Description
Innovative tools of intercompany and strategic planning are designed to form interconnected tasks structural units of industrial enterprises and complexes in the sought after amount based on the cost of production of interdependent. Intercompany planning has no tools based on chain planning with cyclic calculations. Allocation of factors affecting business performance is a mandatory procedure in the development of innovative tools and intercompany strategic planning in industrial plants and complexes. Factors determining the efficiency of intercompany and strategic planning at industrial enterprises and complexes require detailed classification. The article examines the factors that determine the effectiveness of intercompany and strategic planning. The classification of factors, that are offered, which can form a conceptual framework of business development strategy for a long period of time, based on the use of interrelated production plans for the following criteria: conceptual, stabilization and functional. The developed classification of factors, which determines the efficiency of intercompany and strategic planning, allows us to: generate the concept of strategic business development; establish the optimum parameters of the structure and volume of internal and external supply, to determine the required size of lending and investment; achieve stabilization of interests of the economy and the level of investment attractiveness of the business, etc. Based on it, becomes possible to develop a methodology and logical approach to the formation of innovative tools intercompany and strategic planning at industrial enterprises (complexes)

The article notes that in the XIX century by the name of the decree of the Emperor Alexander II there was formed the Kuban area, including the territories of the Black Sea Coast, North-Eastern part of the Kuban and Zakubanye. Based on the opinions of imperial approval of the State Council "On the permission for the Russian citizen of non-army class to settle and acquire property in the lands of the Cossack troops" from April 29, 1868, Kuban as a whole, and the town of Ekaterinodar, in particular, have received a significant increase in population, which meant the prospect of rapid economic development. The article states that in the period from 1869 to 1871 on the territory of the Kuban region there was a judicial reform, which had a result: from the January 1, 1871, alongside with the formation of new courts there were established new court departments of prosecution of the Ekaterinodar District Court. Along with this great transformation, taking place in the police, the Emperor Alexander II, with a view to changes and improvements in the apparatus of the police, approved the "Temporary Regulations for the structure of the police in towns and districts of the provinces, the general establishment of the governed", which provided preservation for the city police exclusively in provincial and major district towns, leaving it under domination of the police chiefs. STATE OF THE RUSSIAN MARKET OF SUNFLOWER SEEDS
DescriptionThe article presents characteristic of the Russian seeds market as one of the main factors of the efficiency of domestic agriculture. The dynamics of sunflower acreage, a tendency to reduce them, the major factors that influenced the current trend were examined. The dependence of the dynamics of sunflower yield on the share of imported seeds used for its cultivation was revealed. The article showed the main problem of domestic seeds and identified current trends. The structure of costs in the cultivation of domestic and imported sunflower hybrids in different economic conditions was shown; the efficiency is calculated using a variety of technologies. Based on the calculations we have made conclusions and determined the prognosis for local farmers on the basis of current market dynamics. The article has shown guidelines for state support for the industry to address the problems for which the Ministry of Agriculture had developed a strategy of breeding and seed production of major crops until 2020. The necessity was shown for Russia's membership in the international system of quality certification of seeds OECD (Organization for Economic Cooperation and Development), which will implement domestic seeds in the European market and make domestic seed production more competitive. As a methodological approach to the assessment of the quality and the productivity of the Russian education of the school students there is a comparison of the modern level of the gained knowledge, the school training inherent and the education of the citizens in this or that system, with the examples of the outstanding educated people of Russia, the whole world and the best practicians of the foreign countries. The author represents the paradox of a combination of the unity of the requirements at the delivery of the state examination, the high level of the formalization, the importance of the administration with the extreme degree of the variability of the training programs for the school students and the lack of the quality standards of the teaching practice. On the basis of the analysis and the generalizations, the author has drown the essential, the significant conclusions for the Russian society about the need of the accounting of the families interests of the indigenous people for the receiving the state educational services of the appropriate quality in the conditions of the formation of the considerable part of the contingent of the school students and the teachers at the expense of the migrants and immigrants. On the examples of textbooks on the Russian language, literature, social science, history, geography and biology the contradiction reveals between the religious approaches, on the one hand, and the atheistic approaches, on the other hand. Due to the revealed contradictions the irrational questions have to be considered more seriously in the training materials for the school students and the formation of the more mature spiritual and moral outlook of the whole nation

LABORATORY-FIELD TESTS OF EXPERIMENTAL DIGGER WITH MODERNIZED DIGGING THE WORKING BODIES
DescriptionPotatoes in our country are one of the most cultivated cultures in agriculture. The most time-consuming process in the production of potatoes is harvesting. Currently for potato harvesting potato harvesters or diggers are used. Existing machines are not sufficiently well-behaved in adverse operating conditions such as the high and low humidity. Quality of work of the units and devices of potato harvesters depends on the digging working parts. In the process of potato harvesting up to 1000 tons of heaps from 1 hectare go through the units of the machine, which includes plant residues and dense soil out of row spacing. To eliminate or reduce the impact of this lack, on either side of the coulter we set cutting discs which prevent ingress of heaps out of row spacing. However, due to the imperfections of the design they are slipping during operation what causes accumulation and enhancing traction resistance. Based on these facts, the work on improving the digging working parts in the actual and future challenges for the country's agriculture

VIBRATION TECHNOLOGY WITH A LARGE AMPLITUDE OF PARTICLE MOTION OF FEED COMPONENTS
DescriptionThe article has revealed the contradiction between the way of technological impact and the means of implementation of technological transport in existing processes of feed preparation. There has been shown the possibility of eliminating this contradiction by menus of completely new technological equipment on the basis of relative screw drums and the opportunity to improve their productivity. There are no exciters in the offered design of vibrating machines. There is no need for them because the move mend of mass loading particles is provided by the original constructions of relative screw drums committing a rotary motion around its own axis. For implementing of feed preparation process the geometry of the relative screw drum and its dynamism must be individual: the shape, spatial orientation, the impact of forces providing feed components particles simultaneously with rotational-translational and vibrational motion. In the result, the continuously running through the inner cavity of the relative screw drum particles of feed components perform rotational-translational movements with super imposed vibrations inside this drum, due to this process the particles of feed components are mixed intensively

ESTIMATION OF BEARING STRENGTH OF BRACES AND STRUTS OF FARMS OF COVERAGE OF 6D TYPE HOTHOUSES
DescriptionThe method of estimation of bearing strength of braces and struts of farms of coverage of hothouses is presented in the article. The deep analysis of the question of bearing strength appeared in the light of mass erection of hothouses, especially in the South Federal district, the construction of which had been bought in the countries of Near East. However, simple transfer of the constructions of hothouses made in foreign countries can not be considered as rational on the territory of the Russian Federation. The constructions of hothouses in most do not maintain exploitation even in one winter, when the considerable snow loadings are, and wind as well. The necessity of bringing of clarity for the folded situation became more obvious. Conducted successive static, dynamic and seismic analyses, executed upon the normative documents and due to the norms of supplier operating on the territory of the Russian Federation, in attachment to the real sections of bearings structural elements, allowed to expose the stated below percents of the use of the examined elements of constructions. Supporting braces of farms of coverage: on the norms of the Russian Federation, on the first maximum state percent of the use – 999 %; there is a percent of the use on the second maximum state – 999 %; on the norms of the Russian Federation taking into account loadings of supplier, on the first maximum state percent of the use – 999 %; there is a percent of the use on the second maximum state – 999 %; Stretched braces of farms of coverage: on the norms of the Russian Federation, on the first maximum state percent of the use – 64,2%; there is a percent of the use on the second maximum state – 721,8 %; on the norms of the Russian Federation taking into account loadings of supplier, on the first maximum state percent of the use – 25,8 %; there is a percent of the use on the second maximum state – 721,8%. Analysis presented allows establishing that at the load of supporting, stretched and central braces of farms of coverage of hothouses, by combinations of loadings characteristic for the place of location of hothouse of type of 6d, their bearing strength, and buildings can not be provided in general

A method is considered, on the concrete example of hothouses of type of 6D, for calculation of bearing strength of overhead and lower belts of farms of coverage. The vital necessity of deep analysis of the question of bearing strength appeared in the light of satisfied mass erection of hothouses constructions of which are bought in the countries of Near East. However, a simple transfer of constructions of hothouses made in the countries of Near East can not be successful on the territory of the Russian Federation. These constructions of hothouses can not be maintained in some conditions, according to service exploitation, like snow loadings, in other cases - wind loadings, and in third case, a construction can collapse without visible reasons. The conducted successive static, dynamic and seismic analysis, executed due to the normative documents and the norms of supplier operating on the territory of the Russian Federation, in attachment to the real sections of bearings structural elements, allowed us expose the stated below percentage of the use of the examined elements of constructions. Lower belt of farms of coverage: on the norms of the Russian Federation, on the first maximum state percent of the use – 395 %; there is a percent of the use on the second maximum state – 999 %; on the norms of the Russian Federation taking into account loadings of supplier, on the first maximum state percent of the use – 339,3 %; there is a percent of the use on the second maximum state – 999 %. Overhead belt of farms of coverage: on the norms of the Russian Federation, on the first maximum state percent of the use – 495,2%; there is a percent of the use on the second maximum state – 361,4 %; on the norms of the Russian Federation taking into account loadings of supplier, on the first maximum state percent of the use – 150,8 %; there is a percent of the use on the second maximum state – 146,2%. Analysis presented allows establishing that at the load of overhead and lower belts of farms of coverage of hothouses, by combinations of loadings characteristic for the place of location of hothouse of type of 6d, their bearing strength, and buildings in general can not be provided

STANDARD OF LIVING OF THE POPULATION OF THE KUBAN REGION
DescriptionPoverty is a pressing problem in the scale of the national economy, and within regions. In agricultural regions a large proportion of the population is engaged in agricultural production, where the pay is low. In such regions the scale of poverty are significant. Poverty also has negative social potential. Low standard of living remains one of the main obstacles to increasing the birth rate and to the solution to the population problem. One of the main indicators of quality of life is the size of per capita income. This indicator allows us to compare the standard of living of the populations in the same region and between subjects. To assess the level of material security in Russia we often use two indicators: a living wage and the minimum consumer budget. The concept of “poverty” and “living wage” used in the world as equivalent. The dimensions of these parameters are determined by the value of the minimum allowable limits of use below which normal human development is impossible. The author conducts an analysis of selected indicators of living standards of the population of the Krasnodar region. One of the areas of analysis appears characteristic of households with wealth lower than subsistence minimum. Poverty is directly related to the unequal distribution of income and property. The article analyzes the socio-economic differentiation of the population of the Kuban region
