THE NORTH CAUCASUS IN 1918-1919 YY: POLITICAL REGIMES AND FORMS OF THEIR STATE ORGANIZATION
DescriptionThe article is devoted to process of the state development and emergence of new forms of the government in the region of the North Caucasus during the Civil War. The author tells how forms of a political system and the government in the region after October revolution of 1917 have changed. He analyzes the process of emergence of the new military-political modes and character of a state system in its various areas. In the article, the political background of appearance of new forms of statehood and power organization is also considered. The author equally investigates the forms of the state life created by Bolsheviks and their supporters, and the forms of their political opponents – representatives of the white, antiBolshevist movement. The author emphasizes that it was the period of disintegration of traditional Russian statehood and traditional forms of the organization of the political power in the region. New options of the state system which are directly connected with the crisis of the Russian society in 1917 y. came in the region to replace the old ones. In some cases, they represented rather non-standard forms of the organization of the government, including formation of the Soviet republics in the territory of the region, appearance of the ataman power and military dictatorships. On the one hand, they were based on ethnocultural specifics of regional life, and on the other hand they were defined by the crisis of the period of the Civil War

DEVELOPMENT OF NEW DESIGNS OF MAGNETIC MECHANICAL INDUCTION MOTORS AND METHODS OF MANUFACTURING
DescriptionBased on the analysis of domestic and foreign scientific and patent literature, options for reducing the weight of electro technical steel in the magnetic circuits of electrical machines are explored. We have carried out a search for the best options of technology for the manufacture of magnetic cores of the stators of induction motors, aimed at increasing the utilization factor of electrical steel and improving the energy performance of electric machines. All options are described in detail and illustrated by drawings. We have listed the advantages and disadvantages of each method of manufacturing magneto-wires and the reasons why certain proposals of manufacturing technology cores have not been implemented in mass production. A variant of technology of manufacture of annular magnetic cores for mechanical induction electric motors is offered. The essence of mechanical design is to replace the laminated stator and rotor twisted from a strip of electrical steel, wound in the form of a ring with the simultaneous breaking-hell grooves with variable pitch under the stator windings and squirrel cage of the rotor coils. The effectiveness of the use of volute stator in mechanical electrical machines is confirmed in frequent controlled asynchronous torsion engine when tested pilot batch of the mechanical single-phase asynchronous motors for washing machines. This technology almost completely eliminates the problem of technological wastes of electro-technical steel regardless of the form of the stator bore (cylindrical, conical, flat end or flat line); it allows fully automate the manufacture of magnetic cores, greatly simplifies the stamps, makes them more durable

FORECASTING OF LOSSES OF POWER IN THE POWER SYSTEM OF RUSSIA
DescriptionThe growth of breakdown in electric networks of Russia has been followed by the growth of industrial and domestic power consumption taking place in our country in the last decade. This situation is directly connected with the high percentage of outdated equipment in electric networks. Such thing as a loss of power is directly connected with deterioration of equipment and breakdown. Average losses of power in the country are at the level of 1980-s, despite the turning point to the side of reduction outlined recently. Forecasting is one of the activities that contribute to their reduction, as it allows identifying adverse trends and calculating the effect of different kinds of technological arrangements. The visible growth of interest in the intellectualization of education and in the different fields of industry should not avoid the electric power field, which is quite conservative. The development of the concept of a “smart network” and its implementation would help to improve the reliability of electric networks. One of the signs of such a network is the possibility to assess the current situation automatically and forecasting of its parameters in the future, including energy losses. This article examines the main factors affecting the value of power losses, the analysis of the most popular methods of forecasting is conducted, and conclusion about the prospects of their use to predict the losses of power has been made based on the results of this analysis

SONG CREATIVITY DURING THE CIVIL WAR
10.00.00 Philological sciences
DescriptionFeatures of musical culture in Russia during the Civil War are considered in the article. The author analyzes various musical genres, which have arisen during this period, and emphasizes characteristics of musical song creativity of that time. The involvement of song creativity into realities of surrounding life was its striking trait. It has been directly connected with military-political opposition of 1917 developed in Russia after October revolution. The author analyzes similarities and distinctions, and also genre features in song creativity of representatives of two militarypolitical camps – the Reds (Bolsheviks and their supporters) and the Whites (representatives of the antiBolshevist movement). The author reveals their characteristics and specifics of genre lyrics. The sources of song creativity of the Civil War period were in thickly national consciousness; and song creativity of those years quite often had a wide national basis. At the same time musical song creativity of representatives of two military-political camps was crossed among themselves as they belonged to one culture. Military-political opponents quite often used the same songs, the same genre features. Cultural communication between representatives of different social groups and political forces in the years of Civil War was not interrupted and it was strong, despite all shocks

FEATURES OF FORMATION OF A MUNICIPAL EDUCATION SYSTEM IN RUSSIA
DescriptionTrends in economic growth and the active inclusion of Russia in the global dynamic processes require a sharp increase of its competitiveness on the world stage, the growth of production and consumption culture, which in its turn sets the task of raising the quality and education efficiency to a new level, corresponding to the scale of problems. In the article the ways of improving the education management system, allowing not only to identify new approaches, but also to look at the problems of the industry in a completely different way are analyzed. The article presented by the authors is based on the modern conception of education potential that should be fully used for consolidation of the society, the preservation of a single socio-cultural space of the country, overcoming ethnic tensions and social conflicts on the basis of the priority of individual rights and equality of national cultures and different faiths, limit of social inequality. The authors consider education as one of the largest areas of the world economy and one of the fastest growing sectors

A REVIEW OF THE CURRENT ELEMENT BASE WITHIN THE CONCEPT OF SMART GRIDS
DescriptionEnergy complex of the country is a collection of electrical installations high and low voltage, producing, transforming, transporting, distributing and consuming electricity. A huge web of networks and more than 700 generating plants with a total capacity of about 230 GW [1]. Almost 90% of this potential is formed in a unified technical complex of the Unified energy system (UES) [2]. Now there is a deterioration of the performance of the sector. In comparison with 90-mi years of XX century, more than 1.5 times increased power losses in the power grids. Significantly increased the proportion of obsolete electrical and auxiliary equipment, and the load on the network every day only increase. All speaks of the necessity of both local and global modernization of the electric power complex of the country and the creation of a new concept of consumption management and energy distribution in the network. In the framework of the energy strategy of the Government of the Russian Federation dated 13 November 2009 # 1715-R, to improve handling and ensure reliable operation of electric power systems, wider introduction of flexible transmission system (FACTS devices) and improvement of systems of automatic emergency protection and dispatching control [1]. The development of electric power complex of the country should be in the way of intelligent networks. This is possible through the use of modern components that can make the process of managing "intelligent". In foreign literature, this term is called the Smart Grid

NEURAL NETWORK PREDICTION MODULE FOR ELECTRICITY CONSUMPTION
DescriptionIn this work, we consider the design and development of neural network software module for prediction of electricity consumption in the system of support of decision-making power control. Two prediction models support the software module: regression model and neural network model, based on multilayer perceptron. Software development to predict power consumption in the system of decision-making today is one of the priority directions in the Russian power industry. Therefore, the work associated with the development of methods and algorithms of forecasting of power consumption in the power sector, is surely relevant
