05.13.10 Management in social and economic systems
DescriptionThe study was carried out with the financial support of the RHNF as part of the research project of the RFBR 17-02-00475-OGN "Application of metaheuristic algorithms for solving direct and inverse problems of optimizing the management of spatially distributed complexes"). The article considers the issue of automated selection of specialists for the project. It is proposed to use artificial neural networks as a decisive core of the system. We have considered several solutions to the problem with a basic version based on a cascade of two neural networks

TECHNOLOGICAL ASPECTS OF SOIL DEPLOYMENT
DescriptionThe article presents the results of research on the impact of tillage technologies on the value of its density in the cultivation of winter wheat in conditions of insufficient and unstable wetting of the south of Russia. Experimental studies were carried out in the conditions of a long-term stationary experiment with a four-field crop rotation with different variants of tillage (dump, layer-by-layer, small, surface). The soil density was fixed at spring tillering of winter wheat and at the end of the growing season. Conducted analysis of variance shows that the soil has relaxation abilities, i.e. over time, it restores its properties by compaction ability, since studies conducted during the period of tillering of winter wheat show that Ffact. Ftable. (5,794,76), i.e. methods of treatment have an impact on soil compaction, which cannot be said for the case at the end of the growing season of winter wheat. The ability to restore its properties is a remarkable property of the soil, as it prevents them from over-compaction. The energy intensity of the compacted soil treatment increases to 30%, while the degree of crumbling is significantly reduced and its lumpiness increases. The most fundamental way to reduce the density of the soil is its timely loosening by working bodies of agricultural tools. Tillage methods affect soil density, the correlation coefficient between tillage methods and soil density varies between 0,929-0,979. The most radical way of soil decompression is exposure to it by a certain type of working bodies

05.13.19 Methods and systems of information protection, information security
DescriptionAt present, the problems of blocking network traffic in computer networks, in particular, in the global Internet, are becoming increasingly topical. Understanding blocking mechanisms, opening new opportunities to circumvent such protection will give us, on the one hand, both new methods and methods of protection against unwanted blockages, and the vector of development of funds, in fact, stopping unwanted traffic, obstacles passing through network nodes. The article proposes an approach to effectively bypass access restrictions to websites based on HTTP tunneling with minimal costs, combined with the approach used in peer-to-peer networks. A description of the algorithm and its key features. A new approach has been introduced in the task of ensuring the accessibility of websites, which has several advantages and eliminates the disadvantages of existing solutions in the form of anonymous networks - the use of special node solutions and a strong dependence on the number of nodes in the anonymous network. The level of development of modern network infrastructure, the transition of society and most of human civilization to the information-network existence dictates new requirements for technical means of monitoring and analyzing network traffic. That, in turn, requires the development of new approaches to solving relevant problems

MODELING AND DIAGNOSTICS OF THE RESEARCHER’S SYNERGIC INTERACTION WITH THE SCIENTIFIC COMMUNITY
05.13.10 Management in social and economic systems
DescriptionThe article presents innovative models and methods to diagnose the researcher’s synergic interaction with the scientific community (social mega-environment). It is known that the researcher’s interaction with the social mega-environment has two main directions: scientific collaboration and using the scientific community’s social and cultural potential; the former appears as scientific publications, while the latter appears as scientific citations. It is also known that synergic interaction is the interaction leading to the increase in activity results (according to the “1+1>2” scheme). In the article, the researcher’s synergic interaction is understood as his/her collaboration-based research activity that leads to obtaining the results impossible without this interaction. The theoretical significance of the research results is in the possibility for the further development of the sociology of science, as well as for the further development of the models of the individual’s interaction with the social environment; the practical significance is in the possibility to analyze the factors contributing to the success in the research activity of academic researchers and research teams (i.e. applicable for monitoring the research activity)

05.13.18 Mathematical modeling, numerical methods and software complexes
DescriptionIn the process of formation of nonlinear dynamics, the scientific society was able to refute the classical mechanisms of Newton-Laplace by justifying the chaotic nature of the phenomena of the world. However, despite the emergence of new mathematical models and tools, forecasting of nonlinear systems is a difficult task, as not only the quantitative and qualitative characteristics of the factors affecting the system are unknown, but also there is a problem of a small amount of information for forecasting. In this article, the authors consider the linear cellular apparatus as a tool for prediction the final state, to which the system will come based only on its output indicators of previous years. Since the use of a linear cellular automaton for prediction of nonlinear systems is an assumption of the authors, it should be tested on the series of stochastic systems exposed to different risk factors, which together give either a positive response of the system or a negative one. An example of such series is the time series of yields, as it is affected by climatic conditions, the appearance of which, in turn, is also difficult to predict. Prediction of stochastic systems using linear cellular automaton really makes it possible to get adequate and visual models. Due to the fact that the forecast model has a discrepancy with the real result of 0-15% (both positive and negative), the conclusion is that the predicted value will help either to take measures to ensure that the real value in the future is not lower, or to make sure that the decisions and measures taken are correct, when a value is higher than the forecast

CHARACTERIZATION OF MODELS WITH DISCOUNTING
08.00.13 Mathematical and instrumental methods of Economics
DescriptionAmong the widely used economic-mathematical models, dynamic programming plays an important role, and among them, models with discounting. The most famous example is the model for calculating the net present value (NPV) as an estimate of the efficiency of the investment project. In the article, it is clarified which features are distinguished by models with discounting among all models of dynamic programming. In models with discounting, the comparison of plans does not change when the time of the beginning of the implementation of plans changes, ie. there is a stability of the results of comparing plans. It is proved that if the results of comparing plans for 1 and 2 steps are stable in the dynamic programming model, then this model is a model with discounting. This theorem shows that the introduction of discounted functions for the estimation of the effect is justified only in stable economic conditions in which the orderliness of managerial decisions does not change from year to year. In other words, if at the beginning of the period under consideration the first solution is better than the second, then at all other times, up to the end of the period under consideration, the first solution is better than the second. Stable economic conditions are rarely found in the modern economy with its constant changes, including those caused by innovations. Therefore, the decision to choose (to implement) an investment project from a set of possible ones can not be based solely on the calculation of discounted project performance indicators, such as net present value and internal rate of return. Such indicators can only play a supporting role. Decide on the choice of an investment project for implementation is necessary on the basis of the whole range of social, technological, environmental, economic, political factors
