ENGINEERING TECHNIQUES FOR DEFINITION OF PARAMETERS MEASURES OF AN ELECTRO-ACTIVATOR
DescriptionThe article presents an engineering method for defining electro-activator parameters. We have developed an engineering method for calculating an electro-activator with improved performance that can reduce the complexity of the design calculations and include a critical mode of the electro-activator at which the process leads to passivation. We have proposed an automated management scheme based on electro-activator functional and electrical schematics. One of the benefits of the resulting model of calculations of an electro-activator is to identify a possibility of automating the process of managing and stable operation. The current in the electro-activator can be adjusted depending on performance. Automatic maintenance of performance and capacity control for the benefit of the cameras is possible, giving an automatic valve with an analog controller. When the temperature rises above or current exceeds the desired value, we can face signaling and a complete shutdown of the installation. The use of temperature sensors, pH, conductivity and flow can be implemented, as well as centralized information collection and development of the control algorithm. Monitoring and maintenance of an electro-activator can be fully automated with the equipment of industrial automation. Also, on the basis of the proposed engineering method for calculating, it is possible to develop a software product. That will allow designing computer simulation when planning an electro-activator

DescriptionIn the article we show the results of studying the influence of Ecoss enriched biogumat on the photosynthetic complex of radish plants. Seed treatment with humate allows plants to form more powerful root system and develop resistance to various diseases, they are less affected root and basal rot. Plants form a large leaf surface. In leaves we have increased chlorophyll content, they remain longer green, more intense and will accumulate in vegetation greater number of assimilant (carbohydrates), and ultimately increase the yield. More intensive work of the leaves apparatus also contributes to the reduction of nitrates in the production, which is especially important when growing vegetables, melons and potatoes. Humates have a positive impact on yields on soils of different fertility and the different value of the yield. This not only increases the yield of 3 - 5 kg/ha, but also increases the gluten content in grain of winter wheat by 3 - 4%. The application of humates has a high adaptability. Their use can be combined with seed treatment pesticides, spraying crops with pesticides, mineral fertilizers. Therefore, humates are widely spread not only in Russia but all over the world. STUDY OF THE INFLUENCE OF ECOSSE ENRICHED BIOHUMATES ON THE PRODUCTIVITY OF VEGETABLE CROPS

DescriptionThis article describes the results of laboratory experience on the impact of Ecoss enriched Biogumat on the productivity of radish varieties of Corundum in the conditions of artificial climate of Kuban state agrarian University. Sowing was made on November 24, 2014, in two replications. Processing was carried out by humic preparation with a content of humic substances 4 g/L. Humic substances are a special group of organic compounds, the origin of which is associated with the biochemical processes of decomposition and transformation of plant residues (leaves, roots, branches, trunks), animal remains, protein bodies of microorganisms In their composition we have detected humic acids, fulvic acids, salts of these acids, humates and fulvates and Hominy - durable connection of humic and fulvic acids from soil minerals. We have developed different ways of processing plants of radish humic preparation. The influence of this drug on the passage of the phenological stages of plant development was examined for radish and its morphometric characteristics and productivity, depending on processing methods

LAND AND REGISTRY RELATIONS IN THE PERIOD OF THE RUSSIAN EMPIRE (1721 –1825)
DescriptionEvery stage of development of society is accompanied by the development of a state. Land has an inseparable connection with the development of a society as far as it is a basis of relations on possession, use and arrangement with it. Taking the analysis of considering period we see what kind of development was obtained by the land use. As well as we see the importance of these arrangements, firmly passing through centuries. For the describing period of the state moved from state property to the possibility of allotment reception in private hands. Concerning to land management, imitating the west experience and its own observations led it to a new level. It is important to notice that the high cost of living and the complexity of calculation and assessment of lands were always like that and we meet with them nowadays. The large reluctance of people to manage lands and pay taxes for that stands out beyond the state. Historically the origin of land cadastre is characterized under the objective necessity in obtaining of land data, as far as land is a source of getting material goods and the object of taxation. There was presented the transition of land use from simple account of lands to the qualitative land account and main replacement to land management of the territory. The article shows that in the late XIX - early XX century in Russia it was really bad crime situation. Therefore, on March 12, 1908 due to the orders of the Director of the Police Department, M.I. Trusevich it was formed "Department of Criminal Detective parts", so 8th paperwork Department, tasked with the general supervision over the activities of the detective department of the Empire. June 20, 1908 in the State Duma they discussed the draft law "To the organization of the detective department". July 6, 1908, approved by the State Council and the State duma, the law "To the organization of the detective department" was approved by the Highest Emperor Nicholas II. In accordance with the law there were approved the authorities of the criminal investigation in the largest cities of Russia. The article states that the total number of police detective was brought to 96 units. Analyzing the law in question, it should point to a number of shortcomings associated with its material component. Firstly, this is a minor detective department states even for the 1st category, which significantly reduces the impact of operational and investigative activities, in addition, the absence of the detective department states in the 3rd and 4th digits as an assistant chief of the Detective Department gave problems in cases vacation, business trip or illness head. But in the article there are different and positive aspects of the law. With the adoption of the law it became possible the creation of the All-Russian secret police system

DISCUSSIONS ABOUT CORRUPTION: WHAT THE RESULTS WE HAVE?
DescriptionThe data of the sociological polls show that the corruption problem hasn’t been decreasing for many years. Because corruption causes the damage to the most part of the population, the author believes that the anti-corruption policy is very significant, as well as the social policy of the state. In the article there is the analysis of the dissertation researches devoted to corruption of more than 20 years. The provisions of the scientific discussion concern: a) the search of the corruption definition, more perspective for legislation adjustments; b) the specification of the most important spheres of corruption distribution; c) the classification of the types of the corruption with the allocation more significant or less significant; d) the allocation of the reasons of the corruption emergence; e) definition of types and the scales of the damages from the corruption; e) the search of the most constructive measures of the anti-corruption fight in Russia. According to the author, the anti-corruption struggle has to carry not selective, but purposefully all-embracing character, not mix concept "guilty" and affected by corruption acts. The scientific researches have to lean on the real facts, to consider the specific Russian conditions of the distribution and the anti-corruption fight. It is also necessary to carry out the analysis of the extent of the information distortion of the reality, etc.

DYNAMIC ANALYSIS OF THE DEVELOPMENT OF SMALL AND MEDIUM ENTERPRISES
DescriptionIn this article we have performed a dynamic analysis of the system development of small and medium enterprises (SMEs) from the perspective of the study of sustainability of this system, the transition from one state of sustainable development to another in the context of the cycle phases of the system development of SMEs. The development cycle of the SME system is a set of successive stages: post-crisis, including phase reactions to the crisis and the birth of a new cycle of development; growth; pre-crisis. Dynamic analysis allowed the authors to allocate for each stage of system development SME time lag its onset and duration. Research of a sustainable development of system of SMEs is performed on the following groups of indicators: quantitative (number of the entities, number of workers, amount/turnover of products, investment), high-quality (percent of SMEs working in system to total number occupied in economy, a share of amount/turnover of products of SMEs in the GRP of the Russian Federation, specific weight of the profitable entities in total number of the entities, a labor productivity) and performance indicators (profitability of products, receipt in the budget). The analysis results confirmed opinion of authors on different reaction of small enterprises and medium scale enterprises on crisis conditions which are expressed in fast reaction of the first and inertial – the second. Dynamic analysis allowed revealing the features of the development of individual small and medium enterprises and their systems that may be used as the basis for predicting further development of SMEs in Russia

DETERMINATION OF INVESTMENT APPEAL OF INDUSTRIAL ORGANIZATIONS FOR GOOD GOVERNANCE
DescriptionRussian industry is almost completely exhausted the potential for extensive growth model. Due to this background, the increasing the importance of improving the efficiency of the companies in the industry, which by definition involves the need to increase investment activity in the industrial business becomes very important. The problem arises due to identifying the elements of investment attractiveness for further exposure to the companies in the sector and attracting investment capital. This article is devoted directly to the issues of determining factors of investment attractiveness of an industrial company. The emphasis in the article has been made on the allocation of domestic and foreign investment attractiveness, each of which is formed by a number of aspects. Also, it has identified and characterized the key elements that make up the internal and external investment attractiveness. Thus, the investment attractiveness of the internal environment of an industrial company is represented as a top-management, quality of personnel, quality of business processes, the quality of sales and quality of the financial system. Investment attractiveness of the environment can be formed by conjuncture target markets, the availability of capital, public policy, competition, barriers to entry, innovative pressure locally limited preferential treatment. STATE-PATRIOTIC EDUCATION OF THE MARITIME UNIVERSITY CADETS: ITS ESSENCE AND DEFINITION
DescriptionModern internal situation in Russia, its international political position strictly require strengthening patriotic activity and patriotic education of young people, including cadets of maritime university. Patriotism is a great factor of development of a personality, it also helps to develop economy of the country and Russian society, to strengthen a country and defend it in the period of war and peace. In the article the essence of state patriotism and state patriotic education of cadets of maritime university is viewed on the basis of analysis of Russian scientists‘research and publications. State-patriotic education as a pedagogical problem has always suggested formation of young people ideals of state-patriotic consciousness, state-patriotic conduct, based on high feelings and beliefs. This trend has always had a special place in the life of Russian society, in ideological work, in pedagogical science and practice. At the present time intensifying of patriotic activity, strengthening of patriotic education of cadets, deepening of state position in educational and patriotic work with students of maritime university are state necessity and social demand. STATE SUPPORT OF ENTREPRENEURSHIP OF THE KRASNODAR REGION
DescriptionThe Krasnodar region has a leading position in the ratings of Russian regions in terms of entrepreneurial activity. However, its entrepreneurs face economic and institutional obstacles. In this article we have conducted a study of institutional rules under which the entrepreneurs in the region studied mechanisms to evaluate the behavior of market participants, the resolution of disputes, to adapt to unexpected changes. It was found that special attention to the state authorities and local governments in the region should be given to the formation and support of small businesses operating conditions as the main form of entrepreneurship. To ensure the conditions for effective development of small and medium-sized businesses, governments and local authorities of the Krasnodar region it has been proposed to implement a number of activities in their work: change the procedure for allocating Guarantee Fund issued guarantees for the region, to increase lending by this Fund; activate all channels of information support of small and medium-sized businesses on economic conditions and mechanisms for their support; develop tools available in bank lending, leasing updates elements of fixed capital
