THE CONCEPT OF AGENT-BASED CONTROL IN SOCIAL AND ECONOMIC SYSTEMS
DescriptionThe backgrounds of agent-based control in social and economic systems are discussed. The first background is based on the subjectivity of each control in social and economic systems, since such systems are regulated by people, serve them or affect their interests. The second background results from the fact that the control is effective due to the phenomenon of control agent’s mental activity, which includes an availability to see the future of the outside world through a various of targets, to rank and consciously select targets and ways to achieve them in accordance with agent’s preferences, to communicate using the natural language, in order to develop the emergence of organizational systems. The third background provides the development of special human abilities, which are the phenomenon of their subjective activities, based on a transition from the above human behavior models to formal models for the purpose of control and from formal models to descriptive ones — for the purpose of how the control agent should act. The fourth background lies in a need to eliminate a gap between descriptive and mathematical control sciences, the agent-oriented control targets and selection of actions. The fifth background towards the development of a new mathematical administrative subject, allows studying a wide enough variety of administrative events in social and economic systems, operating constructively with basic concepts and subjects of the agent-oriented control, what is equivalent to a new branch of mathematics – preferences models calculus. The provisions of the concept of agent-oriented control in social and economic systems are represented. The provisions of the concept are related to definitions, integrated assessment method (analysis problem), method of the intellectual support of decision-making (synthesis problem) and information technologies, which are an instrumental base of the agent-oriented control in social and economic systems

The research of ethnic composition of the nobility of the Northern Caucasus is carried out in the article on the basis of statistical sources. The author calculated the results of the First General census of the Russian Empire in the Kuban, Stavropol and the Terek regions of 1897 y. It is shown that the ethnic composition of the upper classes was different in regions. The analysis of the results of the census of 1897 shows that in the Kuban region the most numerous language groups were Russian (77%), Polish (7,1%), Circassian (5.8 percent) ones. The ratio of language groups was not the same in the towns and villages. It is noted that in Stavropol province the dominance of Russians was significant compared with Kuban region. They accounted for 86.8% among the hereditary nobility of the province and among personal they accounted for 94%. The second place among the nobility of the province was occupied by the poles: the hereditary nobility was accounted for 7.7 %, personal nobility was accounted for 2.1%. Moreover, a significant proportion of them lived in urban areas. The national composition of the nobility in the Terek region is considered, it is shown that the Russian nobility prevailed in all administrative units: among hereditary – 73.1 %, among the personal – 77,7%. The second place belonged to the poles (9,25%). Produced calculations show that the most numerous from other language groups of the hereditary nobility were Ossetian (3,76%), Armenian (2,54%), Georgian (2,87%), Kumyk (2,01%), Chechen (0,92%), German (1,57%), Circassian (0,92%) ones. The nobility of the Northern Caucasus was multinational; it can be explained by historical condition of the formation of the indigenous population, as well as increased influx of immigrants in the post-reform period from various provinces of Russia

DescriptionThe quality of a system is seen as an emergent property of systems, due to their composition and structure, and it reflects their functionality, reliability and cost. Therefore, when we speak about quality management, the purpose of management is the formation of pre-defined system properties of the object of management. The stronger the object of the control expresses its system properties, the stronger the nonlinearity manifests of the object: both the dependence of the management factors from each other, and the dependence of the results of the action of some factors from the actions of others. Therefore, the problem of quality management is that in the management process the management object itself changes qualitatively, i.e. it changes its level of consistency, the degree of determinism and the transfer function itself. This problem can be viewed as several tasks: First is the system identification of the condition of the object of management, 2nd – making decisions about controlling influence that changes the composition of the control object in a way its quality maximally increases at minimum costs. To solve the 2nd problem we have proposed an application of the component selection of the object by functions based on the resources allocated for the implementation of different functions; costs associated with the choice of the components and the degree of compliance of various components to their functional purpose. In fact, we have proposed a formulation and a solution of the new generalization of a variant of the assignment problem: "multi backpack", which differs from the known with the fact that the selection has been based not only on the resources and costs, but also with taking into account the degree of compliance of the components to their functional purpose. A mathematical model, which provides a solution to the 1st problem, and reflecting the degree of compliance of the components to their functionality, as well as the entire decision-making process for selections, i.e. 2nd task, has been implemented in the ASC-analysis and in the system called "Eidos" X++". The article also provides a simplified numerical example of the proposed approach with the selection of staff members

The main tendencies of the development of forestry in the Russian Federation under the implementation of the Forest Code of 2006 are discovered, the goals of forming the institutional environment for forests use, conservation, protection and reproduction at the present stage are defined. The activities in the field of conservation, protection and reproduction of forests in the country in the period from 2007 to 2013 are characterized by a decrease in the volume of work and activities. A steady upward trend in the loss of forest resources from forest fires was outlined. The state policy of the Russian Federation in the area of use, conservation, protection and reproduction of forests is aimed at conservation and augmentation of forests, maximum satisfaction of the needs for high quality products and useful properties of forests. The achievements of stated objectives were provided by solving of a number of tasks, including the increase in efficiency of the forest sector management and intensification of the use and reproduction of forests, which have the priority meaning. The authors determined the institutional model of public-private partnership in the forest sector of the Russian economy recognizing the need to develop flexible institutions for interaction between government and business in the use, conservation, protection and reproduction of forests as an integral part of intensive economic model. The article proposes a conceptual scheme of efficiency assessment for investment projects in forest development and target functions for data subjects of investment projects: the federation, the region, the business and local community

CALCULATION AND ANALYSIS OF TIME BEHAVIOR OF ELECTROCONVECTION IN MEMBRANE SYSTEMS
01.00.00 Physical-mathematical sciences
DescriptionThe aim of this work is to carry out numerical analysis of time behavior of electroconvection in membrane systems, such as a desalting channel of electrodialysis apparatus. The current-voltage curve and the solution flaw were analyzed theoretically using mathematical models of ions transfer taking into account electroconvection in smooth desalting channel consisting of ideally selective anion- and cation-exchange membranes. The Hurst numbers for different parts of the current-voltage curve were calculated in order to determine whether the parts were persistent. The Fourier-analysis of the oscillating term of the current-voltage curve was carried out for the first time so as to determine predominant frequencies in the signal. Frequencies of passing of complexes of vortexes through the cross-section of the desalting channel were calculated. Frequencies of oscillations of concentration profiles were determined. It was found that the frequencies of oscillations of the concentration profiles coincide with the frequencies of passing of complexes of vortexes through the cross-section of the desalting channel. The oscillations of the current-voltage curve were physically interpreted. Namely, it was shown that the main frequency of oscillations of the current-voltage curve corresponds to the frequency of oscillations of the concentration profiles. The oscillations of the concentration profiles, produced by the passing of complexes of vortexes, cause oscillations of conductivity and, consequently, cause oscillations of resistance and of the current density. It was shown that the main frequency of the signal corresponds to the frequency of passing of complexes of vortexes through the cross-section of the desalting channel

Description
In the article on the example of the works of great artists we consider the image of the subject as an object for the study course of "History and methodology of scientific agronomy". The emphasis on the image as the object of study, in the modern world has become popular for several reasons. On the one hand - this is a documentary confirmation of events, the state of the object, and sometimes the only proof of a bygone era. On the other hand – the works of art is multifaceted information about the study area, recorded by the artist with a careful rendering of details, environment, transfer of colors, shapes. The presented approach, the interpretation of art paintings allows us to develop creative potential of students. During the learning process, we have formulated the criteria for material selection: the ability to collect material in accordance with the task; ability to define basic accents and navigate through all the work; the ability to compare the artwork with the selected research topic. The article discusses the experience of creating an electronic database of a library of electronic resources for students so they were able to obtain enough empirical information. It is shown that the created database provide information on: the history of development of agriculture of our country, types of rural labor in Russia, the history of gardens and floriculture, as a branch of agricultural production, tillage instruments, history of agriculture; plant care, history of plant introduction in Russia. The experience of creation of electronic resources through databases, allows the teacher to have a resource for organization rich intellectual environment of the educational process. The value of electronic databases on clusters is that they represent a logical collection of images

THE CHAPLAINCY OF THE KUBAN COSSACKS: THE SPECIFICITY OF FORMATION AND DEVELOPMENT
DescriptionIn the modern conditions of formation the Institute of military clergy in Russia it is especially important to study of the history of its formation and development. In this article we first focus on coverage of the activities of Cossack Orthodox clergy and its participation in military battles. The article details the activity of the first military archpriests of the Black Sea Cossack army: I. L. Kovalevsky, A. Domashevskij and R. Porokhnya. Based on the analysis of archival documents the article highlighted the specificity of the formation of the military clergy Cossacks, we have also indicated its role in the history of the Kuban. We have considered the problem of terminology as well. The article clearly proves that, prior to the formation of the United Kuban Cossack army, the term of "regimental priests" is applicable only to Linear Cossacks, as the Black sea priests were attached to the whole Cossacks army and therefore had the status of the army; this term was used here until 1920. It is the special situation of the Kuban army of clerics who are simultaneously applied to the spiritual and to the Cossack estate was the main cause of repression against it in the 1920-1930ies. Throughout its history the chaplaincy of the Kuban played an important role in the life of the Cossacks, it was responsible for religious education and Patriotic education. Due to its credibility, and numerous works, the priests were able to maintain the morale of the Cossacks, even during the February revolution. At the time when the Russian army suffered from defections, Kuban regiments were almost not affected, which once again shows the important role of priests in the Kuban history

ANALYSIS OF TRANSPORT STRUCTURE OF ROAD CONSTRUCTION COMPANIES IN SOUTH RUSSIA
DescriptionThe modern state of the territorial road system in South Russia is analyzed in the article. It considers some districts of the Rostov region, the Krasnodar region and the Stavropol region, which have roads with inappropriate technical parameters, and some districts, which don’t have paved roads for transport connection localities. Road service is a function of road construction companies. Numbers of vehicles in companies participating in the technological process of prepare, delivery and asphalting don’t match the amount of work. Therefore, the article analyzes the transport structure of road construction companies in the most problem districts of the Krasnodar region, the Stavropol region and the Rostov region. On basis of data on providing the companies with vehicles and length of roads the closeness of the relationship is defined which is estimated with the correlation coefficient. The road construction company with the best coordination of the delivery power, the number of vehicles for preparation, transportation and asphalting, and the length of roads is identified. The optimal coefficient of providing every hundred kilometers with rolling stock for service is defined as the analysis result
