IMPROVING THE EFFICIENCY OF MANAGEMENT OF INNOVATIVE ACTIVITY OF ENTERPRISES
DescriptionMethods and models for assessing the effectiveness of management of innovative activities of enterprises allow to calculate its indicators for each individual innovation project that can potentially be included in the developed version of the plan, and for a version of the plan (program) of innovation development in general. In the existing practice, this problem is usually solved means of an assessment of the socioeconomic efficiency of their implementation. The objects of this assessment are commercial and budgetary efficiency. The output data of the specified process is: the payback period of investments (the period of their return) and the profitability index (return on investment) - when calculating commercial efficiency; the net discounted income of the state (budgetary effect), the profitability index and the period of return of budget funds - when determining budgetary efficiency. Within existing practice of assessing the effectiveness of the implementation of innovative plans and programs, enterprises usually only determine the financial results of the implementation, without linking them with the planned specific results of scientific and innovation activities. This practice is a consequence of the long dominance of the so-called "monetary" approach to solving this problem. Of course, it is important for the enterprise to reduce the costs of implementing the innovation project, and to increase the return on assets. However, it is also important for the enterprise to ensure that its innovative activity provides the maximum saving of not only production resources, but also labor resources (labor productivity) and material resources (material-output). It allows the enterprise to increase the efficiency of its innovation activities and ensure the achievement of the planned target indicators and indicators of its development program. In order to solve this problem, the main elements of innovative activities of enterprises and the trends of their development in modern conditions are identified in the article. A systematic analysis of this activity is carried out. The organizationaleconomic mechanism of innovative activity of enterprises is formalized, structured and investigated. The theoretical bases of the organizational and economic mechanism of innovative planning are considered. The economic-mathematical tools for adjusting short-term plans and a long-term program for the innovative development of enterprises are proposed

The relevance of the theme of this article determines the fact that in modern conditions the sphere of housing and communal services, on the one hand, requires the immediate carrying out of complex modernization of communal infrastructure, and on the other hand, it has every reason to become a breakthrough for sustainable development of the domestic economy. The main elements of management in the sphere of housing and communal services the article defines the housing Fund, as well as many institutional agents engaged in its operation. It is established that housing and functioning municipal infrastructure have a significant physical and moral deterioration. Its presence negatively impacts on the quality provided to the population for consumption of housing services. We have identified the most significant factors and the degree of their influence on the development of innovative potential of the sphere of housing and communal services. The article substantiates the necessity of accounting these factors when developing economic and mathematical models for institutional agents of housing and communal services to make optimal decisions in conditions of uncertainty and enabling them to improve the quality of housing and communal services. Features of formation of economic-mathematical models were taken out of the scope of this article. We have defined a number of the most promising areas for carrying out of complex modernization of communal infrastructure of housing and communal services on the basis of introduction of new economic mechanisms, economic-mathematical models and instrumental methods that increase the quality of housing and communal services

The analysis of social and economic development of countries in the conditions of the globalization of the world economy which is carried out with the use of thermo-dynamical model showed that interaction of the open economic systems standing on different levels of development can lead to absorption or destruction of one systems by others that finally will lead to "thermal death" in economy (stagnation). The closed economic systems can communicate with other countries by means of international trade. Less developed countries can't compete with industrially developed states and will inevitably get under their influence. The isolated economic systems can develop only in the presence of domestic market, resources and rigid social structure. Introduction of the anti-Russian sanctions and other external factors led to restriction of the influence of the foreign capital. Innovative activity in economy and strengthening of government institutions might be observed as a result. The thermo-dynamical model shows that partial isolation of the developing economic system possessing sufficient production and scientific potential leads to stabilization of its structure and growth of the innovative activity

We have considered the most important direction of development of enterprises of the military-industrial complex: modernizing production capacity and technical re-equipment of these enterprises. The relevance of this issue in recent years has increased significantly due to changes in the terms of military development (economic hardship, sanctions, etc.). We have developed an economic-mathematical model of the choice between modernization and radical technical re-equipment of enterprises. The article has an analysis of this model taking into account the financial factors in this choice. The use of the developed economic-mathematical apparatus in practice allows increasing the efficiency of technological development of enterprises of the military-industrial complex

The article describes disadvantages of existing onecriterion methodologies: only the monetary effect of outsourced process is considered, the analysis of all possible positive and negative consequences of outsourcing is not taken into account. It outlines the main difficulties of multi-criteria approaches for decision making about outsourcing, related to the fact that the improvement of one important criterion of the enterprise's activity can lead to the deterioration of another criterion. It outlines the fact that there is no single algorithm for making decisions about production outsourcing. On the example of an industrial enterprise for the production of energy spare parts it was shown that, despite the positive economic effect, the use of outsourcing in an industrial enterprise may not be appropriate. It analyzes calculation of LLC "Turbomash-service" according to which the costs for insourcing and outsourcing of production for the most expensive and labor-intensive items were calculated. It focuses on three main features that need to be considered during outsourcing, namely: 1) Quality of products before and after outsourcing; 2) The level of critical knowledge protection; 3) Organization, communication and coordination of processes. It is shown that, along with the economic effect, the mentioned parameters are no less important for making decision about outsourcing. A detailed analysis of these parameters is carried out. The existing multicriteria decision-making methodology was improved, the Saati method was proposed for ranking the criteria taking into account their importance, as well as a pairwise comparison of the parameters. It explains the necessity of applying the proposed decision-making method for outsourcing at an industrial enterprise

DescriptionThe article discusses the concept and the principles of the organization of neuro-fuzzy management of an innovation-active enterprise based on intelligent technologies and high-performance computing tools. The developed information model provides operational control of the current situations caused by innovations in the complex dynamic conditions of the changing market conditions. Particular attention is paid to solving the problem of planning operations and developing management decisions when implementing the principle of competition in the face of uncertainty and incompleteness of the initial information. The relevance of these issues due to the need of modernization of the Russian economy in the long term. In the course of the study using the mathematical tools offered the important task of improving the scientific and methodological framework intended for implementation of innovative strategies in the field of space activities that help to improve the degree of feasibility of plans and programs to create high-tech products and services for various purposes. MODELLING OF FINANCIAL STABILITY OF ROCKET-SPACE COMPLEX COMPANIES
DescriptionMathematical modeling is one of the leading places among methods of research of economic systems and processes. The article considers the main management problem of the rocket-space complex in modern conditions and gives a brief description of this problem in conjunction with the tasks of innovative modernization and financial sustainability of enterprises of the complex. We have considered a common situation where the enterprises of the rocket-space complex in implementation of its development is carrying out an investment project, the financing of which is taken from a loan. It is proved that the implementation of this project can be appropriate, if as a result of the implementation the net present value of the enterprise increases. We have developed a model, which provides optimization of financial providing of high-tech enterprises of the rocket-space complex in the implementation of their modernization project taking into account the specifics of the use of own and borrowed funds

TECHNOLOGY TRANSFER MODELS BETWEEN THE DEFENSE AND CIVIL SECTOR OF ECONOMY

DescriptionThe article considers the problem of increasing the efficiency of budget expenditures due to the transfer of military technology to the civilian sector of the economy. An analysis of foreign experience has shown that private companies are widely involved in a number of states to solve some of the infrastructure problems in the military sphere. In the USA, private companies provide communications and provide other information services to state power structures, which makes it possible to develop private business on the one hand and save budget expenses on the other. An analysis of domestic experience has shown that the use of military technologies for the production of civilian products and services in some cases can significantly save time and other resources. A model for the interaction of civilian companies with the defense complex and a diffusion model of military technologies have been developed. The article proposes creation of new structures that solve the problems of adapting military technologies to the requirements of civilian customers, as well as a database of adapted technologies and a technical investment center that supports small and medium-sized enterprises in the acquisition of equipment and technical documentation. The authors believe that the approaches proposed in the article to solving the problem of technology transfer will stimulate innovative activity in the country, reduce import dependence and increase the efficiency of budget expenditures

METHODS OF EVALUATION OF FINANCIAL EFFICIENCY OF HIGH-TECH PROJECTORIENTED COMPANIES
DescriptionThe subject of the research is a complex of high-tech manufacturing companies integrated and functioning in the form of project-oriented companies that are complex dynamic systems with increased efficiency due to changes in its structure and functions, institutional adaptation or use of project management techniques and optimization. The article reveals peculiarities of assessment methods financial performance knowledge-based project-oriented businesses, the main of which is that companies consider their activities as separate independent projects, which have their cost centers and profit. The author's solution to the problem of choosing the optimal investment project among several possible within the framework of the investment program or portfolio of projects, which can be mutually independent of each other, or mutually interdependent. The aim of the work is to study the possibilities and prospects of organizational and economic mechanisms for the use of project campaign for the effective management of knowledge-based enterprises that will quickly adopt new technologies and create optimal production structure. The results will be useful for the public authorities responsible for the development of high-tech industries as well as public and private companies wishing to profitably participate in the implementation of major innovative projects and programs.
