STATUS AND PROSPECTS OF DEVELOPMENT OF THE TOURISM INDUSTRY IN THE KRASNODAR REGION
DescriptionThe state of tourism in the Krasnodar region was analyzed and the perspectives of its development were given in the article. Actuality of the research is determined by the condition of growing globalization where the world tourism industry is the priority interest and great perspectives for Krasnodar region. However, the potential of the tourism sector development is not completely used in Krasnodar region. Points of growth in the tourism industry of the Krasnodar region are the various recreational centers, which have the status of resorts. The highest stage of a recreational center development is resort agglomeration. There is Krasnodar region; there is only one resort agglomeration - Greater Sochi – in Krasnodar region. In this regard, the particular interest is the analysis of the tourism development in the city of Sochi. The analysis of Sochi’s tourism sector showed that the resort annually receives at the average about 4 million tourists, there is no significant reduction in the number of rooms of collective accommodation facilities, but in spite of that the industry revenues are about 10 billion rubles. The analysis showed that there are preconditions for the further development of tourism in the city of Sochi, which are associated with the creation of new enterprises of the entertainment industry, the improvement of health-care systems and the introduction of non-standard rest scenarios

SOCIODEMOGRAPHIC PROBLEMS AND BASES OF PEOPLE SAVING IN RUSSIA
22.00.00 Sociological sciences
DescriptionThe socioeconomic and foreign policy transformations happening in Russia have predetermined the emergence of many social problems demanding the immediate solve. Thus social and demographic problems are the most important. Introduction of the state social programs in many respects helped to solve a problem of low birth rate. Negotiation of the demographic situation which was followed by sharp decrease of birth rate demanded considerable efforts from the state, but, despite the reached results, the situation can repeat again. And it is notable now when children of "reorganization" reached reproductive age. Thus mortality of the population continues to grow, and its rates exceed birth rates now. Annual losses of the population reached 1,5-2 million per year. In this regard the central problem of modern social and economic policy of the state is introduction of the uniform program of a people saving directed on improvement of population quality of life, achievement of material, spiritual and physical welfare for the purpose of saving of that Russian population. Along with natural losses of the population there are so-called social, preventable demographic losses which could be avoided, by predicting the situation with the help of monitoring of population quality of life that could conduce conservation of life and the social status to millions of people

MEANS OF SMALL MECHANIZATION AS A BASIS OF MODERN PFF AND PBF IN SMALL FORMS OF MANAGEMENT
DescriptionThe support and the development of small forms of management in agroindustrial complex of the Krasnodar region is one of the priority trends in development of agriculture of our region and country in whole. Especially it is actual in last economic events and restructuring of economic balance concerning to the financing of AIC in our country. In the article there was a question of importance of small mechanization means in limits of use of PFF and PBF as forms of import of replacement in modern economic conditions. There was presented a replacement of manual labor with mechanical one, use of less powerful energy sources such as minimotocultivators and tractors to 1,4 t.s. and there was touched the question of use of small mechanization means in the conditions of limited space with the application of highly productive hinged equipment. There was considered the question of influence and use of small mechanization means in small forms of management, there were shown the problems of provision and restructuring of park of machinery and transition on new technology with the use of less powerful means of mechanization in detail. The advantage of use of present approach which is used in the writing of the article is an exact indication of the problem of use of motocultivators and ways of its decision and application in farms

STRUCTURAL AND FUNCTIONAL CHARACTERISTICS OF HUMIC ACID SOILS OF THE KRASNODAR REGION
DescriptionThe structural and functional properties of humic acids of different types of poorly studied soils of the Krasnodar Region: ordinary black soil or chernozem (carbonated), meadowish chernozem and gray forest soils are investigated. We define the type of humus of the soil samples studied as fulvate-humate. Using traditional indicators of humus soil conditions the regularities of soil and ecological processes involving organic matter in soils under natural and anthropogenically factorial changes in the monitoring sites are revealed. The relationship of the optical properties of humic acids with the intensity of the processes of transformation of humic substances by increasing the depth of the soil sample is shown. By NMR spectroscopy, IR spectroscopy, and spectrophotometry in the visible spectrum differences and similarities in the structure of macromolecules of humic acids in soil samples. In terms of soil contamination with oil in a field experiment, on the monitoring site we have set a trend towards to redistribution in the ratio of functional groups of humic acid macromolecules: the proportion of aliphatic fragments increases. We have revealed an increase in the share of the mobile fraction of humic substances in terms of oil pollution. The article has the most suitable justification for these processes. The results can be used for prediction the environmental state of the soil under anthropogenic pollution

LEGAL BASES OF THE INSTITUTE OF PUBLIC SERVICE
DescriptionIn this article some features of legal regulation of institute of public service are considered. The analysis of the norms of the office right establishing special administrative legal status of public servants is carried out. The author investigated the considerable list of the pre-revolutionary, soviet and modern legal literature devoted to topical issues of institute of public service. The main concept of this article is that the institute of public service is considered by us from a systemacity position. For example, the content of the concept "state position" from the point of view of both standard the contents, and opinions of representatives of the scientific doctrine is opened. The author's definition of the legal category "state position" is offered. Besides, various concepts of understanding of the concept "public service" are presented in article. Thus the author paid attention that earlier in the domestic legislation there was uniform no opinion and standard establishment of the legal category "public service". The main signs of the state position by the legislation of the Russian Empire are given in article. It is noted that in pre-revolutionary Russia legislators identified the concepts "public servant" and "official". This approach, according to the author, wasn't the advantage of the pre-revolutionary legislation, testifying to the low level of legislative equipment

TECHNOLOGY FOR PRODUCTION OF PROTEIN-CONTAINING RAW MATERIALS FROM THE PRODUCTS OF SUNFLOWER SEEDS
DescriptionCurrently, secondary resources of vegetable raw materials are widely used in solving the food, environmental and energy issues, as well as an additional source of substances of natural origin. A significant amount of secondary resources is produced during the processing of sunflower seeds - the main oilseed Kuban. Fats industry, while processing seeds, mainly extracts only one component - vegetable oil and is having a huge amount of meal, which is mainly used for agricultural purposes. Valuable property of sunflower meal is that it is high in protein, low cost and lack of toxic and anti-nutrients. Favorable amino acid composition determines the viability of recovering proteins from sunflower meal. Proteins were extracted from sunflower meal with a dispersing agent which may be water, sodium salts, alkalis, acids, or any organic solvent, followed by precipitation of the protein at the isoelectric point with hydrochloric acid. However, this protein has a high content of phenolic compounds, which gives it a dark color. The high concentration of chlorogenic acid in sunflower meal and its ability to form a dark colored complex with proteins limits the use of sunflower proteins in the food industry. All known methods of protein purification products from phenolic compounds, in particular chlorogenic acids, are mainly aimed at reducing the use of solvents and washing using membrane technology. However, in most cases, their use is either inadequate due to removal of phenolic compounds or decreasing the nutritional and biological value of the obtained product due to the toxicity of the solvent used, and an inability to completely remove it from the protein

TECHNOLOGICAL SETUP OF A HOPPER FEEDER FOR PIGS
DescriptionConstructive-technological parameters of a hopper feeder have been established. They help to synchronize feeder’s flow and feed consumption by animals. Synchronization of these factors eliminates the initial cause of feed loss during fattening. It was found out that the main influence on feed loss is exerted by shape and geometrical parameters of feedstuff fill at the bottom of feeder, which depend on their physical and mechanical properties and on the feedstuff level in a hopper feeder. The fill balance condition at the bottom of a feeder is provided by compensation of feedstuff weight pressure inside a hopper due to the weight of a surcharge layer. The thickness of layer is proportional to the height of feedstuff volume inside a hopper and does not depend on technological gap between discharging feed line and the bottom of a feeder. It is found out that the discharging feedstuff is distributed throughout the bottom of a feeder. There is a central nonmoving area in the cone shape in alignment with the axis of the discharging feed line. This area functions as a shutter, which reduces the effective area of discharging channel. It is determined that the flow of feedstuff is set by adjusting the technological gap between discharging feed line and its bottom within defined limits. In accordance with physical and mechanical properties of feed this dependence of feedstuff flow allows to determine corresponding functional parameters of discharging feed line in order to meet the needs of a group of fattening animals

TOPONYMICS OF THE KUBAN REGION IN HISTORICAL AND CULTURAL HERITAGE OF THE GREAT PATRIOTIC WAR
DescriptionQuestions, which are considered in the article, have been connected with the role of the Great Patriotic War in the geo- graphical, administrative and territorial name changes in the Kuban region. It is pointed out that the place names are valuable research material for the most complete study of the problem of historical and cultural heritage of the Great Patriotic War. It is noted that after the Great Patriotic War the situation, where many of the new names of geographical and administrative-territorial objects went counter to the traditional main function of the place name - address and its purpose-to help orientation in space, continued. It is shown that politically sensitive "military" place names, being an important element of the Soviet propaganda and agitation, were necessary for the ideological support of the authorities, but at the same time, allows you to save memory of the Great Victory. "Military" toponymy, which has prevailed since the end of the Great Patriotic War , carried out a living link with the past present and future. New post-war name of streets, squares, parks, alleys of cities and villages of Kuban dedicated to heroes and events of the Great Patriotic War, helped to preserve a sense of patriotism and belonging to the victory over fascism. The conclusion is that the central government continued to use after the Great Patriotic War the place names as one of the new genres of advocacy and created a new concept of "military" place name, one of the essential component of which is a moral burden that was to have political overtones

TRANSPORT PROBLEM AND ITS APPLICATION IN “VICTORIA” COMPANY
DescriptionThe article is devoted to optimization of transport streams. The authors investigate the concept of "optimization of transport streams" and the solution of transport tasks by various methods, revealing the minimum cost of costs of transportation of production. The volume of transport tasks of a measure of industrialization of agriculture steadily increases, thus the volume of transportations as agriculture, and the industrial output delivered to agriculture grows. It is necessary to find the optimum structure of vehicles providing the minimum costs for transportation. This classical transport task has about two tens methods of the decision. In our article we study a route of the movement at which there will be minimum costs of transportation of the production on the example of “Viktoriya”. As sales now is one of the most traditional and significant scopes of information technologies, the emerging market of trade even more often faces problems, concerning automation of information and material streams. A widespread problem of this area is optimization of routes of the movement on delivery of goods. Its decision will allow: to guarantee timely delivery of goods to the customer; to cut fuel consumption; to provide rational use of resources vehicle fleet. In the article the technique of creation of the plan of transportation of semi-finished products of "Domashnie Pelmeni" is offered for “Viktoriya” company
