SOCIODEMOGRAPHIC PROBLEMS AND BASES OF PEOPLE SAVING IN RUSSIA
22.00.00 Sociological sciences
DescriptionThe socioeconomic and foreign policy transformations happening in Russia have predetermined the emergence of many social problems demanding the immediate solve. Thus social and demographic problems are the most important. Introduction of the state social programs in many respects helped to solve a problem of low birth rate. Negotiation of the demographic situation which was followed by sharp decrease of birth rate demanded considerable efforts from the state, but, despite the reached results, the situation can repeat again. And it is notable now when children of "reorganization" reached reproductive age. Thus mortality of the population continues to grow, and its rates exceed birth rates now. Annual losses of the population reached 1,5-2 million per year. In this regard the central problem of modern social and economic policy of the state is introduction of the uniform program of a people saving directed on improvement of population quality of life, achievement of material, spiritual and physical welfare for the purpose of saving of that Russian population. Along with natural losses of the population there are so-called social, preventable demographic losses which could be avoided, by predicting the situation with the help of monitoring of population quality of life that could conduce conservation of life and the social status to millions of people

DESIGN SOLUTIONS FOR NOISE PROTECTION OF THE POPULATION
DescriptionThe article is devoted to the solution of actual problems of protection of the population from noise production facilities. It shows the various fundamental technological approaches to the implementation of noise protection measures. This work conducts a comparative assessment of technical solutions aimed at reducing the levels of radiated noise, providing increased noise impact on the territory, from the gas distribution station (GDS). Production facilities everywhere are equipped with noisy equipment. If the noise level from the object in a residential area exceeds the permissible levels (RC), they sound events. The most common design decisions noise protection for today are: sound design; noise screens and barriers; insulating housings; sound cab. The article discusses the insulating properties of different coatings, composition and device of acoustic screens. It describes the course of the design work noise-reducing measures aimed at reducing noise levels in a residential area adjacent to the territory of one of the gas distribution stations (GDS). The description of the algorithm calculations, selection of materials for the implementation of activities, the combination of technical solutions that have practical novelty. The article is an exploratory in nature. At each stage of the embodiment of the design decisions were changes in the level of noise and the sound spectrum in the frequency range of 31.5 to 8000 Hz, evaluation of the effectiveness of the protective measures and the analysis of the influence of acoustic impact on the population. The results were presented for the year of research. The results of the research indicated graphically demonstrate the advantages of the proposed solutions for reducing noise levels in a residential area

DESIGN FEATURES OF THE NEW CHISEL COMBINED AND CALCULATION NEEDS OF THE ENGINE POWER AT HIS WORK
DescriptionThe article presents technologies and design features of the proposed chisel combined unit, combining in a single pass over the field 3 operations: deep loosening, crumbling additional topsoil and alignment, fertilizing. Design features of such a subsoiller as the basis of the unit include a chisel on each rack, fixed at an angle of 15-25 degrees to the horizontal and lessons along the center line of the rack feet, and flat cutting fun-leveling, consisting of two coaxially bred drums equipped with ripper teeth securely fastened according to our patents and placed in 5-9 rows on the surface of the drums on the helix, with rows of teeth on both drums have the opposite direction. The teeth of the first drum are long by 5-9 cm than the second, the clearance between the teeth of the first and second drum does not exceed 1.5 cm, and the ends of the teeth between the first reel and the cylindrical surface of the second - 1 cm. Front legs each provided with a divider soil laid down by its center and related to the lower of its parts - the bit. The first reel is mounted to 5 cm clearance between it and the cylindrical surface of the soil, which improves process reliability. We have got analytical dependences of the required power for the engine of the tractor unit with the proposed change of the working speed and width at the optimum utilization traction tractor plowing 0.9. We have justified a preferred brand of domestic and foreign tractors for this purpose

01.00.00 Physical-mathematical sciences
DescriptionAccording to the new paradigm of applied mathematical statistics one should prefer non-parametric methods and models. However, in applied statistics we currently use a variety of parametric models. The term "parametric" means that the probabilistic-statistical model is fully described by a finite-dimensional vector of fixed dimension, and this dimension does not depend on the size of the sample. In parametric statistics the estimation problem is to estimate the unknown value (for statistician) of parameter by means of the best (in some sense) method. In the statistical problems of standardization and quality control we use a three-parameter family of gamma distributions. In this article, it is considered as an example of the parametric distribution family. We compare the methods for estimating the parameters. The method of moments is universal. However, the estimates obtained with the help of method of moments have optimal properties only in rare cases. Maximum likelihood estimation (MLE) belongs to the class of the best asymptotically normal estimates. In most cases, analytical solutions do not exist; therefore, to find MLE it is necessary to apply numerical methods. However, the use of numerical methods creates numerous problems. Convergence of iterative algorithms requires justification. In a number of examples of the analysis of real data, the likelihood function has many local maxima, and because of that natural iterative procedures do not converge. We suggest the use of one-step estimates (OS-estimates). They have equally good asymptotic properties as the maximum likelihood estimators, under the same conditions of regularity that MLE. One-step estimates are written in the form of explicit formulas. In this article it is proved that the one-step estimates are the best asymptotically normal estimates (under natural conditions). We have found OS-estimates for the gamma distribution and given the results of calculations using data on operating time to limit state for incisors

Description
Estimates of the errors of the characteristics of financial flows of investment projects are needed to make adequate management decisions, particularly in the rocket and the space industry. Organizational-economic approaches to the estimations of the feasibility of innovation-investment projects to create rocket and space technologies require intensive use of numerical characteristics of the financial flows of long-term projects of this type. In organizational-economic support for control problems in the aerospace industry we must provide the need to obtain the estimates of the errors of the characteristics of financial flows. Such estimates are an integral part of the organizational-economic support of innovation activity in the aerospace industry. They can be compared with the predictions interval, i.e. confidence estimation of predictive values. Half the length of the confidence interval is the prediction error estimate. In this article we give the new method for estimating the errors of the main characteristics of the investment projects. We focus on the net present value called NPV. Our method of estimation of errors is based on the results of statistics interval data, which is an integral part of the system fuzzy interval mathematics. We construct asymptotic theory which corresponds to small deviations of discount coefficients. The error of NPV has been found as the asymptotic notna. With up to infinitesimals of higher orders the error of NPV is a linear function of the maximum possible error of discount coefficients

THE EFFICIENCY DEVELOPMENT ASPECTS OF A REGION WITH AGRARIAN ECONOMY
DescriptionThe article discusses development factors in agricultural production and marks the difficulties impeding positive dynamics: low levels of accessibility to credits, capital intensity, power availability, organic and mineral fertilizers application, infrastructure of the commodity market, particularly small farms. It refers to the most important external and internal production factors. Among the limiting factors we should note high lending cost, fiscal, changes in tax policy, volatility and price disparity, lack of working capital, financial risks, depreciation of fixed assets, problems with the mechanization in the field of production, shortage of skilled workers. In the article we note factors of increasing economic efficiency including government assistance in the area of lending, incentive policy, insurance, innovation promote, using of advanced domestic and foreign technologies in the modernization processes of production, assistance in staff professional development. It is noted that to improve the financial sustainability of regional agricultural companies today we need a more equitable economic distribution mechanism using of state regulation funds and a support to specific producers and processors of agricultural products, taking into account natural, territorial rents, levels of use of the resource potential, production costs, final contribution to the formation of a regional product. This approach will improve the effectiveness of the targeted direct government support of the particular agricultural industry, including small farms

TRANSPORT PROBLEM AND ITS APPLICATION IN “VICTORIA” COMPANY
DescriptionThe article is devoted to optimization of transport streams. The authors investigate the concept of "optimization of transport streams" and the solution of transport tasks by various methods, revealing the minimum cost of costs of transportation of production. The volume of transport tasks of a measure of industrialization of agriculture steadily increases, thus the volume of transportations as agriculture, and the industrial output delivered to agriculture grows. It is necessary to find the optimum structure of vehicles providing the minimum costs for transportation. This classical transport task has about two tens methods of the decision. In our article we study a route of the movement at which there will be minimum costs of transportation of the production on the example of “Viktoriya”. As sales now is one of the most traditional and significant scopes of information technologies, the emerging market of trade even more often faces problems, concerning automation of information and material streams. A widespread problem of this area is optimization of routes of the movement on delivery of goods. Its decision will allow: to guarantee timely delivery of goods to the customer; to cut fuel consumption; to provide rational use of resources vehicle fleet. In the article the technique of creation of the plan of transportation of semi-finished products of "Domashnie Pelmeni" is offered for “Viktoriya” company
