“RESOURCE DAMNATION” IN THE RUSSIAN ECONOMY, THE MECHANISMS OF ITS SOLUTION
DescriptionThis article analyzes the problem of the paradox of plenty which consist in the fact that the leading countries of the world having considerable natural resources are less developed than those countries which have small resources. Here is considered our country’s resource and raw status, as the main source of income of the state budget. Here were revealed the contradictions between the export of raw materials and the development of the domestic market in Russia, which was the cause of the «resource damnation». The article presents the balance of the main energy country’s resources, which determine Russia's place in their value compared with other leading countries of the world. It is shown the readings on the export of energy resources and the main symptoms of «dutch illness», which is a consequence of the dependence of the development of the country on the expediency /state of world prices. In this article, there were also considered the views of domestic experts on the arisen problem, based on which there were identified possible ways of overcoming of «resource damnation». We have also presented ways of overcoming and improvement of industry structure of the economy branch structure of the Russia’s economy and fight against «resource damnation», based on variants of the structural changes in the raw industry of economy. The main results on the considered problem are summed up, conclusions are formulated

Bases of information-functional theory of technology development offered by the author are unveiled in the article, from which it is noted that ways of automatization of man’s functions in means of labour do not repeat human way of realization of these unctions, but are realized on absolutely other structures, natural psycho-physiological boundary conditions of a man are realized at the expense of it. The regulation that SAI will possess other diverse intellect than natural human one is substantiated, and on the base of it we can make a suggestion that classical test of Turing by its own meaning is incompletely correct. It was offered to generalize Turing’s test on other man’s functions, passing by means of labour, and on the example of its application there was demonstrated incorrectness of classical test of Turing. It is offered to generalize a meaning of intellect in such a way to include not only human intellect but other its forms in it.

THE EFFICIENCY OF USE OF AGRICULTURAL LAND IN THE REPUBLIC OF ADYGEA
DescriptionIn statistical reporting, the distribution of agricultural land by the farm land users has been given in great detail – for all organizational-legal types of users. Farms and individual entrepreneurs, as well as private households, collective and individual gardeners and gardeners are considered as a separate line. At the same time, the number of livestock and production of livestock products is given only in three groups of land users: agricultural organizations, population farms and the peasant (farmer) economy. To objectively determine the effectiveness of the use of land resources, the authors propose the above legal group to combine the two: the first group – agricultural organizations, population farms, including households; the second group – (peasant) farms and individual entrepreneurs, as the conversion of the first into the second is not yet complete. This approach to analysis will allow to determine more reasonably (objectively) the effectiveness of farmland use in the enterprises of various organizational-legal management forms, as high rates of livestock production in private farms are received not only by its own land, but at the expense of lands of agricultural organizations in which they work. Analysis of cattle and poultry meat production in live weight, of milk in net weight showed that in agricultural enterprises and private farms average production per 100 ha of agricultural lands compared to private (peasant) farms and individual entrepreneurs for 2011-2013 was: of cattle and poultry meat – 31.2 times as much, of milk –14.6 times as much, provided that the latter is 23,7 % of agricultural lands of the Republic. For the analyzed period the average data for 2011-2013 compared to 2008-2010 year on meat increased by 57.7 per cent, of milk – 6.7%. This suggests that there are still significant growth reserves through better use of farmland in the peasant farms and farms of individual entrepreneurs
