In this article we have considered the issues of forming a complex system of models of VADS (driver - vehicle - road - environment) in terms of the intensity of traffic on them. We have proposed the two-level model of governance system in DU-TP, which includes strategic and operational (current) management. The algorithm for management of this system including the movement of vehicles in different natural and climatic conditions, providing normative and actual parameters of the road has been studied.
