TESTING OF HOMOGENEITY OF PAIRED SAMPLES

DescriptionThe article begins with the letter of the chief engineer of chemical plant near Moscow. He requests to analyze of data by means of modern statistical methods and give an opinion on the presence (or absence) of the relationship between the two methods of determining the viscosity of the mastic. For each of the batches of mastic It was presented two numbers - the viscosity measurement results of the two methods. These numbers form two paired samples. We want to install, give whether two specific methods similar results. The true values of viscosity in different batches are not equal. Their difference is not allows us to combine the results of the first measurement method in first sample, the results of the second method - in the second sample, as we can do in the case of testing the homogeneity of two independent samples. For solutions to this problem we discuss four statistical criterions, based on a study of the differences between corresponding values in two paired samples. We test the hypothesis of equality 0 of median of these differences (sign test) and of equality 0 of the mathematical expectation of these differences. Hypothesis of testing of equality of the distribution functions of two paired samples is reduced to the hypothesis of symmetry of the distribution function of these differences with respect to 0. In the alternative of the shift is proposed to use the Wilcoxon signed rank criterion. In the total alternative is proposed to use criterion of the omega-square type which is developed by the author of this article

TO THE QUESTION OF MATHEMATICAL METHODS DEVELOPMENT OF CONTROLLING

DescriptionOn the basis of the objective analysis it must be noted that in the arsenal of managers, especially foreign ones, there is practically no fundamentally new methods and tools of controlling. So says the executive director of Russian Association of Controllers prof. S. G. Falco. However, promising mathematical and instrumental methods of controlling actively developed in our country. It is necessary to implement them. For example, managers should be used techniques which discussed in the book by Orlov AI, Lutsenko EV, Loikaw VI "Advanced mathematical and instrumental methods of controlling" (2015). These methods are based on the modern development of mathematics as a whole - on the system interval fuzzy math (see the same named book by Orlov AI and Lutsenko EV, 2014). Considered methods are developed in accordance with the new paradigm of mathematical methods of research. It includes new paradigms of applied statistics, mathematical statistics, mathematical methods of economics, methods of analysis of statistical and expert data in management and control. In the XXI century there were more than 10 books issued, developed in accordance with the new paradigm of mathematical methods of research. The systems approach to solving specific applications often requires going beyond the economy. Very important are the procedures for the introduction of innovative methods and tools. DEVELOPMENT OF SOLIDARY INFORMATION ECONOMY
DescriptionWe are developing a new organizational-economic theory - solidary information economy, based on the views of Aristotle. The name of this theory has changed over time. Initially, we used the term "nonformal information economy of the future", and then began to use the term "solidary information economy." In connection with Biocosmology and neo-Aristotelism preferred is an adequate term "functionalist organic information economy". This article summarizes the first phase of work on the solidary information economy. We have analyzed the array of publications. The main problems are discussed, the solution of which is devoted to research related to the considered basic organizational and economic theory. The founder of the economic theory is Aristotle. We discuss Aristotle's positions, on which the economic theory is based, in particular, solidary information economy. We prove that the market economy has remained in the XIX century and the mainstream in modern economic science - justification of insolvency of a market economy and the need to move to a planned system of economic management. We examine the impact of ICT on economic activity. We develop the approaches to decision-making in the solidary information economy. On the basis of modern decision theory (especially expert procedures) and informationcommunication technologies people can get rid of chrematistics and will understand the term of "economy" according to Aristotle

THE DEVELOPMENT AND MANAGEMENT DECISION-MAKING
DescriptionThe article is devoted to discussion of modern views on management decisions. We have released several bulk textbooks on the theory of decision-making. This article discusses several key aspects of this theory: a comparison of approaches to decisionmaking, the pitfalls of voting, and the methodology of decision-making, management responsibility. We have considered a simple example of a problem of decision-making in the management of the organization: selection a model of a new car to run into a series. Criteria for making a decision, which put forward by the four experts-theorists, contradicted each other. The Board of Directors decided to issue a vote. We have considered the "reefs" of voting. In the production and realization of administrative decisions we distinguish four levels. The first and most important level, which determine the success or failure of administrative activity is methodological. We discuss the levels of production and realization of administrative decisions. We give some examples where methodological errors lead to wrong management decisions. For example, a call to "maximum profit at the lowest cost" is quite common in the speeches and orders of a general nature. However, it is mistaken. Practice of development, adoption and implementation of solutions is based on a few basic concepts: Who makes the decisions? The procedure for preparation of the solution (the regulations). OPTIMAL PLAN OF INVENTORY CONTROL CANNOT BE FOUND BASED ON THE FORMULA OF THE SQUARE ROOT

DescriptionInventory management (in other words, logistics) is an integral part of the work of firms, companies and organizations. We are talking about stocks of raw materials, fuel, tools, components, semi-finished products, finished products for industrial (or agricultural) firms, about stocks of goods to distribution centers, warehouses, shops, workplaces sellers, finally consumers. Stocks spent all the time and supplemented on various rules adopted in the firm. Optimization of these rules, ie, optimal inventory management, gives a big economic effect. The mathematical theory of inventory management, based on the models of movement of flows of goods, is an important area of economic-mathematical research. The classical model of inventory management proposed in 1915 by F. Harris is one of the simplest and most illustrative examples of application of the mathematical apparatus for decision-making in the economic field. This model is commonly referred to as the Wilson model, because this model became known after the publication of R.G. Wilson in 1934. The formula of the optimum batch size (the so-called "the formula of the square root"), obtained in the Wilson model, is widely used on various stages of production and distribution, since this formula is practically useful for decision-making in the inventory management, in particular, for generating significant economic effect. However, contrary to popular belief, by means of this formula it is impossible to calculate the optimal batch size (although it is a necessary step on the path of its finding). In strict economic-mathematical analysis of Wilson model, conducted in the article, it is shown that the formula of square root does not give the optimal batch size. We have given the algorithm for calculating the optimal batch size. It has been found that the formula of the square root gives asymptotically optimal plan. We have studied the stability of the conclusions in the economic-mathematical model and considered an example of the practical application of the classical model of inventory management

The article deals with studying the ways of optimizing the amount of chemical additives in the wood-concrete material, i.e. arbolite, which contains foamed polystyrene gravel aggregate. To make arbolite honeycombed structure more conglomerated a nonreactive aggregate, i.e. hogged chips, has been partially replaced with foamed polystyrene gravel aggregate which has a mean particle size equal to a concrete pocket size. The article also deals with various additives to be used, taking into account the nonreactive aggregate type and its quality, the composite density and its reinforcement level. All chemical additives have been chosen to make the initial material more porous, to produce a film covering the aggregate surface and to speed up the process of concrete hardening. To solve to above problems a series of experiments was carried out, the latter studied various combinations of factors changing at certain levels. The results of studying the foamed polystyrene gravel aggregate influence on the arbolite structure and its characteristics were used to make a choice of the arbolite composition. The main criterion of the optimal amount of chemical additives has been considered the arbolite strength. The experimental data processing has resulted in the finite regression model which describes the chemical additive amount influence on the arbolite strength. The tables in the article show the levels of technological factors varying and the matrix of planning the experiments to be carried out in order to optimize the chemical additive amount. As a result of the research accomplished the optimal amount of chemical additives has been determined which enables to produce the arbolite with some foamed polystyrene gravel aggregate in its composition

For specifying a general model to estimate the feasibility of a project we have highlighted the stages of development of projects in the aerospace industry. ORGANIZATIONAL AND ECONOMIC MODELING IN SOLVING PROBLEMS OF CONTROLLING
DescriptionAt the Department of "Economics and organization of production" at the end of XX - beginning of XXI centuries created the scientific school in the field of organizational and economic modeling, econometrics and statistics. The same name section of the department oversees the teaching of the relevant disciplines. The Laboratory of economic and mathematical methods in controlling of the Research and Education Center "Controlling and innovation in management" of Bauman Moscow State Technical University conducts research in this domain. This article is devoted to the activities of the scientific school, conducting research, and some of the results. We start with a discussion of the definitions of terms, which we use. Organizationaleconomic modeling - scientific, practical and academic discipline which devoted to the development, research and application of mathematical and statistical methods and models in economics and management of the national economy, especially in economics and management of industrial enterprises and their associations. The term "economic-mathematical methods and models" has close content. Statistical methods in economics - the subject of econometrics, the base of which is applied statistics. Organizational-economic modeling and econometrics are discussed as a theoretical and practical trainings and discipline. We developed textbooks and manuals on the organizational and economic modeling, econometrics and statistics. We have conducted theoretical research and development of applications in the field of organizational and economic modeling. In particular, the prediction is regarded as one of the management functions in industry. We study the problem of stability in the models and methods of development of strategy of the enterprise. For prospective organizational and economic mechanisms of management of industrial and economic activities, we proposed design based on solidary information economy
