ADAPTING THE METHODS MODULAR TESTING EXPERT ASSESSMENT QUALITY DESIGN INNOVATIVE SOFTWARE PRODUCTS
Description
Information of the world and national economies significantly alter the role and importance of expertise in enterprise activity. Expert evaluation of the quality of modern innovative software products is playing an increasingly important role in the justification of management decisions with their use. That is why the expert function is one of the most important and recognized not only in science but also in the practical production and business operations of many businesses. The article shows the possibility of adapting method unit testing as a tool for peer evaluation of the quality level of the development of innovative software products. The article covers application of criteria for coverage decisions and conditions, as well as a criterion of combinatorial coverage for the most complete set of tests and accurate expert assessments. The substantiation of the existence and validity of the use of the method of unit testing capabilities for expert assessments of innovative software products was also given. We have described the sequence of process of peer review for incremental (step by step), and non-incremental approach to testing of modern innovative software products, as well as identifying their strengths and weaknesses. It is concluded that the incremental approach is preferable to use the method of unit testing for the expert assessments of projects and programs for the creation of innovative products, services and technologies

Studying the problems of the development of Russian business education today seems urgent in view of the serious impact of globalization factors on world markets, as well as taking into account the factors of global economic recession and to the undeclared war sanctions restrictions against the Russian economy and not having under itself no justification other than political. The article presents the results of the analysis of positive and negative factors in the development of the Russian business education, because of which it was concluded, that for the further development of the Russian system of business education needs a new approach. It should be based on the formation of the conceptual model, taking into account the current realities in the Russian economy. The authors set out to become the key provisions of the new approach, namely to ensure the growth of professional and specialist competencies required functionality; the study of «effective practical techniques», a reasonable reduction of the duration of the MBA program of study; distribution of specialists trained in powers depending on their positions. The above provisions allowed forming a conceptual model of business education, which is based on four practical degree professional training laid. In addition, the article justified criteria for evaluating the quality and composition requirements for modern business education program. The proposed in the article new approach and the conceptual model of the development of Russian business education are targeted at practitioners who want to gain more knowledge in a limited period and very reasonable cost of education. The further development of the Russian business education system in the very near future will show the validity of this approach

The article describes a new approach to the assessment of the economic system. The authors propose to assume that the system grows, if its share in the world production increases. For the qualitative assessment, we have offered to analyze the dynamics of growth of exports of products with high benefit to the foreign countries, which include engineering goods, defense, manufacturing materials. On the world market of hightech products, we have the stiff competition and the growth of exports of domestic products with high benefit indicates high level of innovation. Based on the analysis of available statistical data, we revealed a correlation between exports of innovative products, the volumes of financing research and development and foreign direct investment in the national economy. It was determined foreign capital has a negative impact on exports of products with high benefit. The authors proposed a two-factor regression model, which allows you to make short-term forecasts and allocate resources. The study showed that despite the ongoing economic sanctions and unsuccessful economic reforms in the past, Russia has a high potential for innovation, which is activated when reducing the influence of foreign capital. Attempts to isolate the Russian economic system led to the mobilization of resources and the growth of innovation activity of domestic business

TOOLS FOR OPTIMIZING PRODUCTION MANAGEMENT TAKING INTO ACCOUNT PRICING MODELS
Description
The state of any economic system depends on the values of its parameters, both in the current period and at previous times. Therefore, in the process of optimization of production management, it is necessary to take into account this feature of the development of the systems under consideration. The most important task of economic research is the establishment of an equilibrium price. The most suitable hysteresis converters for solving this problem, the formal description of which is based on their operator interpretation. However, at present, when analyzing the functions of supply and demand, a cobweb-like model and its analogues are used, as a rule. This article discusses the unresolved problem of optimizing production under conditions of hysteresis pricing and competition. Taking into account that their mathematical modeling is the main method of analyzing economic systems with hysteresis properties, different pricing models (discrete and continuous) are considered in the article, as well as economic and mathematical tools for optimizing production activity under hysteresis pricing conditions. The developed models can be used to increase the adequacy of the formal mathematical description of the corresponding systems, which is the basis for more accurate forecasts of their development. In the conditions of hysteresis pricing, production optimization algorithms will allow to create optimal (in terms of achieving maximum profit) price and production strategies for the development of economic systems

USING MECHANISMS OF FORMALIZATION OF DIDACTIC CONTENT FOR SKILLS DEVELOPMENT MONITORING
Description
The relevance of an effective system of professional development for science-intensive and high-tech industries demonstrates not only the need to promptly respond to the global challenges of the modern economy, but also the presence of professionals able to reform the Russian economy in conditions of adverse effects of the sanctions. The leading role in these processes is assigned to highly qualified staff, which is formed in the process of training specialists within the system of continuous professional education and training (CPEandT). Expansion of the use of the system of CPEandT in modern educational technology (MET) opens new possibilities for advanced training and monitoring of this process by formalizing mechanisms of didactic content. We have developed specific mechanisms of formalization of the bestknown relationship between the information flow of didactic content and scope of knowledge of professional disciplines plan of professional development, as well as the possibility of their use for the monitoring of the process. The article discloses mechanisms of formalization of the process of professional development for science-intensive and high-tech industries, which will actively contribute to their successful implementation and monitoring

HISTORICAL TENDENCIES OF ECONOMIC GLOBALIZATION

In this work, prerequisites of processes of globalization of economies which source, according to authors, is the scientific and technological revolution of the XVIIIXIX century of century are considered. Dissemination of new technologies led to the international labor division, and emergence of information technologies promoted to increase in speed of communications, deleting of economic borders between the countries. A specific place in processes of globalization is held by space technologies by means of which there was a possibility of exchange of information between various consumers and the companies, which are in the different countries and continents. Based on the carriedout analysis, it is revealed that in the conditions of globalization pressure of group of industrially developed countries upon the rest of the world for the purpose of imposing of a certain model of their existence by the rest amplifies. The tool in competition are new technologies which help to drive the national companies out of the local markets. A special role in the course of globalization is played by information and space technologies of communication and broadcasting. Only competitive hi-tech productions focused on perspective technological ways can resist to influence of the international corporations. CONCEPTUAL FOUNDATIONS FORMATION OF INFORMATION SECURITY SYSTEM FOR A PRODUCTION ENTERPRISE
Description
In connection with the informatization of production, scientific-technical, social and public activities, the emergence of the digital economy, there is a need to protect effectively sensitive and confidential data. The solution to the problem of creation of system of information security becomes particularly relevant and significant, since with the advent of complex automated information systems significantly increased the quantity of information stored in the computing device, in single databases have become integrated information for various purposes, greatly expanded the number of users having access to the information resources of the enterprise. In the article, we have proposed and scientifically based conceptual foundation and principles of construction of modern system of protecting information files to manufacturing enterprises, which constitute commercial secret, from damage and unauthorized access. We have identified the information that requires protection from competitors and intruders, identified infrastructure their protection and the mechanisms for their own reliable operation of protective systems. It is shown that the objects to be protected from potential internal and external threats and illegal acts are staff, material, financial and intellectual resources, means and systems of informatization and protection of all types of resources. The basic principles of information security production of the enterprise are the mutual responsibility of management and staff, legitimacy, cooperation with law enforcement bodies, maintenance of optimum balance of interests of the company and the individual

METHODOLOGY FOR EVALUATING AND IMPROVING THE EFFECTIVENESS OF THE STATE DEFENSE CAPABILITIES

In the article we have developed a methodology to assess the effectiveness of various types of military and economic activities, the effectiveness of which determines the value of the defense capabilities of the state; we have also revealed the economic substance of defense capabilities and combat readiness of troops, justified approaches to determining the significance of ongoing military-oriented activities, identified main activities of the specific conditions of defense industries which leave their marks on the cost-effectiveness in the production of material resources for the Russian military service. The analysis of the flow direction of monetary environment of estimated units indicates that the current practice of planning and cost accounting is not fully adapted for military-economic analysis of measures to ensure the establishment of the defense capabilities of the state, and this makes it difficult to study and make recommendations to improve the efficiency of the use of military and economic resources. The authors propose a unified system of methodological support planning, estimating the size of consumed resources (regardless of funding source) and attainable defense results. Methodical resolution of this problem is based on the use of program-target approach to modeling the processes of the defense-industrial complex and the structural elements of the military organization. The article substantiates that the evaluation of the effectiveness of the use of defense capabilities should be carried out not only by the criterion of "cost - effect", but with all the manifestations of the time factor. In the most general form of the criterion of effectiveness should be provided by the triad "cost - effect - time." The article substantiates the need for an accelerated informatization of the national system of professional development for science-intensive and high-tech industries, as one of the important components of the process of reforming the Russian economy. It was determined that under current conditions a decisive role in ensuring the successful operation of enterprises science-intensive and high-tech industries provides highly qualified personnel - the intellectual capital, which is formed in the process of training specialists within the system of continuous professional education and training (CPEandT). We show new capabilities of training a contingent of specialists in science-intensive and high-tech industries, offered by the introduction and expansion of use in system of CPEandT and modern educational technology (MET). We found reasonable prospect of the transition from reproductive to creative model of the organization of skills development. They are implemented mainly by a variety of electronic educational resources (EER), which are used for the development of various technologies. The article presents results of the comparative analysis of new and traditional technologies for the development of ESM and shows their role in the methodical maintenance of process of professional development. It is proved that the introduction of the EER within MET in CPEandT system radically changes the interaction of professionals and qualified teachers with contingent specialists of science-intensive and high-tech industries, and contributes to the effective organization of skills development
