PAGES OF RUSSIAN EDUCATION HISTORY: RURAL SCHOOLS OF CHECHENOINGUSHETIA (1966-1975)
DescriptionThe task of improving of quality of school education is a problem pressing for education workers both before, and now. This article attempts to examine ways of solving it by teachers of Chechen-Ingush ASSR in the 60s-70's last century. The Republic paid great attention to recruitment and retention of trained teaching staff at schools. Competence of teaching staff was developed continuously. As a result, both quantitative and qualitative profile of teaching staff increased steadily, qualitative profile of rural schoolmasters was improved. Official evaluation of teachers, conducted since 1972, contributed to improvement of the professional level of teaching staff, and overall operation of general education school. Care about living conditions of rural teachers positively impacted on school operation. Career enhancement training was carried out on a regular basis. Technical training aids were introduced into school practice. Schools switched to new programs, taught children in national schools from the age of six, which contributed to improving of learning of native and Russian languages, and had a positive effect on quality increase of the entire educational work of school. As a result of a complex of works conducted, overwhelming majority of teachers in rural schools of the republic finished school years without non achievers and repeaters

TOPONYMICS OF THE KUBAN REGION IN HISTORICAL AND CULTURAL HERITAGE OF THE GREAT PATRIOTIC WAR
DescriptionQuestions, which are considered in the article, have been connected with the role of the Great Patriotic War in the geo- graphical, administrative and territorial name changes in the Kuban region. It is pointed out that the place names are valuable research material for the most complete study of the problem of historical and cultural heritage of the Great Patriotic War. It is noted that after the Great Patriotic War the situation, where many of the new names of geographical and administrative-territorial objects went counter to the traditional main function of the place name - address and its purpose-to help orientation in space, continued. It is shown that politically sensitive "military" place names, being an important element of the Soviet propaganda and agitation, were necessary for the ideological support of the authorities, but at the same time, allows you to save memory of the Great Victory. "Military" toponymy, which has prevailed since the end of the Great Patriotic War , carried out a living link with the past present and future. New post-war name of streets, squares, parks, alleys of cities and villages of Kuban dedicated to heroes and events of the Great Patriotic War, helped to preserve a sense of patriotism and belonging to the victory over fascism. The conclusion is that the central government continued to use after the Great Patriotic War the place names as one of the new genres of advocacy and created a new concept of "military" place name, one of the essential component of which is a moral burden that was to have political overtones

THE TRANSGRESSION OF KAZAKHS OF BUKEY HORDE ON THE TERRITORY OF LOWER VOLGA FRONTIER
DescriptionThe article deals with the problem of transgression of Kazakhs of Bukey horde on the territory of Lower Volga frontier. Transgression of the frontier territory is a way to adapt to the new conditions of existence. The author pays attention to Bukey horde, where the new frontiry space is formed by the interaction of the various ethnic groups. Having come to the new land, and interacted with the Russian people and the Russian authorities, the Kazakhs turned out in the alien cultural landscape. Kazakhs` mentality is being changed against the background of the collapsing patriarchal way of life. Bukeyev inhabitants life was transformed by the alteration of social norms. The opposition of utopianism and the theory of liberal democracy have rather deep roots, having structural character. Its basis becomes the epistemology bases: incompatibility and a com-petition of representations concerning the nature of social knowledge and social life. The funda-mental disagreement between utopianism and liberalism should be considered in epistemological terms and its derivative – a scientific method. The approach of any utopian it will be obligatory rationalistic, internally consecutive and total. Modern stream in philosophy of a science, however, create "climate" more favorable for rationalism, as makes possible apologia for Utopia as way for social theory.

PARTICIPATION OF KALMYK TRADE UNIONS IN ENSURING WORKERS’ LABOR PROTECTION
DescriptionIn the article, we can analyze the participation of Kalmik trade unions in ensuring workers’ labor protection and safety engineering in 1970-ies. The sources of the article base are the documents of National archive of the Kalmyk Republic. The analysis of the large documental material showed that in 1970ies the trade unions began to study deeper the question of making better the conditions of work, more often raised the questions of labor protection at the meetings of workers committees, drew the community to this work. Kalmik trade unions organizations paid serious attention to safety engineering and industry sanitation, achieved such condition that the workers were completely provided with overalls, means of individual protection, they demanded absolute mechanization of hard processes, fought for high culture of manufacture. In spite of trade-union organizations of the republic did definite work about putting in order in cause of fulfillment of labor laws, the situation did not change

The phenomenon of the special relationship in BritishAmerican politics of the second part of the XX century also received intensive development in the early XXI century. In fact, according to conditions of modern processes of globalization, cooperation between the United States and Great Britain, as within framework of NATO and in other international organizations, became increasingly close. Both States played a significant role in the international policy, working on various issues of economy, politics, environment, culture, etc. Attention is drawn to the forms of cooperation between the studied States in the implementation of military initiatives in the Balkans (1998) and Iraq (2003). These events allowed characterizing the first and final stages of the development of relations between the United States and Britain in the form of «special» in the period of late XX – early XXI centuries. In the beginning of XXI century the cooperation between the U.S. and the UK in reforming NATO, taking into account national foreign policy strategy of the USA, was an example of favorable development of bilateral “special relationship”. For London, the following external course of the US has remained a higher priority than for Washington
