IMPROVING THE EFFICIENCY OF MANAGEMENT OF INNOVATIVE ACTIVITY OF ENTERPRISES
DescriptionMethods and models for assessing the effectiveness of management of innovative activities of enterprises allow to calculate its indicators for each individual innovation project that can potentially be included in the developed version of the plan, and for a version of the plan (program) of innovation development in general. In the existing practice, this problem is usually solved means of an assessment of the socioeconomic efficiency of their implementation. The objects of this assessment are commercial and budgetary efficiency. The output data of the specified process is: the payback period of investments (the period of their return) and the profitability index (return on investment) - when calculating commercial efficiency; the net discounted income of the state (budgetary effect), the profitability index and the period of return of budget funds - when determining budgetary efficiency. Within existing practice of assessing the effectiveness of the implementation of innovative plans and programs, enterprises usually only determine the financial results of the implementation, without linking them with the planned specific results of scientific and innovation activities. This practice is a consequence of the long dominance of the so-called "monetary" approach to solving this problem. Of course, it is important for the enterprise to reduce the costs of implementing the innovation project, and to increase the return on assets. However, it is also important for the enterprise to ensure that its innovative activity provides the maximum saving of not only production resources, but also labor resources (labor productivity) and material resources (material-output). It allows the enterprise to increase the efficiency of its innovation activities and ensure the achievement of the planned target indicators and indicators of its development program. In order to solve this problem, the main elements of innovative activities of enterprises and the trends of their development in modern conditions are identified in the article. A systematic analysis of this activity is carried out. The organizationaleconomic mechanism of innovative activity of enterprises is formalized, structured and investigated. The theoretical bases of the organizational and economic mechanism of innovative planning are considered. The economic-mathematical tools for adjusting short-term plans and a long-term program for the innovative development of enterprises are proposed

RISKS AND PRIORITIES OF THE STRATEGY OF DEVELOPMENT OF THE NATIONAL SPACE-ROCKET INDUSTRY
DescriptionBased on risk analysis and consequences of the accidents which have happened to the space equipment from the moment of the beginning of an active phase of space activity, the authors have come to a conclusion that initial stages of life cycle of the project, namely start and a conclusion to an orbit of artificial Earth satellites are subject to the greatest risks. Further functioning of the spacecraft in an orbit is accompanied by much smaller risks, and the least risky are works on service of land infrastructure, processing and information transfer to consumers. Methods of economic protection, which provide acceptance or transfer for a certain payment of risks are not always acceptable for an initial stage of the space project – start and removal into a satellite orbit. Authors suggest evading whenever possible from similar risks for what it is necessary to reduce starts for the benefit of foreign customers. The research of structure of the world space market has shown that such kinds of activity as production of land space infrastructure and rendering services of satellite communication and broadcasting are the most demanded. The market of starting services is gradually reduced in connection with miniaturization of the equipment of satellites and high specific risks of start. The policy of Roskosmos is focused generally on preservation of leadership in starting services which differ in high risks, to the detriment of creation of own satellite group capable to render a wide range of space services to foreign partners. Change of reference points of the strategy of development of the domestic spacerocket industry towards highly profitable and least risky types of space activity is offered

CONCEPTUAL FOUNDATIONS FORMATION OF INFORMATION SECURITY SYSTEM FOR A PRODUCTION ENTERPRISE
DescriptionIn connection with the informatization of production, scientific-technical, social and public activities, the emergence of the digital economy, there is a need to protect effectively sensitive and confidential data. The solution to the problem of creation of system of information security becomes particularly relevant and significant, since with the advent of complex automated information systems significantly increased the quantity of information stored in the computing device, in single databases have become integrated information for various purposes, greatly expanded the number of users having access to the information resources of the enterprise. In the article, we have proposed and scientifically based conceptual foundation and principles of construction of modern system of protecting information files to manufacturing enterprises, which constitute commercial secret, from damage and unauthorized access. We have identified the information that requires protection from competitors and intruders, identified infrastructure their protection and the mechanisms for their own reliable operation of protective systems. It is shown that the objects to be protected from potential internal and external threats and illegal acts are staff, material, financial and intellectual resources, means and systems of informatization and protection of all types of resources. The basic principles of information security production of the enterprise are the mutual responsibility of management and staff, legitimacy, cooperation with law enforcement bodies, maintenance of optimum balance of interests of the company and the individual

The practice of separate financing of projects of civil and defensive nature, which has been developed in Russia, requires, in the conditions of an aggravation of an international situation, increase in costs for carrying out researches and developments what to go a heavy burden on the federal budget. The analysis of international experience shows that industrially developed countries successfully solved this problem by means of distribution of dual-use technologies. The special effect is reached in space activities where dual-use technologies are widely used in the organization of communication, broadcasting and monitoring of the land surface. In the article, policy of usage of military technologies in civil sector of economy of the USA, Germany and China is analyzed. The policy of distribution of dual-use technologies leads to decrease in load of the budget and promotes attraction of a private equity in researches and developments. The main directions are conversion, sale of information from military companions to the commercial organizations and acquisition by military of information from commercial companions here. Backwardness of the market relations, impracticality of controlling mechanisms, developments and carrying out scientific and technical policy and other problems can become the main obstacle in a way to distribution of dual-use technologies in Russia. However, instability of the revenues of the Russian budget caused by volatility of the prices of energy resources and other external factors puts the most important priority of national economic policy development and distribution of double technologies

TOOLS FOR OPTIMIZING PRODUCTION MANAGEMENT TAKING INTO ACCOUNT PRICING MODELS
DescriptionThe state of any economic system depends on the values of its parameters, both in the current period and at previous times. Therefore, in the process of optimization of production management, it is necessary to take into account this feature of the development of the systems under consideration. The most important task of economic research is the establishment of an equilibrium price. The most suitable hysteresis converters for solving this problem, the formal description of which is based on their operator interpretation. However, at present, when analyzing the functions of supply and demand, a cobweb-like model and its analogues are used, as a rule. This article discusses the unresolved problem of optimizing production under conditions of hysteresis pricing and competition. Taking into account that their mathematical modeling is the main method of analyzing economic systems with hysteresis properties, different pricing models (discrete and continuous) are considered in the article, as well as economic and mathematical tools for optimizing production activity under hysteresis pricing conditions. The developed models can be used to increase the adequacy of the formal mathematical description of the corresponding systems, which is the basis for more accurate forecasts of their development. In the conditions of hysteresis pricing, production optimization algorithms will allow to create optimal (in terms of achieving maximum profit) price and production strategies for the development of economic systems

MODELLING OF FINANCIAL STABILITY OF ROCKET-SPACE COMPLEX COMPANIES
DescriptionMathematical modeling is one of the leading places among methods of research of economic systems and processes. The article considers the main management problem of the rocket-space complex in modern conditions and gives a brief description of this problem in conjunction with the tasks of innovative modernization and financial sustainability of enterprises of the complex. We have considered a common situation where the enterprises of the rocket-space complex in implementation of its development is carrying out an investment project, the financing of which is taken from a loan. It is proved that the implementation of this project can be appropriate, if as a result of the implementation the net present value of the enterprise increases. We have developed a model, which provides optimization of financial providing of high-tech enterprises of the rocket-space complex in the implementation of their modernization project taking into account the specifics of the use of own and borrowed funds

ADJUSTMENT OF THE ENTERPRISE’S IMITATION MODEL FOR THE ANALYSIS OF ECONOMIC ACTIVITY OF SMALL FIRMS
DescriptionThe article presents a simulation modeling method which is applied to the development analysis of the microeconomic objects. Examination of the classical version of the simulation dynamic model E (Enterprise) intended for research of monoproduct enterprises with unchanged technology is conducted; the possibilities of its adaptation for small business objects and modifications to the imitation model of a small enterprise (IMSE) are proved. The dendrogram of the complex of possible IMSE modifications formed on the basis of the E model is presented, which allows describing the activity of small firms of different profiles and solving a wide range of tasks of their strategic planning and management. The proposed dendrogram is a conceptual framework for imitating modeling of small business objects

BTC: INNOVATIVE CURRENCY OR FINANCIAL CRIMES INSTRUMENT?
DescriptionThe article describes definition of a new type of crypto currency and innovative payment system. It outlines the relevance in connection with the fact that Bitcoin is gaining popularity. For the first time in history Bitcoin exchange rate reached $ 4000 per token. It is noted that despite the growing popularity of Bitcoin, Russia's opinion about Bitcoin's official status is ambiguous: Bitcoin is not officially recognized, as a means of payment, and, at the same time, as noted in the official report of the Central Bank of Russia, is not prohibited. The main types of fraud using of crypto currency are listed. The negative consequences of the introduction of crypto currency into circulation have been studied and analyzed. The main advantages of Bitcoin are described: it is easy to use, reliable; its system is open and not subject to counterfeiting. The possibilities of its use for the financial crimes was analyzed. It describes positions of the leading countries of the world in relation to the legal status of Bitcoin. The main principles of the Bitcoin system operation are summarized and systemized; the main vulnerabilities and "weak spots" of Bitcoin are described with examples of the most known crimes in the world using virtual money. The BTC vulnerabilities are described in the article. This data, as well as a description of the main aspects of the Bitcoin practical essence, can be applied in practice as the basis for analysis to identify and prevent financial crimes using crypto currency

The main factors influencing the innovative development of the domestic science-intensive sector of the economy, were identified and studied in the work. The authors singled out two groups of factors, internal and external, determining their composition and interrelationship. The paper focuses on one of the segments of the knowledge-intensive market of products and services - space activities. In the postwar period, Russia firmly maintained leadership in virtually all areas of the industry, however, economic and political reforms intensified the negative impact of financial and economic factors, which significantly retarded the technological development of the space industry. The paper studies the influence of environmental, technological, financial, economic and other factors affecting the development of knowledgebased enterprises. A graphical and economicmathematical multi-factor model for the innovative development of knowledge-intensive enterprises involved in the implementation of space programs is constructed. The methods of expert assessments determined the influence of each factor on the development of space activities: - the production of launch vehicles, space vehicles, ground-based space technology and the provision of services. The received estimations of influence of factors will find application at formation of programs of innovative development of the high technology enterprises
