CLASSIFICATION AND ESTIMATION OF THE EFFICIENCY OF SYSTEMS FOR UNINTERRUPTED ELECTROSUPPLY
DescriptionIn the article we present generalized block diagrams of stationary and transport systems of uninterrupted electrosupply, as well as their maintenance and the basic operating modes providing uninterrupted electrosupply of crucial consumers. Classification of systems of uninterrupted electrosupply is resulted. The basic classification attributes of systems of uninterrupted electrosupply are their assignment for stationary or transport consumers of the electric power, types of used basic, reserve and emergency sources and converters of the electric power. Besides systems of uninterrupted electrosupply can be classified under circuits of connection to consumers of the electric power, their division on a sort of a current (constant, variable, high-frequency), breaks in electrosupply, to type of the switching equipment and so on. For the estimation of the efficiency of systems of uninterrupted electrosupply it is offered to use the following criteria of efficiency: Power and weight-dimension parameters, parameters of reliability, quality of the electric power and cost. Analytical expressions for calculation of parameters of the estimation of efficiency of systems of uninterrupted electrosupply are resulted. The classification of systems of uninterrupted electrosupply suggested in article and modes of their work, and also the basic criteria of an estimation of efficiency will allow raising efficiency of pre-design works on creation of systems with improved customer characteristics with use of modern element base

A CLASSICAL PROBLEM FOR LOADED HYPERBOLIC-PARABOLIC EQUATION OF SECOND ORDER

DescriptionThe investigated and correct boundary value problem for mixed hyperbolic-parabolic equation of second order in a bounded domain is posed and studied in this work. Boundary conditions are of a classical nature. On line of type changes, which is also the line of the parabolic degeneracy for hyperbolic equations considered in the lower half-plane, a continuous bonding condition for the function itself and the breaking condition for the trace of the derivative is given. The main result is the proof of its unique solvability in the required class of functions. In particular, based on the properties of the operators of fractional integro-differentiation and in view of the ratio of the first boundary value problem for the heat equation, the question of the solvability of the original problem was equivalently reduced to the problem of solvability of the corresponding integral equation of the Voltaire second kind. In the hyperbolic part of the region, the question of solvability of the problem has also been reduced to the problem of solvability of the integral equation Voltaire second kind. The properties of the hypergeometric function of Gauss, as well as classical methods of integral equations were used. Thus it is proved the uniqueness and the existence of classical solution to the initial problem

Description
The most important physical properties that characterize the substance are density and saturated vapor pressure (SVP). These parameters are required for the development of new technical processes in the petroleum and chemical industries, design of pipelines, pumping and fuel equipment, etc. Existing methods for calculating of density near and on the saturation lines are imperfect, and finding of the analytic dependence of SVP of petroleum products from all defining parameters associated with great difficulties. The purpose of present work is an experimental research and development of methods for calculating the density (specific volume) near and on saturation lines, and saturated vapor pressure of gasoline straight-run fraction derived from petroleums from three fields: Mangyshlaksky, Trinity-Anastasevsky and West Siberian. The choice of objects for research is due to the necessity of creating methods for calculating of density and SVP of oils obtained from various hydrocarbon group composition petroleums. Area of state parameters in the present work by temperature (20 ÷ 320°C) and pressure (0,03 ÷ 30 MPa) provides the ability to research gasoline fractions to supercritical regions. Measurement of density and SVP of petroleum fractions performed with help of a specially created for this purpose experimental installation

Justification of the need and the prospects of using controlling in the mechanism of management of a versatile medical center is an actual problem now. The concept of the introduction of controlling, as organizational and methodical complex of support of modernization and management in the field of health care is considered. The analysis of the essence, the tasks and the functions of controlling of medical institution, advantage and possibility of application of controlling in the treatment-and-prophylactic establishment (TAPE) in system of administration is given. Controlling is capable to have an impact on adoption of administrative decisions at the different levels. Applications in a management system of LPT of controlling will allow carrying out the following kinds of activity: to study the parameters of administration and to define the quality of the purpose of medical activity and indicators estimating their result; to define the activity in specialty; to develop information support of the administration; to coordinate the process of planning at the level of intermedical and interdisciplinary interaction; to predict the work of LPU; to develop the structure of the accounting of activity which is rather detailed with the definition of the expenses of the work of LPU; to have an opportunity to estimate the work of LPU at the municipal level and at the level of the subject of the Russian Federation; to develop the unified assessment of the ways and the indicators allowing to compare the results of the administration at all stages of medical activity; to use offers on the basis of the analysis and the assessment of planned and registration data on medical activity and to be guided by them when making administrative decisions at various levels of management

LABORATORY-FIELD TESTS OF EXPERIMENTAL DIGGER WITH MODERNIZED DIGGING THE WORKING BODIES
DescriptionPotatoes in our country are one of the most cultivated cultures in agriculture. The most time-consuming process in the production of potatoes is harvesting. Currently for potato harvesting potato harvesters or diggers are used. Existing machines are not sufficiently well-behaved in adverse operating conditions such as the high and low humidity. Quality of work of the units and devices of potato harvesters depends on the digging working parts. In the process of potato harvesting up to 1000 tons of heaps from 1 hectare go through the units of the machine, which includes plant residues and dense soil out of row spacing. To eliminate or reduce the impact of this lack, on either side of the coulter we set cutting discs which prevent ingress of heaps out of row spacing. However, due to the imperfections of the design they are slipping during operation what causes accumulation and enhancing traction resistance. Based on these facts, the work on improving the digging working parts in the actual and future challenges for the country's agriculture

GOVERNOR ORGANIZATIONS ACTIVITY LICENSING
DescriptionThe author analyses the licensing of governor organizations activity in connection with amendments to the Housing Code of the Russian Federation by adoption of a Federal law of 21.07.2014 N 255-FZ «On amendments to the Housing Code of the Russian Federation, some legislative acts of the Russian Federation and on declare force Certain Provisions of Legislative Acts of the Russian Federation void » and the Government Resolution adoption of the of 28.10.2014г. N 1110 «On entrepreneur activity in apartment buildings’ government licensing». The urgency of the issue of the apartment buildings licensing activity is associated with the modernization of housing and communal services and legal regulation in this area. Introduction of the governor organizations activity licensing without securing in law the concept of "governor organizations" is a significant flaw of the legislator. As a result, the author gives the concept of governor organizations based on the analysis of scientific papers and current legislation. In addition, the article analyzes the introduction of licensing control, assesses the established order of the three registers on the governor organizations activity. The presented paper examines the experience of foreign countries associated with the activities on the apartment building common property management as well, and the state control over such activity. The authors examine violations of housing legislation that may cause the governor organizations and their officials’ administrative responsibility

MATHEMATICAL MODEL OF SPEED OF THE DRIVING FOR OPTIMUM CONTROL OF DRILLING OF WELLS
DescriptionKnown mathematical models of mechanical speed of a driving are functions of two key parameters of management – axial load of a chisel and speeds of rotation of a chisel. The third parameter – a consumption of boring solution on which cleaning of a well of destroyed breed depends exists only in the A.A. Pogarsky model in an obvious or implicit way. The drilling management of the process of conducting of the well is carried out by regulation only of one parameter – loads of a chisel, thus other parameters are supported by constants according to the project on drilling. However, practice of drilling testifies that function of speed of drilling has extremum and for the speed of rotation of a chisel, and for a solution consumption. In work the regression analysis of experimental data of drilling for receiving mathematical model of mechanical speed of a driving is made as functions of three parameters of management, thus are received the models of speed of drilling depending separately on each of parameters at maintenance of two others constants. Schedules of the approaching functions with points of data of drilling from official reports of drilling foremen are constructed. The technique of adaptive optimum control of process by means of the received model of three variables is described: according to the current data of drilling through the set time interval by means of a method of the smallest squares drilling model coefficients constantly are recalculated - thereby the model is constantly arranged under conditions on a well face. Optimum parameters of management of drilling are determined by the adapted model, they are established on the drilling rig and the face drilling in the optimum mode is made. At breed change coefficients of model are again arranged under bottomhole conditions, optimum parameters of management for this breed, etc. are defined. As the model constantly adapts to a face, as a model it is possible to take a standard polynomial of the second degree and to recalculate its coefficients. It will also allow defining new types of models for management of drilling process

This article discusses the legal regulation (within the organization) of kanban’s implementation to the accounting practice of construction companies. There are the purpose, functions and types of cards. Several types of cards (transposition card, production card, warning card, emergency card) are described. There are the stages of cards’ implementation, as well as information support. The account book "Summary checklist of losses" is worked out. There are the assumptions for the successful implementation of kanban (an initiative of senior management, the need for standardization, perseverance, the ability to discuss, planning of value streams, continuous improvement process). This article considers the content of the cards in the details’ context such as item number, description, previous process, the subsequent process, the instruction. Attention is paid to the factors that should be considered during cards’ implementation (material resources, personnel, processes, management, external factors). Efficiency diagnostics’ directions of kaizen’s implementation are described. There are levels of kaizen’s efficiency (utility, usefulness, success). METRIC OF ACCELERATING AND ROTATING REFERENCE SYSTEMS IN GENERAL RELATIVITY

DescriptionMetric describing the accelerated and rotating reference system in general relativity in the case of an arbitrary dependence of acceleration and angular velocity on time has been proposed. It is established that the curvature tensor in such metrics is zero, which corresponds to movement in the flat spaces. It is shown that the motion of test bodies in the metric accelerated and rotating reference system in general relativity is similarly to the classical motion in non-inertial reference frame. Consequently, there exist a metric in general relativity, in which the Coriolis theorem and classic velocity-addition formula are true. This means that classical mechanics is accurate rather than approximate model in general relativity. A theory of potential in non-inertial reference systems in general relativity is considered. The numerical model of wave propagation in non-inertial reference frames in the case when potential depending of one, two and three spatial dimensions has been developed. It is shown in numerical experiment that the acceleration of the reference system leads to retardation effects, as well as to a violation of the symmetry of the wave front, indicating that there is local change of wave speed

MICROELEMENTS IN SUNFLOWER CROPS

DescriptionThe obtained experimental data show that the incorporation of trace elements into the system of the sunflower crop has a positive impact on the mineral nutrition of plants, the number and quality of the crop. Foliar feeding of sunflower crops with micronutrients improves nutrition of plants with nitrogen, phosphorus and potassium, thus creating the preconditions for the formation of highly agrocenosis. The seed yield of sunflower increased by variants with application of micronutrients 1.2-3.5 t/ha or 4.4-12.9 percent. The greatest impact of treatment with boron and copper, exceeding the background option 3.1-3.5 t/ha or 11.5-12.9% respectively. The crop is least influenced by manganese and molybdenum. The examined elements positively influenced the structure of the sunflower crop. The greatest influence on the diameter of the basket, the number of seeds, weight of seeds in the basket, the weight of 1000 seeds was provided by the zinc and copper. Trace elements contributed to the improvement of quality indicators of sunflower. For husk content, the greatest positive effect was cobalt, zinc, manganese and copper, increasing the background option 10.1, 10.4, 10.5 and 10, and 6%, respectively, on the oil content of sunflower seeds had cobalt, copper and zinc. The oil content on these options amounted 55,0, with 55.1 and 55.2%, respectively, increasing this figure by 1.5 to 1.7 %. The acid number at variants with boron, manganese and zinc was the same with the background option and amounted to 1.8. The greatest influence on iodine number provided molybdenum, zinc and copper, which accounted for 170,5, 171,2 and 171,4, exceeding the background option 10.2 and 11.1
