Description
The article reports about the results of the new population of protected herb species studying in the Rostov region and in the Russian Federation - Cymbochasma borysthenica (Pall are given. ex Schlecht.) Klok. & Zoz (Orobanchaceae), registered in 2014 on the northern coast of Mius Liman in the Rostov-on-Don Region. The new habitat is located at considerable distance from the earlier known. The population area has about 200 sq. m, total number – more than 1000 uneven-age specimens of a seed and vegetative origin. Population consists of two cenopopulations one of which lives in community of transitional type from a timyannik to a stony steppe (association: Festuca valesiaca – Cleistogenes bulgarica – Cymbochasma borysthenica – Thymus dimorphus), another – as a part of the stony steppe (association: Festuca valesiaca + Agropyron pectinatum + Galatella villosa), created at the limestone shell rock exits. Cenopopulation in community of transitional type, despite the smaller area (50 sq. m), differs by more number and density. Both cenopopulations are similar in age ranges character and vitality of specimens. They belong to a normal type (capable to vegetative and seed self-maintenance) with a left-side age range that allows estimating them as rather stable, despite very limited area

BUILDING A MODEL OF INFORMATION SYSTEM FOR SMALL BUSINESS BASED ON ONTOLOGY
DescriptionSemantic technologies provide existence of a certain abstraction layer over available information to technologies which allows realizing communication of data, semantics and processes executed in distributed environment. Development of these technologies will allow creating the unified representation of SWS in a wide range of applications, to find precisely necessary information, to simplify intra firm integration and integration of network applications in distributed environment. The article defines the semantic specification SWS, the tools for creating ontological Web services (SWS) and Web services (WS) at the conceptual level, defined requirements and assets of services composition. The architecture of SWS of applications, assets for deployment and execution of SWS by coordination of a flow of operations, network agents is described. It also considers the role of agents in creation and implementation service - the oriented applications, and also distinction between services and agents. Furthermore, the system architecture of integration of SWS with use of a multiagentny flow of operations is shown in article. It inspects the interaction between service and process agents with web services and distributed resources. In the article we have highlighted the advantages of the standard workflow management, portability and interoperability, strict formalization of the process description workflow and versatility. Based on the process of service composition using agent-based approach we have presented the future model of adaptive service composition based on the interaction of agents considered and architecture of multi-agent coordination. Step through the process of presenting service using agent-oriented approach was emphasized. On the basis of the process of service composition using agent-based approach we have presented the structure of the future model of adaptive service composition. Process of representation of service with use the agent-oriented approach is noted step by step. Based on the interaction of the agents we have considered a multiagent coordination architecture

A POSTCARD AS A RESOURCE OF INFORMATION ON THE HISTORY OF AGRONOMY

Descriptionhe article discusses postcards with images related to agro-botanic illustration, the possibility of their use as an information resource in the process of the study course on the history of agriculture. We have given the extensive understanding of agro-botanic illustrations, reviewed the goals and objectives of this type of image. History of agriculture in postcards considered on three types of images: art (reproduction and original) and documentary (photo). For each type of images we have illustrative examples with brief comments. The review is presented with a combined collection covering different countries of the world. The article contains examples of postcards with brief comments. It presents an overview of the collection of postcards from different countries, and an analysis of the examples from the series named "Giant vegetables at the farm" and "Apple family". Thus, the images presented on postcards allow us to obtain the following information: the orientation of the agricultural sector areas (main activities: crop production, livestock, horticulture, viticulture, vegetable growing, etc.); Botanical characteristics of crops (agro-botanic illustration; illustration of certain types of technologies of cultivation of crops (cleaning, plant care, plowing, irrigation); documentary image separate record harvests; historical and cultural traditions associated with the agricultural sector, or in separate areas; the promotion of new crops, varieties, and hybrids of agricultural plants and flower crops; information about crops grown in the region, state, specific areas; paintings covering the agricultural labor of a particular country; promotion of local flora; develops observation; teaches us to think and analyze the information

PRESENTATION OF MANDATORY POLICY OF ACCESS CONTROL VIA THE HARRISONRUSSO-WILLIAM’S MODEL
DescriptionThe accepted model of the access control is realized with the monitor of safety in the protected automated information system. Models of safety are considered, as a rule, as a system which is a single whole and has the uniform monitor of safety. Nevertheless, the architecture of the real automated information systems and processes of their functioning can be characterized by distribution. The distributed automated information system consists more than of one local segment representing isolated set of subjects and objects of access. In the distributed system local segments can be realized both on the basis of discretionary, and on the basis of mandatory models of safety (i.e. to be diverse). One of directions of a safety in this case is realization of the general monitor of the safety providing the uniform (coordinated) policy of access control. For safe interaction of patchwork systems it’s necessary to bring them to a single model. Hence, while the integration of information systems the problem of their interaction becomes persistent. Thus in the systems processing the information of a various level of confidentiality, it is necessary to realize mandatory access control. In given clause the mandatory policy of the safety presented by classical model of Bell-LaPadula, is described by the elements of classical model of Harrison-Russo-William. Using the mechanisms of change of a matrix access the opportunity of assignment and change of confidentiality marks is described and the observance of safe practices within the limits of mandatory access control is analyzed. THE PROBLEMS OF IMPLEMENTATION OF MATHEMATICAL AND TOOL METHODS OF CONTROLLING

DescriptionStatistical methods are based on the developed theory and demonstrated its usefulness in the sectors of the economy. However, the analysis of the situation in the application of statistical methods shows obvious distress, in which accumulated in our country's scientific potential is not used to the full. As practice shows, it is not enough to develop promising modern theory-based effective mathematical and instrumental methods of controlling. For using such methods in mass, it is necessary that they would be implemented. Management of innovations, i.e. innovation management, quite rightly is currently one of the most debated sections of the economy and the organization of production, of the entire economic science in general. However, the implementation of applied statistics and other statistical methods, more generally, mathematical and instrumental methods of controlling, has its own specifics. It is considered in the article. We have highlighted the developmental vulnerabilities - low scientific level of many individuals applying statistical methods, the lack of organizational structure of applied statistics as a field of applied activities and others. We regret to note that the very idea of the need to establish requirements for the methods of data analysis and project formulations such requirements remained outside the attention of those professionals who need them and were addressed. We have no adequate system of guidance for documents on concrete statistical methods performed on modern scientific level. According to the author, the desired future of applied statistics is reorganization according to the model of Metrology. We have analyzed the application of statistical methods as a specialty. The analysis of state standards on statistical methods and the causes of them blunders are given. We have discussed the status of documents for statistical methods for standardization and quality control. PROBLEMS AND PROSPECTS OF TRANSPORT TECHNOLOGY FOR VILLAGES
DescriptionModern condition agricultural transport (a significant part of it about 70%) is characterized by a strong deterioration of the rolling stock, the unsatisfactory state of the production base. More than 30% of vehicles operated outside the normative service life, the rest approaching to that state. In general, the provision of agrarian and industrial complex with agricultural vehicles is way below agrotechnical requirements. In the long term, farm machine engineering should focus on indicators of the technical level achieved by best samples of foreign agricultural machinery. Priority development is likely to receive the development of innovative technologies that provide a significant increase in productivity, efficiency and resource conservation in agriculture. To address the shortcomings of transport services agrarian and industrial complex we should improve transport technology with the use of transport logistics, expand and update the existing vehicle fleet, but due to the low solvency of agricultural companies and high prices for of automotive engineering, the problem of providing agricultural vehicles becomes most acute. Thus, the creation of new science-based solutions in technology and engineering for transportation farm produce in terms of Russia's AIC is the actual scientific and technical task that contributes significantly to the development of the country, as well as enhances the enjoyment of breakeven, competitive manufacturing

PROBLEMS OF THE INSTITUTION OF ARBITRATION PROCEEDINGS UNDER LAW REFORM OF ARBITRATION COURTS
DescriptionIn this article we consider the problem of arbitration proceedings and suggest ways to address them. The peculiarities of the arbitration dispute resolution, allowing closer to understanding the nature and the legal nature of the arbitration court. The article analyzes the status of arbitrators in terms of law reform, the conclusion about the absence of common requirements that apply to this post. The attention focused on the absence of liability for breach of arbitrators order arbitration proceedings and the need to introduce. The article also highlights changes in the rights of legal entities to create permanent arbitration courts and analyzes the feasibility of such restrictions. Special attention is paid to the problem of creating "pocket" courts, which hamper the development of mechanisms for alternative ways of resolving civil disputes. A comparative analysis of established practices of arbitration courts in countries such as Brazil, Canada and the United States has been provided. We offer adding certain provisions of the legislation of these countries to the Russian legislation in order to improve the institution of arbitration proceedings. The authors highlight some trends in the development of the current legislation regulating the activities of the arbitration courts of relevance in today's economy

IMPROVING THE QUALITY OF MECHANIZED OPERATIONS
DescriptionThe article presents analysis of the problem of increasing the quality of the implementation of mechanized operations to harvest crops and seed dressing chemicals. The quality of grain harvesting combine harvesters was considered for the new modern harvesters in terms of crop losses, grain crushing and microdamages. The quality of seed treatment is considered on the basis of the ejection slot-spraying nozzles at ultra low seed coming down with a conical distribution surface, ending rounded shape logisticians. The problem of improving the quality of the grain harvest is mainly due to its losses for the combine and injury. By the way, the amount of grain crushing almost half its losses determines the percentage of the combine. The greatest fragmentation occurs in the threshing and separating device (LSG) combines with a hammer drums and several times lower - in the axial rotor LSG. At last there is a big advantage - high performance combines that preference when replacing obsolete machines with a hammer apparatus. Quality depends on the etching uniformity of distribution of atomized liquid droplets and completeness of etching. The proposed new flowsheet Dressers fixed flow distribution and ejection-slotted spray solution of the working fluid has significant advantages: reliable processing of seeds, completeness (not less than 97%) and uniformity (98%) of dressing material. Optimal duty cycle flow of seeds created by a fixed cone with an angle of 45 degrees, the spatial arrangement of ejection nozzles relative to the flow of processed seeds provide good quality of work

PROBLEMS OF THE DEVELOPMENT OF MODERN HIGHER EDUCATION
DescriptionThe article deals with an actual problem of modern development of the higher education – how to increase an efficiency of academies and employers during the experts’ training competition. It is reported about the investigations’ results where the employers’ satisfaction of the level of Krasnodar graduates’ training was considered. From the employers’ point of view the most important quality criteria of specialists’ preparation are revealed. It is analyzed the correlation of expectations and perceptions of formation the revealed quality’s criteria of graduates’ training by employers. One of the most important causes of expectation discrepancy of employers and results of higher school activity is chosen. It deals with the interrelation between graduate’s competence and competences which must be formed during the training. The consequence discrepancy of the main competences on one of the training’s directions of bachelors and a number of the disciplines’ hours forming these competences is revealed. It is offered to intensify academies interaction and employers concerning creation a model of important and competent specialist. Quantitative shortcomings of graduates’ jurisdiction are marked. It is recommended to make a method of educative evaluation to express minimal, sufficient and advanced level of graduate’s competence. Estimation instrument is the fund of evaluative facilities of estimated means of disciplines. PROGNOSIS OF RHEOLOGICAL CHARACTERISTIC OF SAUSAGES
DescriptionIn spite of decrease of meat import in connection with introduction of sanctions, demand and production of specialty produce are increased. High demands are lodged to meat produce for production of summer sausages. The technological defective goods of sausages not infrequently occur under use of meat raw with non-traditional autolysis and quality. For prevention of defective goods is necessary to have an opportunity to forecast the chemical content and rheological characteristics of sausages. These indexes are important for prognosis of quality of newly worked out or modernized receipts of sausages. The quality of sausages depends on qualitative indexes of minced meat. One of the indexes of minced beef is a consistence which is assessed not only organoleptically but on rheological characteristics. For production of sausages with advanced chemical content and consistence assessed under the help of rheological characteristics is necessary to work out the method of forecasting of ready goods quality. At projecting of the receipt we were offered to use the calculation of rheological and chemical-technological characteristics. There was described the classification of minced meat as heterogeneous system consisting of dispersive medium and phase. There were considered the possibilities of calculation of rheological, chemical indexes and complex chemical characteristics of minced meat and ready sausages in the work. The application of rheological methods of forecasting allows tracing the quality of sausages on any stage of production
