MULTI-CRITERIA ANALYSIS OF ALTERNATIVES IN SOLVING HUMAN RESOURCES MANAGEMENT PROBLEMS
05.13.10 Management in social and economic systems
DescriptionHuman resources have recently reasonably gained more and more importance. Today, along with material, intellectual, informational and financial resources, they affect the efficiency of enterprises and organizations. Competent assessment of human resources, a clear understanding of means of interaction with staff and developing human potential are the basis for the effective work of both human resources departments and organizations as a whole. The complexity of assessing human resources necessitates the development of a toolkit, the use of which will simplify it and ensure that one receives the most accurate advice and assistance in making management decisions. A promising direction for the implementation of the designated toolkit may be the development of a decision support system, within which, among other things, the possibility of a multi-criteria analysis of alternatives will be available. Due to the fact that there are no methods for multi-criteria analysis of alternatives intended solely for assessing human resources, it is necessary to conduct a thorough analysis, the main purpose of which is to identify the most suitable basis for further adaptation and development. After conducting preliminary studies, the TOPSIS, MAUT, AHP and ELECTRE methods were chosen as the most promising for solving the problem

MODELING AND DIAGNOSTICS OF THE RESEARCHER’S SYNERGIC INTERACTION WITH THE SCIENTIFIC COMMUNITY
05.13.10 Management in social and economic systems
DescriptionThe article presents innovative models and methods to diagnose the researcher’s synergic interaction with the scientific community (social mega-environment). It is known that the researcher’s interaction with the social mega-environment has two main directions: scientific collaboration and using the scientific community’s social and cultural potential; the former appears as scientific publications, while the latter appears as scientific citations. It is also known that synergic interaction is the interaction leading to the increase in activity results (according to the “1+1>2” scheme). In the article, the researcher’s synergic interaction is understood as his/her collaboration-based research activity that leads to obtaining the results impossible without this interaction. The theoretical significance of the research results is in the possibility for the further development of the sociology of science, as well as for the further development of the models of the individual’s interaction with the social environment; the practical significance is in the possibility to analyze the factors contributing to the success in the research activity of academic researchers and research teams (i.e. applicable for monitoring the research activity)

DescriptionIn the process of formation of nonlinear dynamics, the scientific society was able to refute the classical mechanisms of Newton-Laplace by justifying the chaotic nature of the phenomena of the world. However, despite the emergence of new mathematical models and tools, forecasting of nonlinear systems is a difficult task, as not only the quantitative and qualitative characteristics of the factors affecting the system are unknown, but also there is a problem of a small amount of information for forecasting. In this article, the authors consider the linear cellular apparatus as a tool for prediction the final state, to which the system will come based only on its output indicators of previous years. Since the use of a linear cellular automaton for prediction of nonlinear systems is an assumption of the authors, it should be tested on the series of stochastic systems exposed to different risk factors, which together give either a positive response of the system or a negative one. An example of such series is the time series of yields, as it is affected by climatic conditions, the appearance of which, in turn, is also difficult to predict. Prediction of stochastic systems using linear cellular automaton really makes it possible to get adequate and visual models. Due to the fact that the forecast model has a discrepancy with the real result of 0-15% (both positive and negative), the conclusion is that the predicted value will help either to take measures to ensure that the real value in the future is not lower, or to make sure that the decisions and measures taken are correct, when a value is higher than the forecast

DescriptionAt present, the problems of blocking network traffic in computer networks, in particular, in the global Internet, are becoming increasingly topical. Understanding blocking mechanisms, opening new opportunities to circumvent such protection will give us, on the one hand, both new methods and methods of protection against unwanted blockages, and the vector of development of funds, in fact, stopping unwanted traffic, obstacles passing through network nodes. The article proposes an approach to effectively bypass access restrictions to websites based on HTTP tunneling with minimal costs, combined with the approach used in peer-to-peer networks. A description of the algorithm and its key features. A new approach has been introduced in the task of ensuring the accessibility of websites, which has several advantages and eliminates the disadvantages of existing solutions in the form of anonymous networks - the use of special node solutions and a strong dependence on the number of nodes in the anonymous network. The level of development of modern network infrastructure, the transition of society and most of human civilization to the information-network existence dictates new requirements for technical means of monitoring and analyzing network traffic. That, in turn, requires the development of new approaches to solving relevant problems

DescriptionFor further increase in production of fruit products, there are long-term plans of development of agriculture of the Russian Federation provide laying of new gardens of intensive and superintensive types. In this regard, development of slope lands and their use under gardens is a current social and economic problem. In the Kabardino-Balkarian Republic there are over 10 thousand hectares of intensive and superintensive gardens now. Therefore, large corporations, as well as medium and small business are engaged in production of fruit. One of problems which producers of fruits face it is the shortage of the equipment on care of row-spacings and spaces around fruit plantings. The mechanized technologies of flat gardening are a little effective in the conditions of slopes where the main limiting factor is the soil fertility. At the same time, the issue of increase in fertility of the soil in space around fruit plantings, improvement of the water and food modes of fruit plantings on slope lands is particularly acute. Thus, improvement of technology and development of a new design of the unit, providing performance of several interconnected technological operations for processing of row-spacings and space around fruit plantings, preservation and increase in fertility of soils on slope lands is relevant in the conditions of mountain and foothill gardening Central the North Caucasus. As a result of the carried-out analysis of technological processing of row-spacings and space around fruit plantings and results of theoretical researches (as criterion of optimization) the quality of dyeing of the soil is accepted. Speed of movement of the unit, angular speed of rotation of a mill and the angle of installation of knives have the greatest impact on criterion of optimization. As a result of carrying out a multiple-factor experiment, we have established the optimum values of the specified factors providing the maximum quality of dyeing of the soil

INFLUENCE OF BASIC TREATMENT ON AGROPHYSICAL SOIL PROPERTIES IN CROPS OF WINTER BARLEY
DescriptionThe article presents the results of studies on the influence of the main tillage in the technology of cultivating winter barley on its agrophysical properties. The object of research was winter barley, sort Rubezh, the predecessor - winter wheat. Soil - heavy duty, low humus, typical leached chernozems. The studies were carried out in a stationary experiment on the basis of the experimental field of the Department of General and Irrigated Agriculture at KubSAU in accordance with generally accepted methods for experiments with grain crops. Scheme of experience (primary tillage): option 1 (A0) - dump plowing to a depth of 20-22 cm (control); option 2 (A1) - chisel for 20-22 cm; option 3 (A2) - disk peeling at 8-10 cm; option 4 (A3) - zero treatment (direct sowing). Based on the research, a general orientation is revealed in the technology of cultivating winter barley to reduce the agrophysical indicators of the soil throughout the growing season of the development of its plants while lowering the tension of its main processing. So, the density of the soil was minimal, and the structure and moisture of the soil, as well as the reserves of productive moisture were maximum on the option with dump plowing to a depth of 20-22 cm. Conducting deep loosening at the same depth (chiseling by 20-22 cm) somewhat worsened these parameters . Implementation of disk peeling in the main tillage (by 8-10 cm) contributed to the deterioration of these parameters. The option of zero tillage was in last place according to these indicators. And only before harvesting, zero tillage contributed to the formation of higher soil moisture and productive moisture reserves
