Description
The constitutional regulations of all countries guarantee their citizens the right to education. In the Republic of South Ossetia during last years we observed a process of modernization of the state. In particular, the legislation on education directed on guaranteeing the right of citizens for education has been developing. The state defined the main directions of a development of education, material and personnel resources, and also the problems in this sphere were revealed. One of key problems is insufficiency of financing of an education system which doesn't allow guaranteeing the right for education at the necessary level. The availability of educational institutions for students is essential to guarantee the right to education. Modern states establish minimum standards for primary, secondary and higher education. Thus, primary education must be universal, compulsory and free, and in case of its absence, elementary education should be encouraged or intensified. In the secondary, including vocational, education guaranteed openness and accessibility for all, including through "progressive introduction of free education". In the Russian Federation, the availability of educational institutions for students was solved comprehensively, but mainly due to the municipal reform, according to which the territory is rural and urban settlements were formed taking into account walking distance from the administrative center. The author proposes to consider similar experience for South Ossetia

COMPARISON OF PREBIOTIC ACTIVITY OF CHITOSAN AND LACTOSE DERIVATIVES
DescriptionThis research is aimed to evaluate the prebiotic potential of lactitol and chitosan succinate using the vitro fermentation model. Four substrates (raftilos, lactitol, cellulose, chitosan succinate) were tested in vitro, using Batch culture fermentation method with fermentation of mixed human faecal microflora . Measurement of prebiotic effect (MPE) values were generated comparing bacterial changes through determination of maximum growth rates of groups, rate of substrate assimilation and production of lactate and short chain fatty acids. The present study applied the MPE theory to evaluate the in vitro prebiotic potential of substrates as novel prebiotics

Description
The article presents the results of studying the growth-stimulating activity of the microorganisms of the genus Bacillus of leaf surface microflora arboreal plants in Stavropol. Isolated and identified strains of epiphytic microorganisms of the genus Bacillus with the leaf surface of plants: Quercus robur L., Carpinus caucasica Grossh., Fraxinus excelsior L., Acer campestre L.. Growth stimulating properties of 43 strains of aerobic spore-forming bacteria (Bacillus subtilis, Bac. megaterium, Bac. pumilis, Bac. cereus, Bac. Licheniformis) are researched. Selected strains are potentially promising in the development of microbial preparations for plants. A regional collection of strains of epiphytic organisms was formed

MICROBIAL COMMUNITIES OF KARPOSPHAERA AND PHILLOPLAN OF SOME PLANTS OF GROSSULARIACEAE FAMILY
DescriptionThe article presents the results of the research of microflora composition of the leaf surface, the surface of fruit and flowers of Ribes nigrum, R. niveum, R . rubrum and Grossularia reclinata. The research was carried out in the seasonal dynamics from 2007 to 2014. The authors used the method of print for isolating microorganisms from plants. For convenience of calculations and contamination comparison of different environmental niches of plants the number of selected microorganisms was counted on the surface of 1 cm2. It was found out in the article that microorganisms on the surface of lamina are distributed unequally. The number of microorganisms on the bottom surface of the foliage in all periods turned out to be higher. The greatest number of microorganisms was recorded in autumn and reaches the highest value in October. The number of microorganisms on fruit surface increased with ripening and was the highest in July. The quantity on the flowers varies considerably throughout the flowering and is represented minimally compared to other plants niches. The study revealed species-specificity of microorganisms and the host plants. At the same time, long-term study of the microflora of plants belonging to one family made it possible to reveal species that are typical epiphytes
