DescriptionThis article briefly reviews the classical concept of functional dependence in mathematics, determines the limitations of this concept for adequate modeling of reality and formulates the problem, consisting in search of such generalization of the concept of func-tions, which is more suitable for the adequate reflec-tion of causal relationships in the real domain. Also, it discusses theoretical and practical solving the prob-lem, consisting in: (a) we suggest the universal method of calculating the amount of information in the value of argument about the meaning of the function, i.e. cognitive functions which is independent from the subject area; b) we offer software tools: Eidos intelli-gent system, allowing in practice to carry out these calculations, i.e. to build cognitive functions based on a fragmented noisy empirical data of high dimension. We also offer the concepts of nonreducing, partially and completely reduced direct and inverse, positive and negative cognitive functions and the method of formation of reduced cognitive function, which is a generalization of known weighted least-squares meth-od on the basis of observation the amount of infor-mation in the values of the argument about the values of the functions accounting

ORBITAL SYSTEM OF DISTRIBUTION OF ELECTRONS IN ATOM AND STRUCTURE OF PERIODIC SYSTEM OF ELEMENTS

DescriptionIn the article, for the first time we have considered group of electrons radial to atomic nucleus with equal value of orbital quantum number and equal sequence of emergence on subshells. As a result of this consideration, the exclusion orbital principle which regulates distribution of electrons in atom on values of spin has been established. On the basis of this principle, the orbital system of distribution of electrons which adequately corresponds to the valid system installed according to the spectral analysis is developed. From positions of orbital system the new explanation of reasons for deviation of the valid system of distribution of electrons in atom from ideal system of consecutive filling of electron shells has been offered and the nature of the empirical rule is opened. The structure of periodic system is also considered and the explanation of the reasons pair repetition of the periods on number of elements is offered. It is thus shown that borders of the chemical periods are displaced relatively borders of the periods of orbital system on two elements to the left

DescriptionCorrelation and spectral methods were used to analyze changes in the regime of air temperature and precipitation rate in the Black Sea region in the 20th century. It was established that climatic tendencies on the regional scale differed from the global ones. DescriptionOn the basis of local semantic information of the models of California the dependence of parameters seismic activity on the position of the space objects has been investigated and the model of short-term earthquake prediction has been created. The formal criteria of astronomical parameters of high informative value in the preparation and implementation of earthquakes have been established. On the example of semantic models, we have developed criteria for seismic hazard zones for individual study of the region of California 2x2 degrees of longitude and latitude with regard to the intended depth of the hypo-center and magnitude of possible earthquakes
