THE METHODS OF ASSESSING THE QUALITY OF KNOWLEDGE AND LABOR POTENTIAL OF UNIVERSITY GRADUATES
Description
Key indicators for employers are the quality of knowledge of graduates and their readiness for practice. The article suggests some methods of assessing the quality of knowledge and labor potential of graduates. Because the quality of training generally depends on the qualification of the faculty, the quality of students' knowledge is to be determined with the results of their learning and the qualification of the teachers who conducted their classes and supervised their final qualifying works. The author's analytical expressions for determining the quality of knowledge and labor potential of graduates, allow employers to choose specialists particularly required for their industry. However, for employers the rate of knowledge and labor potential of graduates of universities are indicative rates. In order to determine the choice of specific graduates, on the University's website starting from the 3rd year of a bachelor degree, we should post the information about the rating of individual students on educational and labor activity. The ratios determine the quality of knowledge of graduates and their labor potential, as well as reviews of employers should be the main indicators for the Ministry of education and science of the Russian Federation, on the basis of which we may assess the effectiveness of the universities, determine their ranking and generate a state order for training of specialists in higher education institutions

RESEARCH STAFF TEAMS OF A DEPARTMENT
Description
Perspectives of science in high schools were always defined by prospects of development of scientific teams. The author proposes to divide (depending on the contents of research targets) unities of the research process and the results of research teams of the Department into three categories: a scientific group, a scientific school and a leading scientific school. Research teams are characterized by not only quantitative and qualitative composition, but the annual results. We reveal functional duties of leaders of research teams and the head of the Department for their effective management. One of the main tasks of the Department is to create conditions for the disclosure of scientific and creative abilities of students. The article describes general concepts and the content of scientific researches, including the formulation of themes, goals and objectives of the research, as well as the basics of research methodologies required for students in conducting the research work. ABOUT THE NEED TO CHANGE THE BURDEN STANDARDS FOR PEDAGOGICAL WORK OF FACULTY STAFF
Description
The article reveals the content of pedagogical work activities for teaching staff in the main activities of the Department (academic, educational, methodical, scientific and organizational-methodical work). We have offered a rational standard time for their quality execution, allowing improving the quality of training of university graduates. It is proposed to consider additional classes and consultations in the burden time of teachers, as well as the norms of time for preparation for publishing educational and scientific literature, development of training, methodological, logistical and organizational-methodical work. It is shown, that the participation of teachers in researches and development with the aim of earning money for the University reduces the level of the educational process. To improve the quality of training of students, we have offered a number of key measures that needed to be organized by the Ministry of education and science of the Russian Federation, and also, by employees of the administrative apparatus of universities

THE NEED FOR THE USE OF RENEWABLE ENERGY SOURCES
Description
The article reveals main reasons for developing tendencies to the using of new types of energy, which are limited supply of traditional fuels and environmental problems associated with its processing. It is shown that new forms of energy plays an important role in the energy supply of many countries of the world, and in the future they can become the main sources of energy to meet the growing needs of the global economy. We reveal main reasons of the increasing interest in renewable energy, and we show the obvious prospects of their use, due to two factors. First, according to experts, the global reserves of traditional fuels are limited, and secondly, this was evidenced by the investments of leading countries in this promising industry. The article lists reasons for the need for the use of renewable energy sources in Russia. Increased consumption of natural resources has become a real threat to the security of the life of human society. The basis of solving modern social and environmental problems is a transition to a regulated process of safe use of natural energy potential to meet the vital needs of people not only in the coming decades, but in the long run. It is concluded, that the determining condition for the development of the human civilization at present and in the future would be the level of natural resources which ensures the needs of the population without making harm to the environment

TO THE PROSPECTS OF DEVELOPMENT OF THE EDUCATION SYSTEM IN RUSSIA

A strategic task, which will accelerate the development of the economy is the reform of the education system, which has to be focused on improving the quality of training of graduates in secondary and higher educational institutions. The article describes the main causes of low quality of graduates of schools and universities in our country. The author proposes a complex of organizational and methodical actions, implementation of which will lead to a significant improvement of quality of preparation of graduates of secondary and higher educational institutions. Among these activities we might highlight: developing a strategic plan for the development of the education system, professional standards for employees of the administrative apparatus of education, the nomenclature of the main structural divisions of educational institutions of system of training personnel for universities, the system of training of specialists of the highest level of quality assessment of students ' knowledge and their labor potential, the system of training scientificpedagogical personnel and improving their qualifications, passports, graduates of secondary and higher educational institutions and certificates of qualification of teachers, teachers and employees of the administrative apparatus of the education sector, the system of Patriotic education of students of secondary and higher educational institutions, evaluation criteria, efficiency and the ability of educational institutions to give quality knowledge. Prerequisite to achieve high results in educational activities is to raise the status and the prestige of a teacher of educational institutions

ABOUT INCREASING THE PRESTIGE OF HIGHER TECHNICAL PROFESSIONAL EDUCATION IN RUSSIA

The article elucidates reasons for the falling prestige of higher technical professional education in Russia and based on their analysis we propose measures aimed at raising the status of technical specialists. These activities include: development of a strategic plan of development of higher professional education, a system of vocational guidance of graduates of secondary educational institutions; improvement of quality of preparation of scientific-pedagogical staff and development of effective system of training of teachers; the quality of the educational process and development of effective system of training of graduates; development of objective criteria for assessing the effectiveness of universities; development of a system of Patriotic education of students of secondary and higher educational institutions; increase of salaries of specialists, influencing the country's economic development, the status and prestige of the profession of high school teacher. It is necessary to develop a strategic plan for the development of higher professional education urgently since the first part of young professionals will be ready only after 4 years. Nevertheless, retraining and advanced training of specialists of technical and technological disciplines needed for the development of modern techniques and technologies, including foreign ones, we can start today. The implementation of the considered measures will allow to raise prestige of higher technical professional education and quality training of students
