ABOUT FORMS OF REALIZATION OF THE FUNCTIONS OF THE STATE
DescriptionThe article is devoted to consideration of questions of functions of the state and forms of their realization, which are of very great importance in the theory of the state and practice of its functioning. It can be explained with the next moments, first, to that in functions are shown essence of the state, its social appointment. The state representing the phenomenon of social life, it is characterized by extraordinary variety of directly observable and perceived manifestations. It is defined as a variety of the tasks solved by the state in various areas of life of society, and a variety of bodies, forms, methods and means of implementation of the state activity. In this regard studying of functions serves as the prerequisite of knowledge of the main thing and defining in the state. Secondly, functions of the state define its structure, i.e. ways, regularities of the organization of elements of the state as difficult system. Research of functions of the state and forms of their realization helps to estimate its opportunities, promotes deeper understanding of the mechanism of its interaction with other structures of society in the solution of the most important political, economic, social, ecological, cultural and other tasks. The correct establishment of functions of the state and definition of forms of realization of these functions promotes stabilization of the public relations and development of society in various spheres

TO THE QUESTION OF IMPROVEMENT OF THE EFFECTIVENESS OF UNIVERSITY DEPARTMENTS IN SCIENCE
DescriptionThe article proves the impossibility of interaction of scientific work with educational process to prepare highly qualified specialists, who would be able to solve industrial problems and develop the economy of the country. The scientific results are indicative of the level of qualification of teaching staff, which affects the quality of students. The article defines the structural relationship and the content of the organizational activities of scientific and educational departments of the University, the departments and the deans of faculties. They are aimed at improving the quality of recruitment and training of students, informing about the achievements of the University, establishment of links between companies and organizations interested in the results of scientific research of the University and its graduates. The reviewed activities and structural links with the coordinated work of the structural subdivisions of the University and implementation of the best practice are the basis of progress. They will not only increase the efficiency, including the efficiency of scientific work, but also they will increase the quality of students

ABOUT NEW PROMISING MATHEMATICAL TOOLS OF CONTROLLING

DescriptionBased on an objective analysis, it must be noted that in the arsenal of managers, especially foreign ones, there is practically no fundamentally new methods and tools. However, promising mathematical and instrumental methods of controlling actively developed in our country. In the XXI century it developed a new paradigm of mathematical methods of economics and produced more than 10 books, developed in accordance with this paradigm. The new paradigm is based on the modern development of mathematics as a whole - on the system interval fuzzy math. The new paradigm offers tools used non-parametric statistics, which suggest that the distribution functions are arbitrary. In 1979 it was allocated one of the four major areas of modern applied statistics - statistics of objects of nonnumeric nature (statistics of non-numeric data, nonnumeric statistics). The other three - statistics of random variables, multivariate statistical analysis, statistics of random processes and time series. Statistics of objects of non-numeric nature is central to the modern mathematical methods of economics. On the basis of modern information-communication technologies we have developed a new economic theory - solidary information economy. New intellectual tools of controlling include an automated system-cognitive analysis (ASA) and its software - the system of "Eidos". SOME INNOVATIVE FORMS OF ORGANIZATION OF INDEPENDENT ACTIVITY OF STUDENTS IN CONSTRUCTIVE LEARNING
DescriptionConducted in our country reforms require active participation in their realization of all citizens. The development of the economic components of the state, will allow not only to strengthen the defense potential of the country, but also to raise the quality of life of the population. To solve this problem the country needs competent specialists, real, educated professionals, masters of their craft. The most important task of each University is to prepare such graduates. Training at the University is done not only through training and education, but also in the process of independent activity of students. Independent work is the activity performed by the students of the University without direct contact with the teacher or teacher-driven mediated through specific training materials; it is an integral, compulsory element of the learning process, providing primarily individual work of students in accordance with the setting of teacher or textbook curricula. In the modern didactics, independent work of students is, on the one hand, a kind of educational work carried out without direct intervention, but under the guidance of a teacher, and as a means of engaging students in independent cognitive activity, the formation methods of the organization of such activities. The effect from independent work of students can be obtained only when it is organized and implemented in the educational process as a holistic system that runs through all the stages of learning of students in high school. NEOLOGISMS IN CHILD'S SPEECH CAUSED BY THE DISSEMINATION OF VIDEOS

DescriptionThe article studies words and set expressions of children's speech appearance of which are directly linked to the dissemination of movies in the late 1980s in the Soviet Union. These words and set expressions are analyzed on the basis of the material collected by the author for «The Dictionary of Soviet Childhood» being prepared for printing. As a result of exposure to foreign video products, some new expressions and words entered children's speech and have become an important part of the linguistic landscape of the Soviet childhood. Many of them have been stored in conversations so far: invective vocabulary, translation loanwords, barbarisms, exotic vocabulary, proper names. Many words have developed new meanings and become part of new Russian lexical sets. These neologisms in vocabulary are reflected in children's folklore; some of them have become part of the literary language and have been fixed in modern dictionaries of the Russian language. Many of them are still used in Russian informal speech. The author gives examples of the use of these lexical units in fiction and publicist texts paying attention to their semantic, phonetic, spelling and grammatical features

DIRECTIONS OF IMPROVEMENT OF UNIVERSAL POWER TECHNIQUES
DescriptionBasing on brief-analysis of nature-climate and economical conditions conformed for field-production in Russian agriculture, needfulness of finding of new ways, one of that is reducing of number of mobile technologic special-purpose equipment and its removing with advanced universal energetic techniques is presented. The results of design of modern constructive decisions of new-generation schemas of universal energetic machineries are presented. The algorithmprogram package, designed in our institute, was used during calculation of economical efficiency of machines complexes based on universal energetic techniques. Estimated effect of using machinery in south of Russia was evaluated through comparing costs creating by optimal machinery parks of typical farms of eleven sub-zones, filled with serial machines, vs. field complexes based on universal energetic machine

MODULAR AUTOMATED COMPLEX OF THE SOLAR WATER HEATING PLANT FOR AGRICULTURAL OBJECTS
DescriptionThe article deals with the system, providing automatic control of the solar water heating system with the abilities to store in internal memory and to transmit by the cellular network the information about the conditions of the plant and the occurring failure conditions. The common principles of the building the automatic system with the modular principles are shown. The article solves the issue about the quality of the water supply through the quality parameters which provided by the considered system. The methods of the active and passive loss minimizing of the heat of the water in the tank are shown. The usage of the active loss minimizing system was considered. The block-scheme of the implementation of the automatic system with described abilities are shown. The compulsory and auxiliary blocks of the automatic system are shown. The algorithm of the checking of the water supply quality parameters was presented. The study considers methods of the storing of the parameters of the working conditions of the plant and the occurring failure modes as well as the remote information of the attending personnel by the cellular networks. The advantages of the conducting of the system log are shown. The preliminary calculation of the memory capacity for storing the system log was completed. The advantages of the described automatic system with relation to the constructing, controlling, service and research of the described solar water heating systems are shown

In this article, the general structure of technologically complete production chain of the integrated production system of agroindustrial complex was considered. Three different variants of creation of the production chains are described. The main distinctions in activity of chains consist in a source of raw materials. Any technologically full vertical chain includes three stages – production of raw materials, storage and processing, realization. Each of stages is characterized by different situations of the risk. Stages of process of functioning of a production chain were considered in this article. Also, the qualitative analysis of risk for all stages is made and the results of this analysis are considered. Results of this analysis became a basis for improvement of stream model for determination of efficiency of the technological chain taking into account a risk component. In the article, the algorithm of an assessment of efficiency of the technological chain of the integrated production system taking into account a risk component at the stage of creation of a material stream is also described

CLIENT INTERACTION TECHNIQUES WHEN USING AUGMENTED REALITY TECHNOLOGY APPLICATIONS IN SALES
DescriptionAugmented reality offers unique ways to display visual information, in particular the visualization of threedimensional objects. With AR object can be visualized directly in the context of its operation. As an example can be a piece of furniture rendered in the interior, plants in the garden, the architectural object in the landscape. Modern consumer devices such as smartphones and tablet computers, as well as the algorithmic base lead to the possibility of augmented reality mass usage. The concept of augmented reality offers a better user interface for visualization through a combination of methods of controls and visualization. The camera angle can be controlled by user’s head or device movements, which is intuitive and efficient. Method of visualization of three-dimensional object by combining its image with the surrounding environment allows better perceiving the object, its dimensions, and material properties. In contrast to the traditional visualization approaches, AR does not require modeling of the environment. Objects visualization by means of AR can be applied to customer decision support while buying products. The user is provided with the ability to visualize an object in interior or outdoors, where he plans to place it, and interactively examine the object from any angle. This article attempts to systemize possible options for interaction with potential buyers through applications with augmented reality technology

Description
This article represents experience of a reflection over theoretical prerequisites of phenomenological and system approaches to a problem of forecasting of social reality. An object of research are the principle of multidimensionality of social reality in aspect of a determinism and indeterminism of social processes, and also the principle of causal asymmetry of time acting as the ontologic basis of multidimensionality of reality. It is claimed, that at the heart of statement of the major philosophical problems there is an experience of a touch to a phenomenon of multidimensionality of reality. Multidimensionality of reality is shown as a dependence of fundamental characteristics on the level of theoretical generalization and an intentionality of the consciousness registering reality in its existence. The hypothesis of multidimensionality of social reality assumes that social processes can be described and as strictly determined, predicted and as depending on a free will of the person depending on the level of theoretical generalization at which they are considered. The principle of causal asymmetry of time is a form of multidimensionality of time and a condition of multidimensionality of process, including social. At the heart of causal asymmetry of time, there is a systemacity of time, not reducibility of time neither to consciousness, nor to life. It is shown that is impossible differently as through the synthesizing activity of consciousness, to connect together two senses, equally directly related at the right time: duration keeping time in some equal unity of the moments and the variability, change of times expressing ontologic exclusiveness of the present moment. Multidimensionality and asymmetry of time can be considered as theoretical prerequisites of phenomenological and system approach to a problem of social forecasting
