POSSIBLE LIMITS OF CONFIRMATION OF BELONGING TO RUSSIAN MASTER FELONS’ BROTHERHOOD

DescriptionThe article focuses on one of the aspects of The Russian Felony Idea revealed during answer to the question of affiliation to the Russian Master Felons’ Brotherhood. This aspect are the limits of candor during the answer along with their reasons. The work also aims at the analysis of the strategies of discursive behavior during an inter-level contact between a law enforcement unit officer and a felon. In the article, the author uses a model to analyze the Russian criminal discourse that was proven earlier on the basis of a synthesis of the ideas suggested by L.N. Gumilev, U. Eco, and O.V. Leszczak. This model made it possible to prove the existence of the Thieves’ Law in a written form with further division into the Old Thieves’ Law and the New Thieves’ Law that differ from each other in material form of their existence. Moreover, it was possible to shift back the moment of its formation up to hundreds of years earlier than it was believed before. The material gathered by the author in conversations is verified on the basis of open-access sources; it allows the author not to mention the personal data of respondents’, who live in different European countries, and totally eliminates such possibility. In this research, the author focuses on one and only aspect, other related aspects are taken into consideration according to their necessity for the aims of the work

ECONOMIC ISSUES OF BRANCH PRODUCTION
DescriptionThe article deals with topical questions of economy industry production of rice grain. The need for improving the business efficiency of rice today is dictated by political and economic sanctions, the needs of our society in full substitution of this important product. State stimulation of rice development today is carried out through a complex of economic and administrative activities. The economic measures of the state include: price control on rice price and processing products, support of agricultural producers’ incomes, leasing involving the state, marketing of products, and infrastructure development of the grain market. The system of public administrative measures also includes standardization and certification of grain products, control quality of grain and products of its processing, the quarantine protection, licensing activities organizations, and mandatory statistical account of the rice market. These measures are intended to ensure equal conditions of competition between local and imported rice, to spur investment and expansion of domestic production, increase profitability of rice, allowing the rice enterprises to carry out expensive irrigation systems repairs and capital inputs in lot lend. The article suggests that rice branch industry remains competitive and with abolition of import customs barriers within frameworks WTO. It is necessary to invest more heavily in infrastructure with the aim of improving business efficiency of rice

NOBILITY DEPUTY ASSEMBLY IN THE NORTHERN CAUCASUS IN 1905 – 1917 YY.
DescriptionBased on the archival sources, the article reviews the activities of the Nobility Deputy Assembly in the Northern Caucasus in 1905 – 1917. The author examines the role of noble organizations in solving the class issues in Russia in the early XXth century. She notes a marked increase in the activity of the Stavropol noble Assembly caused by the events of the revolution of 1905 – 1907 yy. In this case the author draws attention to the fact that during this period, autocracy strictly limited the power of the nobility Assembly, and in addition noble organization was strictly forbidden to discuss political issues. It is noted that local nobles were quite passive in social and political activity and they were not involved in the work created at the time of the joint noble societies, although some regional representatives of the nobility (in particular K. I. Bielecki) participated in the activities of the First nobility Congress in 1906 y. Charitable activity of the Noble Assembly during the First World War was also investigated in the he article. The noble mutual benefit was created to assist the families of killed and wounded warriors and for maintenance of hospitals. In addition, the Noble Assembly provided the upper floor of noble house for the hospital, and the lower one for the Ladies' Committee. The article shows that despite all the difficulties there was a gradual clearance of the political position of the nobility of the Northern Caucasus at the beginning of the XXth century. The author draws attention to the fact that noble organization has proposed various measures aimed at strengthening economic and political influence of this class. She comes to the conclusion that the role of the nobility in the social structure of Russian society of that time is undergoing a significant transformation, and the importance of the nobility in the system of socio-economic relations and the management system of the Russian Empire was significantly reduced

SOIL DEGRADATION AND THE ROLE OF FOREST BELTS IN LAND MELIORATION

The factors of erosion are water, wind, landslides, rock particles and etc. Erosion is the process of destruction and demolition of the soil cover (or parent rocks) flows of water or wind what causes depletion of fertile top soil layer. The destruction of this layer occurs quickly, and for its restoration required the millennium. Reduction of soil fertility is one of the main problems that are associated with its pollution. Erosion is a natural process that occurs very slowly ever since as the Earth was formed (about 45-50 billion years ago). Realistically, mountains, valleys, plains and deltas on Earth's surface have been created by water and wind erosion as a result of their joint action over a long period of time. The article describes the types and forms of search movement activity of the Krasnodar Region in the formation, preservation and reconstruction of historical and cultural heritage of the Great Patriotic War. The search movement in Russia is the unique socio-cultural phenomenon. In Krasnodar region this movement began in the 80s. Today it is 16 specialized public search organizations. Kuban searchers found the remains of more than 10,000 Soviet soldiers and recognized the names of 220 of them; they have carried out more than 700 expeditions. The main activities of the search organizations of Kuban in the area of historical and cultural heritage of the Great Patriotic War are conducting field exploration works; the establishment of names of the dead, found in the course of search operations and search for their relatives; reburial of the soldiers; assist in the elimination of explosive devices of the Great Patriotic War; patriotic education; military and historical reconstruction; the popularization of the military history of the region. The main purpose of search organizations is to recreate and perpetuate the memory of killed people in the defense of the Fatherland. Through the forms of activity, practiced by search organizations of the Krasnodar region, formed valuable attitude to the historical past, carried out patriotic education, readiness for armed defense of the motherland

TESTAMENT IN EXTRAORDINARY CIRCUMSTANCES: THEORY AND PRACTICE
DescriptionThe article explains the relevance of testaments, committed in extraordinary circumstances. The authors note, that the form of such testaments is considerably simpler. Nevertheless, it is compensated by necessity of further confirmation of fact that testament was committed in extraordinary circumstances by court. The conditions of validity of such testaments exposed to a detailed analysis in the article. The authors emphasize that for the recognition of circumstances as extraordinary, such circumstances should be unusual, exceptional, and create immediate threat of life, not threat to health of a citizen. The article contains the analysis of court decisions, which counter to these provisions. The study notes that the legislation does not allow for opportunity to commit testament in the extraordinary circumstances using the technical equipment. It is a gap in the legislation, considering the current conditions. The authors describe international experience of drawing up testaments verbally and came to the conclusion that such form is not acceptable in the Russian legislation. The article also notes the need for a more precise definition of “extraordinary circumstances” applied to inheritance relations. By the authors’ viewpoint, serious illness of the testator can’t be classified as extraordinary circumstance. The study is not only based on analysis of theoretical works of scientists, also on law enforcement practices. The authors of the article identified actual problems of current legislation and came to the conclusion of the necessity to improve the modern civil law

DescriptionThe quality of a system is seen as an emergent property of systems, due to their composition and structure, and it reflects their functionality, reliability and cost. Therefore, when we speak about quality management, the purpose of management is the formation of pre-defined system properties of the object of management. The stronger the object of the control expresses its system properties, the stronger the nonlinearity manifests of the object: both the dependence of the management factors from each other, and the dependence of the results of the action of some factors from the actions of others. Therefore, the problem of quality management is that in the management process the management object itself changes qualitatively, i.e. it changes its level of consistency, the degree of determinism and the transfer function itself. This problem can be viewed as several tasks: First is the system identification of the condition of the object of management, 2nd – making decisions about controlling influence that changes the composition of the control object in a way its quality maximally increases at minimum costs. To solve the 2nd problem we have proposed an application of the component selection of the object by functions based on the resources allocated for the implementation of different functions; costs associated with the choice of the components and the degree of compliance of various components to their functional purpose. In fact, we have proposed a formulation and a solution of the new generalization of a variant of the assignment problem: "multi backpack", which differs from the known with the fact that the selection has been based not only on the resources and costs, but also with taking into account the degree of compliance of the components to their functional purpose. A mathematical model, which provides a solution to the 1st problem, and reflecting the degree of compliance of the components to their functionality, as well as the entire decision-making process for selections, i.e. 2nd task, has been implemented in the ASC-analysis and in the system called "Eidos" X++". The article also provides a simplified numerical example of the proposed approach with the selection of staff members

INTELLECTUAL CAPITAL AS A GENERATING SOURCE OF MODERNIZATION AND INNOVATION
DescriptionThe article substantiates the idea that intellectual capital while forming is aimed to the implementation of upgrades and innovations to the work of economic entities to actively improve their performance. Source for intellectual capital is labor, which is based on knowledge, skill and professionalism, and later it "turns" individuals into creative individual work. This work, incarnating in any reasonable ideas or technical development, confirms thereby generating the essence of intellectual capital. Its performance becomes visible if the virtual creative ideas are realized in practice. From this perspective, it is important to know that the formation of intellectual capital depends on the directed activities of employees in areas where they would carry it out, and classification of organizational and legal structures of business entities, but also on favorable conditions for productive creativity. In this regard, it is important to adequately assess the costs created by the new product, the share of the money earned therein by a specific intellectual capital worker. As a variant it is proposed to carry out these calculations using the practice of charging interest in the banking business

In the article on the example of the works of great artists we consider the image of the subject as an object for the study course of "History and methodology of scientific agronomy". The emphasis on the image as the object of study, in the modern world has become popular for several reasons. On the one hand - this is a documentary confirmation of events, the state of the object, and sometimes the only proof of a bygone era. On the other hand – the works of art is multifaceted information about the study area, recorded by the artist with a careful rendering of details, environment, transfer of colors, shapes. The presented approach, the interpretation of art paintings allows us to develop creative potential of students. During the learning process, we have formulated the criteria for material selection: the ability to collect material in accordance with the task; ability to define basic accents and navigate through all the work; the ability to compare the artwork with the selected research topic. The article discusses the experience of creating an electronic database of a library of electronic resources for students so they were able to obtain enough empirical information. It is shown that the created database provide information on: the history of development of agriculture of our country, types of rural labor in Russia, the history of gardens and floriculture, as a branch of agricultural production, tillage instruments, history of agriculture; plant care, history of plant introduction in Russia. The experience of creation of electronic resources through databases, allows the teacher to have a resource for organization rich intellectual environment of the educational process. Description
The low rate of planting and harvesting mechanization is a common drawback of the equipment for hydroponic green fodder (HGF) cultivation. The system, that has been developed, is represented by a rack construction with a tray positioned on each rack; a tray is the place where the processes of seed dispersal and growth and the takeout of grown HGF occur. A tray with a pipe sways in opposite directions over pipe axis, and, as a result, moving bulk of seeds covers the entire tray surface with a seed layer of uniform thickness. The mathematical model of dynamics in the “granular medium – tray” system has been developed; on the basis of this model, after execution of simulation modeling, practical angles of tray tilt were identified as being within the range of 20 – 30 degrees. Experimental investigations have been carried out on the barley of “Vakula” cultivar with seed moisture contents 10%, 14%, 16% and 18%. During the research, the main factors influencing the process under consideration were identified: the moisture content in barley seeds; initial angle of tray tilt; the number of tray swaying motions. It was determined that the increase of tray filling rate can be achieved by means of setting up the initial angle of its tilt from a reference level, which depends on the moisture content in the barley seeds used in the process of HGF production. This angle is 22 – 24 degrees for the dry barley seed with moisture content 10-14% and 25 – 27degrees for the barley seed with higher moisture content. The upper limit of moisture content in the seeds used in work process should be specified to achieve high quality of a final product. The barley seeds with moisture content 10-15% and the angles of tray tilt 23 – 25 degrees should be used during HGF production
