ABOUT THE NEED TO CHANGE THE BURDEN STANDARDS FOR PEDAGOGICAL WORK OF FACULTY STAFF
DescriptionThe article reveals the content of pedagogical work activities for teaching staff in the main activities of the Department (academic, educational, methodical, scientific and organizational-methodical work). We have offered a rational standard time for their quality execution, allowing improving the quality of training of university graduates. It is proposed to consider additional classes and consultations in the burden time of teachers, as well as the norms of time for preparation for publishing educational and scientific literature, development of training, methodological, logistical and organizational-methodical work. It is shown, that the participation of teachers in researches and development with the aim of earning money for the University reduces the level of the educational process. To improve the quality of training of students, we have offered a number of key measures that needed to be organized by the Ministry of education and science of the Russian Federation, and also, by employees of the administrative apparatus of universities

The author has analyzed scientific and technical literature, materials of judicial and investigative practice, criminal procedural law, different views of scientists, as well as his own judgments on the proposed definitions of an investigative team and an investigation group and the matters related to the investigation planning (strategic plan, an additional plan, the investigation plan as a whole in the case and during specific investigative actions and operationalsearch activities). The analysis allows the author to declare the need to invite the heads of the investigative bodies of the various departments and units to carry out more in-depth additional analysis of the effectiveness of the investigation and the investigative teams and the work of their managers to develop effective, strategic, shared, refined, additional plans for specific investigative actions and operational-search measures. The author also offers and considers it expedient to establish the investigative team as a procedural form of interaction in the production of the preliminary investigation, as well as the group of the operational support of the investigative team, i. e., operational investigation group as a non-procedural form of the activities for the detection and investigation of non-obvious, serious and very serious crimes. Thus, for the development and the effective operation on the detection and the investigation of non-obvious, serious and very serious crimes, multi episode, complex cases with the socio-political impact, the investigative team and the operational investigation group should be combined into a single structure

CURRENT ISSUES IN THE RESEARCH OF COLD STEEL ARMS AND THROWING WEAPONS AND THEIR TRACES
DescriptionThe authors of the article point out that the research of cold steel arms and their traces has been considered in detail in the studies of different criminologists. Unfortunately, many scientists, examining cold steel arms as the item of expertise, mainly paid attention to the knives, swords, daggers, etc., but few researchers considered crossbows as cold steel weapon. In accordance with part. 4 Art. 223 of the Criminal Code of Russia for illegal manufacture, alteration or repair of throwing weapons, as well as the illegal sale of throwing weapons (Art. 4, Art. 222 of the Criminal Code), criminal liability is stipulated. Thus, the authors agree with the opinions expressed in the literature according to which attention should be paid to the fuzzy wording of p. 4 Art. 222 of the Criminal Code and p. 4 Art. 223 of the Criminal Code of the Russian Federation: "Cold steel weapons, including throwing weapons". Throwing weapons are not included in the number of cold steel arms; it is an independent type of weapon that is different from the cold steel by its technical characteristics. The common feature of cold steel arms and throwing weapons is striking of a target due to the muscle power of a man. The main difference is that there is no projectile with directional movement in cold steel arms and striking occurs due to the direct contact with the object. The definitions of these types of weapons are contained in the Federal Act "About Weapons"

Integrative character of the problem at the junction of logics, psychology and linguistics is presented. Thus, according to theoretical colligation interpretive abilities of components of the categorical sphere of argumentation (knowledge, modality, causality) are considered. It is possible to make a conclusion that discursive character of argumentation determines the actualization of the appropriate strategies

FEATURES OF THE BILINGUALISM WHEN LEARNING TWO LANGUAGES

DescriptionThe questions of bilingualism and linguo-didactic solution of the problem of formation of the communicative personality of a bilingual are considered in the article. The linguistic status of bilingualism and its characteristics haven’t acted as a subject of special scientific research yet. The object of studying of this work is the bilingualism as a linguistic phenomenon. The work purpose is to differentiate an explanation of the linguistic status of bilingualism and to justify of its characteristics. Goals and tasks during research are solved. This material is up-to-date, owing to the following reasons: 1) despite the widespread phenomenon of bilingualism in modern society, its characteristics are considered only from the point of view of psychology and linguo-didactic, 2) the analysis of bilingualism will open new opportunities in studying of other sciences. Scientific novelty of research is establishment the distinctive features of bilingualism and this work can be used as the analysis of processes of interaction of languages and cultures

TO THE QUESTION OF THE TYPOLOGY OF MEDIA DISCOURSE

DescriptionThe article deals with the typology of media discourse, we have also studied the mechanisms of impact on the audience, identifying and analyzing the linguistic and paralinguistic means of influence on the examples of certain types of discourse: insincere, political, ritual, religious, advertising, including media discourse. The author of this research proposes to consider the definition of a variety of Russian and foreign linguists, pointing out that the concept "of the mass media discourse" refers to the problematic field of mass communication as a process of information exchange between all the actors of society, aimed at shaping public opinion about socially significant piece of social life. Mass communication as a kind of verbal activity "is due to the social process in which the function is updated using a variety of communication tools and channels." As a source of social and mass communication, we highlight a social institution or "collegiate sender", producing a total of texts a certain type of consciousness and the installation for a particular type of pragmatism - the goals and aspirations of expectations. Recipient of the mass media messages is a broad mass audience, it is not homogeneous, and so the text of the mass media should be clear to the mass consumer

INCREASING THE COMPETITIVE CAPABILITIES OF SUBJECTS OF SMALL AGRARIAN FARMS
DescriptionIt is being said that the competitive position of subjects of small agrarian farms (SAF) are often provided with increasingly innovative approaches with flexibility of internal management, the ability to quickly adapt to constantly changing conjuncture market. However, as practice shows, the direction of development in small economies does not act as a priority of modern agricultural policy in this field, often dominated by declarative intent rather than running behind these statements required volumes of investment in regulation of subjects SAF development. It is noted that there the following actions should be taken: to supply the participants of small agricultural farms with necessary land resources; to create an affordable banking scheme for obtaining investment credits, subsidies, and cooperative credit for small business entities; to expand the scope of production and service; to continue development of opportunities for industrial cooperation, joint logistics, processing, marketing research, and marketing of products; to facilitate the access of small actors to local retail markets. A high rate of inflation, directly affecting the cost of credit, fuel prices, updating the technical and material base of production, and difficulties with working capital are still remaining the major problem. The solution to these problems would be enhancing the market competitiveness of small agrarian businesses
