Description
In this article the authors analyze the issues concerning loss of a right of using premises due to the constant absence of the tenant, members of his family on the occupied living space by reason of their departure to another place of living, proposals for establishing the subject of proof in cases of this category are given. Now the problem of regulation of the relations at departure of the citizens living together with the tenant, in other constant place of a residence is actual and demands revival of institute of recognition of such citizens in a judicial order lost a right of use of premises. The authors point out that neither the Housing Code of the Russian Federation nor the Civil Code of the Russian Federation does not mention the cases of loss of the right of using premises. In addition, the presumption of temporary absence of the tenant and the members of his family in the living space there is in the Housing Code of the Russian This fact has given rise to a large number of negative consequences, and was a prerequisite to the admission of errors in judgments of courts. In this regard, the authors consider that it is necessary to consolidate the institute of loss of the right of using premises occupied by the contract of social rent in the Housing Code of the Russian Federation

PROXEMAS’ VERBALIZATION IN FICTIONAL PROSE OF K.D. VOROBYOV

DescriptionThe article is concerned with proxemic communication connected with changing the relative positioning of communicants when interacting, in fictional prose of K.D. Vorobyov. This essential part of interaction is implied with the individual author’s approach to verbal representation of corresponding features and lexis’s choice preferences, its quantitative and qualitative characteristics in the writer’s fictional prose. By analogy with the term paracinema, the term paraproxema is also used for defining these kinds of language phenomena. Paraproxemas were analyzed with reference to semantic, stylistic and morphological aspects. There are two thematic groups of terms with the reference to retract and extend of the relative positioning of communicants being defined in the article. The distribution is based on semantics of verbs and function words. Changing the relative positioning of communicants changes the social zone and reports different information as exemplified with three stories of K.D. Vorobyov. The mutual influence of paracinemas and paraproxemas creates the integrated image of communicants, which gestures, facial expressions, and movements not only accompany but also complete speech

THE PRINCIPAL SCIENTIFIC AND GENERAL TENDENCIES OF COEVOLUTIONS IN DEVELOPING SYSTEMS
DescriptionIn the article we consider some main tendencies which are characteristic for development of modern natural sciences and for ontology and the theory of knowledge’s process. Features of synergetic as interdisciplinary scientific direction, the concept of a universal evolutionism, value of information in nature development are discussed. Methodological basis of the process of integration of scientific knowledge is the interdisciplinary direction of the research which important component is the synergetic. It plays an important role in the concept of coevolution realization which considers mutual relation of the person and the nature, the micro- and the mega-world. The article demonstrates that having revealed the laws of functioning of complexly evolutionizing, nonlinear systems, synergetic thus posed the fundamental questions of both epistemological and ideological and value nature. Conceptual shifts occurring in cognition open up the new sides in the interpretation of not just order and disorder but also the categories they generate. The author points out on the features of synergy, which using the linearity аnd nonlinearity in the theory expresses the aspects of material unity of the world, linked to the general properties of self-development of complex systems. ABOUT A QUESTION OF SELFORGANIZATION IN DEVELOPING SYSTEMS
DescriptionThe problem of transition from the abstract and general dialectics to the concrete and common theory of development, the problem of diachronic of dialectic and synergetic cognition’s culture in the context of comporation between the philosophic and natural science are discussed in the article. The hypothese of cosmologic singularity the birth of tte world from «nothing» and the role of «dark materia» in the developing’s process of our Universe are also described. The author points out on the features of synergy, which using the linearity аnd nonlinearity in the theory expresses the aspects of material unity of the world, linked to the general properties of self-development of complex systems. The universe is seen as a dissipative system with periodically removable elements (elementary dissipative systems). The spontaneous disbalance of symmetry and the appearance of new physical forms of existence are characteristic for the elementary parts. The order? The symmetry and the spontaneous disorder in the symmetry are the phenomena of self-organization of the material. The scientific results which we found with the quantum theory of field, can give us the theoretical descriotions of such forms of existence that’s why the structural unity in all levels of materia can be explained in the quantum and field image of the world

SYSTEMS AND SOCIOCULTURAL APPROACHES TO THE ORIGIN OF LANGUAGE
DescriptionThe article shows the distinctive features of biological and cognitive approaches to the study of the origin and evolution of language. Their advantages in understanding and explaining of the individual foundations of language faculty are considered. The study shows that these approaches do not take into account the socio-cultural and supra-individual nature of language and its close evolutionary and functional relation with communication in nature and society. The paper argues that the aim of many researchers to find specific genes of language or special cognitive linguistic ‘modules’ are achievable only in part due to systems and social nature of language, which cannot be reduced to any individual innate or acquired abilities. Nevertheless, biological and cognitive foundations should not be excluded from the system analysis of the language and have to be studied in their integrity with other sign systems (mathematic, expressive means of art, writing system, non-verbal communication, etc.). The article also discusses new insights into the theory of evolution and their applicability to the study of the origin and development of language (in particular, the problem of gradualistic/abrupt emergence of language). It is argued that the question of the "abrupt", "punctuated" evolution of language cannot be "Darwin's problem", as a number of modern scholars believe. As an alternative to the evolution of language on the basis of "macromutations" it is offered the concept of socio-cultural evolution model based on an understanding of language as a supra-individual, sociocultural sign system that develops due to the cumulative nature of culture and plasticity of individual development

DYNAMIC ANALYSIS OF THE DEVELOPMENT OF SMALL AND MEDIUM ENTERPRISES
DescriptionIn this article we have performed a dynamic analysis of the system development of small and medium enterprises (SMEs) from the perspective of the study of sustainability of this system, the transition from one state of sustainable development to another in the context of the cycle phases of the system development of SMEs. The development cycle of the SME system is a set of successive stages: post-crisis, including phase reactions to the crisis and the birth of a new cycle of development; growth; pre-crisis. Dynamic analysis allowed the authors to allocate for each stage of system development SME time lag its onset and duration. Research of a sustainable development of system of SMEs is performed on the following groups of indicators: quantitative (number of the entities, number of workers, amount/turnover of products, investment), high-quality (percent of SMEs working in system to total number occupied in economy, a share of amount/turnover of products of SMEs in the GRP of the Russian Federation, specific weight of the profitable entities in total number of the entities, a labor productivity) and performance indicators (profitability of products, receipt in the budget). The analysis results confirmed opinion of authors on different reaction of small enterprises and medium scale enterprises on crisis conditions which are expressed in fast reaction of the first and inertial – the second. Dynamic analysis allowed revealing the features of the development of individual small and medium enterprises and their systems that may be used as the basis for predicting further development of SMEs in Russia

FORMATION OF AN EFFECTIVE ORGANIZATIONAL-ECONOMIC MECHANISM OF MANAGEMENT IN AGRICULTURAL PRODUCTION
DescriptionThe article is devoted to the problems of creating an effective organizational-economic mechanism of management in agricultural production and the substantiation for the use of a problem-oriented approach in the management of business structures. The article is an exploratory, it has reflected the fact that it dealt with the peculiarities of agricultural production in modern conditions, and it has identified factors increase the effectiveness of entrepreneurial activity in agriculture, the necessity, in order to improve production efficiency, of the use of a problem-oriented approach in the management of business structures. The article considers specific features of agriculture, without which it is impossible to ensure the desired performance of a functioning business structures. It is proved that the solution of the problems of modern development of agricultural production, enhance the competitiveness of domestic enterprises in connection with the entry into WTO is closely linked to the identification of such features and the determination of their effect (stimulating or inhibiting) the final results of functioning of economic entities in the agricultural sector. In the article, much attention is paid to the issue of performance management entrepreneurship business entities engaged directly in agricultural production, which represents a system of organizational and technological management, providing specified volumes of production and raw materials for the processing industry, meeting the requirements of quality and sustainability and affordable prices for a wide range of consumers, as well as the definition of the specific objectives of the performance management of agricultural producers. In the article the urgency of the problem-oriented approach with identified problems identify the factors increasing the efficiency of agricultural production and to develop an optimal management decisions for specific agrifood systems

IMPORTANCE AND METHODOLOGIES OF EVALUATION OF HUMAN RESOURCE DEVELOPMENT IN COUNTRIES
DescriptionHuman Resource development is an important asset permitting corporations and governments to survive in this unstable economic world. Skillful and well educated worker will always permit getting competitive edge. In this article after defining Human Resource development (HRD) and explaining the difference between it and Human development (HD), I will explain the problem of evaluation of HRD with concrete formula and case study showing how the return on investment can be measured. The methodological background with different approaches of more than 10 eminent writers on the question of training evaluation and the common points of them will be presented in a special table with references. Also in the article I ‘am going to give my concretes processes with typical strategy to follow in terms of HRD in government levels, more specifically in developing countries like Mali where Human capital development is a crucial question. Many corporate or state managers fail with their HRD strategy because of lack of knowledge or management tools which can help them do it. So I think this article will help them more and also will draw governments’ attention on the importance of investing in HRD and knowing good evaluation methods. TO THE PROBLEM OF LACK OF INFORMATION. SMALL SAMPLES OR "VERY SHORT" TIME SERIES
DescriptionIn present article we consider one of the key problems of short time series in modern scientific prognostification. In scientific papers as a rule the problem of short time series is considered in connection with a problem of small selections. But there are some problems still unsettled what value of selection should be taken as a small one and which time series are short and very short. In spite of the fact that there are exist different opinions on the problem of small selection definition and as a result the definitions of short time series, time series of tax deductions analysis of which is given in the present paper one can qualify as very short ones. The authors are considering tax deductions, the length of which doesn’t exceed twelve meanings. It’s clear that building of the prognostification model on a base of given statistics is impossible. In the present paper the authors offer to carry out analysis of very short time series on the base of graphs and matrixes of similarity. In the base of the method proposed there is a visual method and information base are very short time series of tax deduction and time series of fiscal economic indices, forming taxation base. The given approach should help the officers of tax bodies to fulfill the testing analysis the purpose of which is to select tax-payers for checking up

INSTITUTIONAL INFRASTRUCTURE: ESSENCE AND CONTENT
DescriptionThe article discusses the concept of "institutional infrastructure" and clarifies its essential content in relation to market cars. In terms of the industry market the main purpose of the institutional infrastructure is achieving the maximum economic benefit within limited resources. The main tasks that need to be solved in order to achieve this goal were formulated. We have developed and proved structurally-logical chart of the elements of the institutional infrastructure. The content of the institutional infrastructure of the car are presented and justified. The analysis condition of the car market’s institutional infrastructure showed the problems associated with the state of institutions which have an impact on the functioning of the car market. Measures to stimulate the car market does not cover entire sector as a whole, and imported institutions do not give the expected effect because of inconsistency formal and informal elements of the institutional infrastructure. Presented assessment of the institutional infrastructure of the car market confirms the dependence of the state of the industry market cars from institutional infrastructure. Only reforming the institutions at all levels of the industry, from production to car sales can have a positive effect on the industry. Changes in the institutional infrastructure should be focused on improving the competitiveness, stability and independence from external factors
