling, econometrics and statistics, as well as economic aspects of decision theory, systems analysis, cybernetics, operations research. The main provisions of the new paradigm of this scientific and practical field are developed by the author of this article in the 1980s during the creation of the AllUnion Statistical Association. The new paradigm is compared with the old (corresponding to the middle of XX century). Is summarized monographs, textbooks and manuals prepared under the leadership of the author of this paper in the XXI century according to the new paradigm
