DescriptionThis article discusses the principles of quantum computing simulation using hardware approach. We describe a general mathematical model of a quantum computer; we show the method of mathematical modeling of quantum computation with optimization and a scheme of a hardware processing core in a quantum computing accelerator. The article gives a method of assessment of increasing productivity in the simulation of quantum computations using computing hardware core. The problems associated with the parallelization of computations on a hardware accelerator, simulating quantum computing were analyzed. The work lists the results of comparison of software and hardware simulation, as well as the dependence of the temporal evaluation of the number of qubits and parallel ALU in the computer-hardware accelerator

MODELING NEURAL INTERACTIONS WITH THE USE OF CELLULAR AUTOMATION
DescriptionThis article considers the organization of neuralnetwork interactions based on models of cellular automata. These models are focused on improving the efficiency of the iterative processes of functioning of neural networks and their learning. The models considered in this article are presented in the form of two-level hierarchical structures. Models of the lower level are defined as "cellular neural element". They are based on formal descriptions of the dynamic neurons with the additional insertion of the state functions and the special procedures of formation of the specified function. Also, we have added special methods for forming patterns of activation functions. The conception of developed models is based on the use of the theory of graphs, theory of neural networks and the mechanism of cellular automata. These models will be used as the basis for software modeling

THE YOUTH SELF-GOVERNMENT IN RUSSIA: THE MOST IMPORTANT FACTORS, FUNCTIONS AND LEVELS
DescriptionThe article is devoted to the research of the main factors, functions and levels of the development of the youth self-government organizations in modern Russia. Youth self-government organizations represent one of the most successfully developing institutes of the civil society that uses the most efficient mechanisms of the participation of this category of citizens in the process of functioning of the governmental and non-governmental institutions and organizations. Youth self-government is characterized by such categories as versatility and divergence; it works at various levels and includes specific factors and functions

In the article we have stated results of the monitoring of local populations of rare plans species in the territory of the nature monument (NM) of the Rostov region «Raznotravno-tipchakovo-kovylnaya steppe» (Zernogradsky district). Vegetation of NM belongs to the poor version of the Azov steppe, flora contains 291 species, including 13 rare species (Astragalus ponticus Pall., Bellevalia sarmatica (Pall. ex Georgi) Woronow, Calophaca wolgarica (L. f.) DC., Caragana scythica (Kom.) Pojark., Centaurea talievii Kleop., Crambe pinnatifida R. Br., C. tataria Sebeok, Crocus reticulatus Stev. ex Adam, Eriosуnaphe longifolia (Fisch. ex Spreng.) DC., Iris pumila L., Stipa pulcherrima К. Koch, S. ucrainica P. Smirn., Tulipa schrenkii Regel), included in the Red List of the Rostov region, including 6 species included in the Red List of the Russian Federation. In 2016 were specified the patterns of rare species distribution in NM borders, and also other important parameters of their populations (number, density, age structure, etc.). The group of rare plants species, included in the Red List of the Rostov region, in the territory of NM includes 65 % of their total number known in Zernogradsky district. The special sozological value of NM is determined by the large local populations of Calophaca wolgarica, Astragalus ponticus and Crambe pinnatifida. Local populations of all rare species in the territory of NM can be considered to be steady as inhabit here during last 50 years

Description
Our research aims at providing new effective control methods for scientific and technical expertise to organizations and foundations that fund research projects on a competitive basis. These methods should provide analytical decision support for group decision making in a distributed environment. In this work, we consider an integral model for knowledge representation – a socio-semantic knowledge network that combines social links and a semantic description of knowledge into a mathematically formalized graph theoretic structure. In terms of actor-network theory, we consider a multimodal network with actors on one of the levels and artefacts (i.e. contexts that express network links) on the other level. In order to represent knowledge domain based on a graph and hypergraph paradigm and fuzzy sets theory, we provide a sufficiently complete set of elements and relations (either trustworthy or partially trustworthy) both between multitype elements and their heterogeneous groups. The formal representation allows applying the model to solve numerous practical tasks such as expert finding, formation of expert groups, expertise refinement, reduction of subjectivity, analysis of an expertise process, analysis of processes within expert groups. Research methodology: social network analysis (SNA), theory of graphs and hypergraphs, fuzzy calculus and fuzzy logic

Green building, forestry, agriculture of the Rostov region is in desperate need of resistant and long-lived samples of deciduous trees of the first grade. The main object of the search of promising forms of deciduous trees were artificial plantations of Quercus robur in the Botanical Garden of SFU. The research identified several of samples of Quercus robur, which are of economic interest. Based on ecological and biological properties and economic qualities, the most promising on was a sample of Quercus robur var. tardiflora, planted in 1888. This sample is less receptive to pests and diseases. It also has a high winter hardiness and drought resistance and significantly superior to similar samples of Quercus robur along longevity and has a high decorative effect. Dedicated sample of Quercus robur var. tardiflora, and his generation from seed is very different from other samples of the population by time of phenological phases. The all main henological phases of this sample occured later by on 10-15 days. The sample belongs to the group of plants of late phenological dates start and end of the growing season. The phenology of dedicated samples contributes to their high steadiness into regional climate. It propagates by sowing freshly harvested seeds. Phenological features of the selected sample might be inherited in the seminal generations

ABOUT THE APPROACH TO REALIZATION OF MANAGEMENT SUBSYSTEM OF SMARTHOUSE
DescriptionThis article describes the purpose of SmartHouse systems, noting their advantages and disadvantages. We have identified sustainable trends in the implementation of such systems in the life of modern people, and there has been a substantiation of the need for their development. The article provides a detailed description of a SmartHouse system and the generalized structure of the system. Existing approaches to management systems implementation SmartHouse was consider. The subsystem of lighting control was considered as an example. The structural diagram of this subsystem was developed. We have justified the choice of technical devices, hardware and software subsystem of lighting control; we have also given their description. As a subsystem device we use Bluetooth module HC-05/06, four channel relay module to connect to Arduino, Arduino Mega 2560 plate. We briefly describe the process of programming the Arduino Mega plate. The necessity of remote access subsystems was substantiated. We have reviewed existing standards and technologies for solving such problems and proposed the implementation of remote access subsystem via a mobile communication system using the Bluetooth standard. The developed mobile application that allows you to control devices on the example of the lighting subsystem was described. We have performed testing of the model of a subsystem of lighting control and the developed software. The proposal for the development of this work was given. The further development of the subsystems of the SmartHouse and realizing of remote access system through the Internet were offered
