Description
The author of the article compares native and foreign approaches to teachers’ of health and safety training and specifically to their realization in the republic of Poland. Acquired experience and data are applied by the author of the investigation for teaching the health and safety discipline; they are explored and used in realization of teaching courses of health and safety. The prime object of the discipline is to provide students with information in the aspect of safety and to form the conduct in real extreme conditions, being in habit of preventing risks, to equip them with information about risks of modern life. Students also must be able to feel confident in quite a deep field, that is: framework of civil protection, rules of behavior in case of risk, first-aid treatment in case of emergency, protection from various threats, debridement and sanitary, warning others of danger. In graduate classes of secondary school we observe understanding of the structure of national defense, compliance with obligations in the area of defense by authorities and citizens, threats in peacetime and in the war-time. Essential principles of an elective course in health and safety for graduate classes in schools and gymnasiums are peace maintaining, cooperation and unification of countries as a guaranty of safety, factors of ecological risks, International Humanitarian Law. Having conducted a detailed analysis of curriculums in health and safety in Poland, the author draws a conclusion that it is largely alike the realized Russian one

Description
Based on the analysis of the phase composition, the average grain size measured by high resolution electron microscopy and multifractal parameterization structure shows the relationship of coating properties with their structural-phase state. The regularities of the evolution of the structural parameters and multifractal characteristics of the surface layers of materials with shape memory can predict the properties of the composition of the "steel-coating". On the basis of experimental studies, it has been shown that mechanical activation of powders of materials with shape memory effect based on TiNiTa makes it possible to create an effective technology training sprayed material which will generate nano-structured surface layers by high-speed flame spraying. The influence of the mechanical activation of TiNiTa powder on the quality of surface layers formed by high-speed flame spraying was investigated, and a significant improvement in the structure of the surface layer was found, with reduced porosity, high adhesion, and, consequently, increased functionality and mechanical properties. The evolution of the structure at all stages of surface modification based on the fractal approach multifractal parameterization method, which is based on qualitative analysis and instrumental methods in addition to classic microstructure parameters like grain size and specific area related to the physical and mechanical properties, is quantitative information. It was established experimentally that after high-speed flame spraying, the performance characteristics of mechanically activated shape memory TiNiTa powder improved: cyclic durability under high-cycle fatigue increased by about 35.6%, and the wear resistance increased by 3.6 times

PRESENTATION OF MANDATORY POLICY OF ACCESS CONTROL VIA THE HARRISONRUSSO-WILLIAM’S MODEL
DescriptionThe accepted model of the access control is realized with the monitor of safety in the protected automated information system. Models of safety are considered, as a rule, as a system which is a single whole and has the uniform monitor of safety. Nevertheless, the architecture of the real automated information systems and processes of their functioning can be characterized by distribution. The distributed automated information system consists more than of one local segment representing isolated set of subjects and objects of access. In the distributed system local segments can be realized both on the basis of discretionary, and on the basis of mandatory models of safety (i.e. to be diverse). One of directions of a safety in this case is realization of the general monitor of the safety providing the uniform (coordinated) policy of access control. For safe interaction of patchwork systems it’s necessary to bring them to a single model. Hence, while the integration of information systems the problem of their interaction becomes persistent. Thus in the systems processing the information of a various level of confidentiality, it is necessary to realize mandatory access control. In given clause the mandatory policy of the safety presented by classical model of Bell-LaPadula, is described by the elements of classical model of Harrison-Russo-William. Using the mechanisms of change of a matrix access the opportunity of assignment and change of confidentiality marks is described and the observance of safe practices within the limits of mandatory access control is analyzed. LAND AND REGISTRY RELATIONS IN THE PERIOD OF THE RUSSIAN EMPIRE (1721 –1825)
DescriptionEvery stage of development of society is accompanied by the development of a state. Land has an inseparable connection with the development of a society as far as it is a basis of relations on possession, use and arrangement with it. Taking the analysis of considering period we see what kind of development was obtained by the land use. As well as we see the importance of these arrangements, firmly passing through centuries. For the describing period of the state moved from state property to the possibility of allotment reception in private hands. Concerning to land management, imitating the west experience and its own observations led it to a new level. It is important to notice that the high cost of living and the complexity of calculation and assessment of lands were always like that and we meet with them nowadays. The large reluctance of people to manage lands and pay taxes for that stands out beyond the state. Historically the origin of land cadastre is characterized under the objective necessity in obtaining of land data, as far as land is a source of getting material goods and the object of taxation. There was presented the transition of land use from simple account of lands to the qualitative land account and main replacement to land management of the territory. IMPROVING THE QUALITY OF MECHANIZED OPERATIONS
DescriptionThe article presents analysis of the problem of increasing the quality of the implementation of mechanized operations to harvest crops and seed dressing chemicals. The quality of grain harvesting combine harvesters was considered for the new modern harvesters in terms of crop losses, grain crushing and microdamages. The quality of seed treatment is considered on the basis of the ejection slot-spraying nozzles at ultra low seed coming down with a conical distribution surface, ending rounded shape logisticians. The problem of improving the quality of the grain harvest is mainly due to its losses for the combine and injury. By the way, the amount of grain crushing almost half its losses determines the percentage of the combine. The greatest fragmentation occurs in the threshing and separating device (LSG) combines with a hammer drums and several times lower - in the axial rotor LSG. At last there is a big advantage - high performance combines that preference when replacing obsolete machines with a hammer apparatus. Quality depends on the etching uniformity of distribution of atomized liquid droplets and completeness of etching. The proposed new flowsheet Dressers fixed flow distribution and ejection-slotted spray solution of the working fluid has significant advantages: reliable processing of seeds, completeness (not less than 97%) and uniformity (98%) of dressing material. Optimal duty cycle flow of seeds created by a fixed cone with an angle of 45 degrees, the spatial arrangement of ejection nozzles relative to the flow of processed seeds provide good quality of work

ANALYSIS OF IMPACT RESISTANCE OF CHAIN ACCORDING TO SPROCKET LUG PROFILE
DescriptionThe possibility of using involute sprockets, more technologically advanced in manufacturing, compared with sprockets with straight, convex-concave profile of the lug on the criterion shock resistance circuit, the maximum permissible speed of the drive sprocket for bush roller chain drives and gears with a toothed chain. The comparative analysis of researches of operation of roller and tooth chain gearings with various steps and types of profiles of sprockets showed that in all cases with increase in a step of a chain the coefficient of speed of blow increases, and the increase in number of lugs at sprockets reduces the speed of blow of the hinge about sprockets tooth. Value of coefficient of speed of blow for couple an evolvent sprockets - a gear chain is much less than value of coefficient of speed of blow for couple a plug-roller chain –sprockets of any profile. Less noise during the work of tooth chain gearings is due to evolvent sprockets. As a result of researches it is established that on kinetic energy of impact of sprockets and the hinge of a chain, sprockets with an evolvent profile can be applied on an equal basis with the sprockets having concave-convex or rectilinear profiles of lugs. CHICK PEAS EFFICIENCY IN HENS FEEDING

DescriptionThis article presents the results of the chick peas use instead of sunflower cake, in feeding young and adult livestock hens-layers of the cross "Hajseks brown". The researches were carried out in the JSC "Agrofirm Vostok" of the Nikolayevskiy district in the Volgograd region. The sunflower cake replacement with legumes - chickpeas as the part of the experimental animal fodder for young and adult livestock hens-layers had a positive influence on productivity, physiological state of the birds, product quality and economic performance. Chick peas’ use in young hens feeding improves live weight at 1.03-4.68%, egg production in 0.99-4.7%, the average weight in 0.99-3.75% and eggs quality indicators. Morphological and biochemical indices in experimental young hens and laying hens in all the groups were within the physiological range, indicating normally occurring redox processes in the body of a bird. However, the chick peas’ application in fodder for experimental young hens and laying hens contributed to the increase of total protein, calcium, phosphorus content in serum compared with counterparts in the control group that received sunflower cake. As the researches result, the economic effect in the experimental groups was 833.01-3821.87 rubles

STATE SUPPORT OF ENTREPRENEURSHIP OF THE KRASNODAR REGION
DescriptionThe Krasnodar region has a leading position in the ratings of Russian regions in terms of entrepreneurial activity. However, its entrepreneurs face economic and institutional obstacles. In this article we have conducted a study of institutional rules under which the entrepreneurs in the region studied mechanisms to evaluate the behavior of market participants, the resolution of disputes, to adapt to unexpected changes. It was found that special attention to the state authorities and local governments in the region should be given to the formation and support of small businesses operating conditions as the main form of entrepreneurship. To ensure the conditions for effective development of small and medium-sized businesses, governments and local authorities of the Krasnodar region it has been proposed to implement a number of activities in their work: change the procedure for allocating Guarantee Fund issued guarantees for the region, to increase lending by this Fund; activate all channels of information support of small and medium-sized businesses on economic conditions and mechanisms for their support; develop tools available in bank lending, leasing updates elements of fixed capital

FODDER AMINOACID COMPOSITION COMPARATIVE ANALYSIS

DescriptionThe right balance of essential amino acids and protein is the main condition for the optimization of weight gain, feed conversion and high profits. In VGC "Megamix" the quality of different types of raw full-fat soy, wheat, corn, meat and bone meal and fish was assessed on the content of amino acids on the IR analyzer of FOSSNIR Systems company. Amino acid content in the feed does not always match the average standards of reference. So in the reference data content of methionine, threonine and phenylalanine in wheat, indicated 0.23%, 0.43% and 0.64% respectively, and studied in the laboratory of VGC "Megamix", respectively, 0.24%, 0.45% and 0 73%, that is 0.01%, 0.02% and 0.09% higher of tabular values. The lysine content of the wheat to be investigated in a laboratory and provided in the averaged data was on the same level. Thus, the calculation of the recipes should be carried out taking into account not tabulated values but the actual, which will reduce the so-called "safety stock" to get food of consistent quality and reduce the cost of the cost of animal feed, which in turn affects the economic efficiency of livestock production

PROBLEMS OF THE DEVELOPMENT OF MODERN HIGHER EDUCATION
DescriptionThe article deals with an actual problem of modern development of the higher education – how to increase an efficiency of academies and employers during the experts’ training competition. It is reported about the investigations’ results where the employers’ satisfaction of the level of Krasnodar graduates’ training was considered. From the employers’ point of view the most important quality criteria of specialists’ preparation are revealed. It is analyzed the correlation of expectations and perceptions of formation the revealed quality’s criteria of graduates’ training by employers. One of the most important causes of expectation discrepancy of employers and results of higher school activity is chosen. It deals with the interrelation between graduate’s competence and competences which must be formed during the training. The consequence discrepancy of the main competences on one of the training’s directions of bachelors and a number of the disciplines’ hours forming these competences is revealed. It is offered to intensify academies interaction and employers concerning creation a model of important and competent specialist. Quantitative shortcomings of graduates’ jurisdiction are marked. It is recommended to make a method of educative evaluation to express minimal, sufficient and advanced level of graduate’s competence. Estimation instrument is the fund of evaluative facilities of estimated means of disciplines. Elements as a part of the fund are determined for objective measurement of competences formation together with employers
