Description
The problems of warehouse service for the market of fruit and berry products in the Krasnodar region are analyzed in the article. It is established that one of the primary issues of further development in both general crop growing and gardening is providing with the qualitative modern warehouse capable to consider all features of products range. The lack of agricultural producers using own storages which meet high technical production requirements, is that region logistic centers set inflated prices which force producers to sell products at adverse price conditions. Warehousing costs and postharvest processing are so high that storage of production becomes uneconomic in the long-term period. Tendencies and prospects of regional production growth and sale of fruits and berries in interrelation with development of warehouse infrastructure are characterized. Considerable discrepancy of growth rates of the available and entered warehouse infrastructure to the growing regional needs for production of plant growing is observed. First of all the following is connected with reorientation of the region from market import-oriented strategy on import substitution. The measures of the state support of warehouse infrastructure aimed at providing effective development of the market of agri-food products are presented. Factors and the directions of development of warehouse infrastructure of the market of fruit and berry products in the Krasnodar region are revealed, the perspective directions of development of the studied branch are defined. It is necessary to consider growth of efficiency of the applied intensive technologies, activization of investment processes in the form of new methods of warehousing, and also growth of level of automation as a condition of warehouse infrastructure improvement in the Krasnodar region, that will promote decrease in warehouse costs and increase of competitiveness of the organizations

GROWING SUMMER POTATO WITH IRRIGATION ON FLOOD LANDS OF SOUTH RUSSIA

DescriptionThe article is devoted to the study of growth peculiarities of summer potato on floodplain lands of Southern Russia. High and stable yields in big farms are possible using substantiated planting time of potato which depends on specific soil – climatic conditions of the area as well as potato cultivation technology elements improvement under irrigation. The latter will provide in turn water and power resources economy. The results of field research to determine planting time allow defining the most favorable conditions for potato cultivation in the given soil-climatic zone. The analysis of data obtained on differential irrigation regimes gives a possibility to determine common regularities of irrigation standards impact on potato growth efficiency. The regime proposed is in conformity with the concept of ecological land reclamation and takes into account a moderate anthropogenic impact on landscape processes under a permissible level of summer potato productivity decrease. Therefore proposed optimal time of summer planting and rational irrigation regime will increase industrial efficiency of potato production and provide environmental safety of irrigation on floodplain lands of South Russia while allowing to economize water and power resources

In this article the authors analyze the issues concerning loss of a right of using premises due to the constant absence of the tenant, members of his family on the occupied living space by reason of their departure to another place of living, proposals for establishing the subject of proof in cases of this category are given. Now the problem of regulation of the relations at departure of the citizens living together with the tenant, in other constant place of a residence is actual and demands revival of institute of recognition of such citizens in a judicial order lost a right of use of premises. The authors point out that neither the Housing Code of the Russian Federation nor the Civil Code of the Russian Federation does not mention the cases of loss of the right of using premises. In addition, the presumption of temporary absence of the tenant and the members of his family in the living space there is in the Housing Code of the Russian This fact has given rise to a large number of negative consequences, and was a prerequisite to the admission of errors in judgments of courts. In this regard, the authors consider that it is necessary to consolidate the institute of loss of the right of using premises occupied by the contract of social rent in the Housing Code of the Russian Federation

ELABORATION OF METHODOLOGICAL TOOLS FOR AGRICULTURAL RISK MANAGEMENT BASED ON INNOVATION
DescriptionThe article deals with the possibility of expanding of agricultural tools in risk management based on commodity financial instruments and weather derivatives. On the basis of summarizing the research results of domestic and foreign scholars and creative interpretation of the results the authors supplemented and refined definition of the category of "risk" and "risk of agricultural production” is obtained. The article supplements classification of risk in agricultural production and circulation of agricultural products, considers a proven techniques and methods of agricultural risk management, discusses the current trends of the global and domestic market of derivatives, gives a market segmentation by type of derivative instruments and the characteristics of the underlying assets, analyzes the reasons for the low level of development of derivatives markets at the meso level using the example of the Krasnodar Region, describes the potential derivatives in addressing management of agricultural risks on the basis of foreign sources, gives an insufficient level of financial literacy of potential participants, the lack of regulations and regulatory infrastructures, describe the problem of accounting and reporting of the results of operations in this segment, insufficient training of market operators and reveals the possibility of expanding the agricultural tools of risk management

ENGINEERING TECHNIQUES FOR DEFINITION OF PARAMETERS MEASURES OF AN ELECTRO-ACTIVATOR
DescriptionThe article presents an engineering method for defining electro-activator parameters. We have developed an engineering method for calculating an electro-activator with improved performance that can reduce the complexity of the design calculations and include a critical mode of the electro-activator at which the process leads to passivation. We have proposed an automated management scheme based on electro-activator functional and electrical schematics. One of the benefits of the resulting model of calculations of an electro-activator is to identify a possibility of automating the process of managing and stable operation. The current in the electro-activator can be adjusted depending on performance. Automatic maintenance of performance and capacity control for the benefit of the cameras is possible, giving an automatic valve with an analog controller. When the temperature rises above or current exceeds the desired value, we can face signaling and a complete shutdown of the installation. The use of temperature sensors, pH, conductivity and flow can be implemented, as well as centralized information collection and development of the control algorithm. Monitoring and maintenance of an electro-activator can be fully automated with the equipment of industrial automation. Also, on the basis of the proposed engineering method for calculating, it is possible to develop a software product. That will allow designing computer simulation when planning an electro-activator

MATHEMATICAL MODEL OF SPEED OF THE DRIVING FOR OPTIMUM CONTROL OF DRILLING OF WELLS
DescriptionKnown mathematical models of mechanical speed of a driving are functions of two key parameters of management – axial load of a chisel and speeds of rotation of a chisel. The third parameter – a consumption of boring solution on which cleaning of a well of destroyed breed depends exists only in the A.A. Pogarsky model in an obvious or implicit way. The drilling management of the process of conducting of the well is carried out by regulation only of one parameter – loads of a chisel, thus other parameters are supported by constants according to the project on drilling. However, practice of drilling testifies that function of speed of drilling has extremum and for the speed of rotation of a chisel, and for a solution consumption. In work the regression analysis of experimental data of drilling for receiving mathematical model of mechanical speed of a driving is made as functions of three parameters of management, thus are received the models of speed of drilling depending separately on each of parameters at maintenance of two others constants. Schedules of the approaching functions with points of data of drilling from official reports of drilling foremen are constructed. The technique of adaptive optimum control of process by means of the received model of three variables is described: according to the current data of drilling through the set time interval by means of a method of the smallest squares drilling model coefficients constantly are recalculated - thereby the model is constantly arranged under conditions on a well face. Optimum parameters of management of drilling are determined by the adapted model, they are established on the drilling rig and the face drilling in the optimum mode is made. At breed change coefficients of model are again arranged under bottomhole conditions, optimum parameters of management for this breed, etc. are defined. As the model constantly adapts to a face, as a model it is possible to take a standard polynomial of the second degree and to recalculate its coefficients. It will also allow defining new types of models for management of drilling process

Based on this analysis, it was found that it was necessary to develop an electro-activator with adjustable parameters. Analysis of the literature showed that there are no analytical expressions relating the degree of activation solutions, conductivity, temperature and geometric parameters of an electro-activator. The article presents a block diagram of the system "Electro-activator - working solution - weeds", a mathematical model of the subsystem "Electro-activator" allows to describe the parameters of the solution at the outlet of the electro-activator and its mode of operation. An expression is derived which allows to determine the critical mode of installation and adjustment range of current management. When exceeding the rated range of the control the main energy will focus on the process of aerogenesis. We have implemented the coefficient of aerogenesis, which has a significant impact on the temperature of the solution in the chamber and an electrically. This factor must be taken into account as well as the approach mode to the critical or exceeded. The calculation for the resulting mathematical model makes it possible to design an electro-activator for a company which has different water sources and apply different plant protection products. Also, in the future, the result of the research will allow developing engineering techniques for calculations

METRIC OF ACCELERATING AND ROTATING REFERENCE SYSTEMS IN GENERAL RELATIVITY

DescriptionMetric describing the accelerated and rotating reference system in general relativity in the case of an arbitrary dependence of acceleration and angular velocity on time has been proposed. It is established that the curvature tensor in such metrics is zero, which corresponds to movement in the flat spaces. It is shown that the motion of test bodies in the metric accelerated and rotating reference system in general relativity is similarly to the classical motion in non-inertial reference frame. Consequently, there exist a metric in general relativity, in which the Coriolis theorem and classic velocity-addition formula are true. This means that classical mechanics is accurate rather than approximate model in general relativity. A theory of potential in non-inertial reference systems in general relativity is considered. The numerical model of wave propagation in non-inertial reference frames in the case when potential depending of one, two and three spatial dimensions has been developed. It is shown in numerical experiment that the acceleration of the reference system leads to retardation effects, as well as to a violation of the symmetry of the wave front, indicating that there is local change of wave speed

CHICK PEAS INFLUENCE ON POULTRY’S NUTRITIONAL ELEMENTS DIGESTIBILITY

DescriptionThis article presents the results of the chickpea effect in feeding young and adult laying hens of "Hajseks brown" cross on their productivity and nutrient digestibility of feed. Studies have been conducted on the JSC "Agro-firm Vostok" in Nikolayevsky district of the Volgograd region. Complete or partial replacement of sunflower oil cake by chickpeas as part of feed for the experimental pullet hens improves nutrient digestibility coefficients compared with the control pullet group. The balance of nitrogen was positive in all groups, the use of nitrogen taken from guinea pullets was higher than in the control group at 0, 27-0,74%. Use of chickpea in the composition of feed for laying hens increases the digestibility coefficients of nutrients: dry matter - to 1,17-3,25%, organic matter - to 1,62-3,37% crude protein - to 0,45-1, 77%, crude fiber - to 0,72-1,05%; crude fat - to 0,35-1,55%, compared with chickens, hens in the control group. The use of nitrogen from the digested was1,37-2,13% higher in the experimental groups compared to analogs of the control group. The use of calcium and phosphorus for the formation of eggs was also higher in the experimental groups

IMPORTANCE AND METHODOLOGIES OF EVALUATION OF HUMAN RESOURCE DEVELOPMENT IN COUNTRIES
DescriptionHuman Resource development is an important asset permitting corporations and governments to survive in this unstable economic world. Skillful and well educated worker will always permit getting competitive edge. In this article after defining Human Resource development (HRD) and explaining the difference between it and Human development (HD), I will explain the problem of evaluation of HRD with concrete formula and case study showing how the return on investment can be measured. The methodological background with different approaches of more than 10 eminent writers on the question of training evaluation and the common points of them will be presented in a special table with references. Also in the article I ‘am going to give my concretes processes with typical strategy to follow in terms of HRD in government levels, more specifically in developing countries like Mali where Human capital development is a crucial question. Many corporate or state managers fail with their HRD strategy because of lack of knowledge or management tools which can help them do it. So I think this article will help them more and also will draw governments’ attention on the importance of investing in HRD and knowing good evaluation methods.
