STANDARD OF LIVING OF THE POPULATION OF THE KUBAN REGION
DescriptionPoverty is a pressing problem in the scale of the national economy, and within regions. In agricultural regions a large proportion of the population is engaged in agricultural production, where the pay is low. In such regions the scale of poverty are significant. Poverty also has negative social potential. Low standard of living remains one of the main obstacles to increasing the birth rate and to the solution to the population problem. One of the main indicators of quality of life is the size of per capita income. This indicator allows us to compare the standard of living of the populations in the same region and between subjects. To assess the level of material security in Russia we often use two indicators: a living wage and the minimum consumer budget. The concept of “poverty” and “living wage” used in the world as equivalent. The dimensions of these parameters are determined by the value of the minimum allowable limits of use below which normal human development is impossible. The author conducts an analysis of selected indicators of living standards of the population of the Krasnodar region. One of the areas of analysis appears characteristic of households with wealth lower than subsistence minimum. Poverty is directly related to the unequal distribution of income and property. PHASE ANALYSIS AS A TOOL OF PREESTIMATED ANALYSIS OF THE ACTIVITY OF A MULTIFUNCTIONAL CENTER
DescriptionThe article is devoted to the phase analysis as a tool preprocessor analysis of a multi-purpose center. Consider the time series of the daily number of requests received on the basis of the phase portraits of these time series. These time series have strong properties of cycles and periodicity. Practice has shown that in modern conditions, for example, for the Russian economy with its instability and financial crises, classical economic theory and statistics, built on linear models, turned out to be unproductive. Overview of approaches and economic-mathematical methods preprocessor analysis of evolutionary economic processes and the corresponding time series allows concluding the following: one versatile, satisfying all the requirements, do not possess the shortcomings of the method of analysis and forecasting does not exist. Each approach and each method has its advantages, disadvantages, limits of use. Most of the known methods of forecasting operate detected in the considered time series properties of cycles and periodicity. Thus, the mere presence of a pronounced cyclicity at different levels of the considered hierarchical model of the time series of the number of requests in a multi-purpose center are important indicators of the possibility of constructing an adequate predictive model number of requests in the multi-purpose centre

Innovative tools of intercompany and strategic planning are designed to form interconnected tasks structural units of industrial enterprises and complexes in the sought after amount based on the cost of production of interdependent. Intercompany planning has no tools based on chain planning with cyclic calculations. Allocation of factors affecting business performance is a mandatory procedure in the development of innovative tools and intercompany strategic planning in industrial plants and complexes. Factors determining the efficiency of intercompany and strategic planning at industrial enterprises and complexes require detailed classification. The article examines the factors that determine the effectiveness of intercompany and strategic planning. The classification of factors, that are offered, which can form a conceptual framework of business development strategy for a long period of time, based on the use of interrelated production plans for the following criteria: conceptual, stabilization and functional. The developed classification of factors, which determines the efficiency of intercompany and strategic planning, allows us to: generate the concept of strategic business development; establish the optimum parameters of the structure and volume of internal and external supply, to determine the required size of lending and investment; achieve stabilization of interests of the economy and the level of investment attractiveness of the business, etc. Based on it, becomes possible to develop a methodology and logical approach to the formation of innovative tools intercompany and strategic planning at industrial enterprises (complexes)

COURSE OF MATHEMATICS IN THE FORMATION OF PROFESSIONAL COMPETENCE OF STUDENTS OF ECONOMICS BACHELOR
DescriptionThe article considers the issues of actualization of the problems of formation of professional competence in the process of studying the course of "Mat-mathematics" on the example of economic specialties. Noting the fact that economic specialty is the specialty that integrates information from the mathematical, natural, gum humanitarian and socio-economic subjects, and the approach to the selection of the content of the mathematics course must be focused on the mate-automatic machine for all cycles, forms of relevant abilities and skills. Therefore, the importance of the problem of developing these tasks and exercises that would help to create such skills for effective application of the theoretical material and the development of research skills. In this article we have discussed some of the design techniques and examples of using the so-called mo-practical problems. The efficiency of the use of model problems in the study of mathematics teaching clarifies the fact that most knowledge activity of students achieved in the research of the issues directly related to their willing profession. They are developed in accordance with the program of the mathematics course and cover all of its major sections. Model-specific tasks may be offered to students in the form of the model calculations, the execution of which should last for a long time, in the form of records insistent or control work directly in the classroom, in the form of term papers, etc. This article also contains the justification of the need of development of didactic materials, designed to optimize student learning professional mathematical competencies

FORMATION OF AN EFFECTIVE ORGANIZATIONAL-ECONOMIC MECHANISM OF MANAGEMENT IN AGRICULTURAL PRODUCTION
DescriptionThe article is devoted to the problems of creating an effective organizational-economic mechanism of management in agricultural production and the substantiation for the use of a problem-oriented approach in the management of business structures. The article is an exploratory, it has reflected the fact that it dealt with the peculiarities of agricultural production in modern conditions, and it has identified factors increase the effectiveness of entrepreneurial activity in agriculture, the necessity, in order to improve production efficiency, of the use of a problem-oriented approach in the management of business structures. The article considers specific features of agriculture, without which it is impossible to ensure the desired performance of a functioning business structures. It is proved that the solution of the problems of modern development of agricultural production, enhance the competitiveness of domestic enterprises in connection with the entry into WTO is closely linked to the identification of such features and the determination of their effect (stimulating or inhibiting) the final results of functioning of economic entities in the agricultural sector. In the article, much attention is paid to the issue of performance management entrepreneurship business entities engaged directly in agricultural production, which represents a system of organizational and technological management, providing specified volumes of production and raw materials for the processing industry, meeting the requirements of quality and sustainability and affordable prices for a wide range of consumers, as well as the definition of the specific objectives of the performance management of agricultural producers. In the article the urgency of the problem-oriented approach with identified problems identify the factors increasing the efficiency of agricultural production and to develop an optimal management decisions for specific agrifood systems

CYCLICAL EFFECTS OF ACTINOMYCIN D ON THE BARLEY COLEOPTILES GROWTH
DescriptionIn cell biology, actinomycin D is shown to have the ability to inhibit transcription. Actinomycin D does this by binding DNA at the transcription initiation complex and preventing elongation of RNA chain by RNA polymerase. When soaking the seeds in a solution of actinomycin D, antibiotic blocks RNA synthesis and seed germination occurs at the expense of long-living RNA, available in the mature seed. In the article we present experimental data indicating that as storage seeds of winter barley are changing the action actinomycin D on the growth of coleoptiles. It is shown that actinomycin D at a concentration of 40 µg/ml in October reduced the growth, in December it was not authentically, and in February it was paradoxical amplified growing coleoptiles. We suggest the part of the actinomycin D fastened with growth inhibitor coleoptiles, whose structure changes during seed storage and increase the affinity of actinomicyn D to the inhibitors. At a concentration of 60 µg/ml actinomycin D effectively reduced of the coleoptiles growth. Suppression of seedlings roots growth was proportional to the concentration of the actinomycin D and exposure time

CRISES IN THE EVOLUTION OF ECONOMIC SYSTEMS OF INHOMOGENEOUS
DescriptionRealities of today have defined a new stage of development which can be characterized as the entry of world economic system in a condition of crisis. Recognizing that development of economic systems means continuous violation of macroeconomic balance - a necessary condition of development. In this context transition processes are considered as a natural, state of society and economy in the course of its evolution. Characteristic feature of a market economy is recurrence of economic development. Recurrence is a form of development of economy as whole, the movement from one macroeconomic balance to another. Recurrence can be as one of ways of self-regulation of market economy. As line of recurrence is the movement not around, and on a spiral, it likes a form of progressive development. The main phase of a business cycle is crisis during which the broken proportions of a social production are restored. For crisis the following signs are characteristic: growth of mass of unrealized production; increase of loan percent; decrease in the share price, etc. All this is of the capital and control of business activity that leads to falling of profit, crisis of non-payments, and is frequent also to bankruptcy. ECOLOGICAL BASES OF SIMBIOGENIC DEVELOPMENT OF PLANT AT COMPLEX SOWINGS
DescriptionDevelopment of plants in mixed or combined sowings is based on the symbiotic association in the basis of which we have decreased sexual process and its mechanism of genetic exchange among endosymbionts and stimulating of genetic exchange and expansion of the diversity of species among exosymbionts. The exception is the symbiosis of orchids and fungi - activators of orchids mycorrhiza with developed micellar system easily passing on saprophytic option. Coevolution of plant organisms with fungi indicates the specifics symbiogenic conjugate evolution, showing an example of the evolution of a small community with different contact with the external environment. The phenomenon of symbiogenesis has a long history and was manifested in a variety of different types of organisms. Today, some dependence of existence of one species from other organisms is observed at approximately 75% of higher plants and 90% of the animals in varying degrees of symbiogenic dependence from other species and taxa. Originality of symbiogenesis was analyzed by Academician A.A. Takhtadzhyan (1973) during its consideration of origin of eukaryotic cells as process of "assembly" of a complex system. Different approaches to determining the biological essence of symbiosis are known in the history of study of this phenomenon. On the whole phenomenon of symbiosis belongs to the category mutual relations of organisms of different phylogenetic groups
