DescriptionThis article describes a mathematical model of transport of salt ions in a cell with a rotating disk cation exchange membrane at transcendent current regimes, taking into account electroconvection. Based on this model, we had a theoretically study of the process of transfer of salt ions and the dependence of the thickness of the diffusion layer from the fall of potential. This article is a continuation of [8] and [9], it conducted a numerical analysis of boundary value problem for a system of equations Nernst-Planck-Poisson and Navier-Stokes equations, modeling the transport of salt ions in a cylindrical cell with a rotating disc cation exchange membrane based on electroconvection. It is shown there is an electroconvection vortex in the center of the membrane disc. The solution flows around this vortex and forms a stagnation zone in front of it. With the increase in the size of the fall of potential, the electroconvective vortex decreases and at some value, the electroconvective vortex disappears. The study was conducted in the 1000 s when the angular velocity of 30 turns in a minute and change of the potential difference of 0.2V to 1.4V with a step 0.1. As a result, in this study it is shown that the thickness of the diffusion layer is practically linearly dependent on the fall of potential. The linear dependence of the thickness of diffusion layer from the fall of potential, in the first approximation, is disturbed by a slight deflection curve, the causes of which are needed to be found by means of extra experiments

DescriptionIn this article, we have proposed a forecast of labor resources by sectors of the labor market of the Russian Federation until 2018 inclusive. The probabilistic parameters of the dynamics of labor resources were calculated using the considered model (articles [1-4]). Further, these probabilities were used to estimate and parameterize the trends of employed and unemployed (with a known last place of employment) specialists in each industry. For each sector of the Russian economy, the type of trend that best approximates the long-term (more than three years) dynamics of labor resources in this sector was selected. It is shown that the forecast error for 1 year is less than 1% using the selected trend models. Further, identified long-term trends were used in forecasting. Based on the results of the forecast of the number of people employed in the sectors of the Russian economy, the sectors were divided into two groups. The first group contains sectors with a significant change in the number of employed in. The second group contains sectors, changes in employed in which were insignificant. At the end of the article, an example of an analysis of two sectors from the first group is given. Causes of changes in the dynamics of labor resources in the researched sectors of the economy were identified. Ones of the main sectors of the economy were considered in this example: "Manufacturing industries" and "Financial activities, real estate transactions, leasing and provision of services"

Description
The present work describes the chemical synthesis of poly-N,N-diallyl pyrrolidinium bromide and polyN,N-diallyl morpholinium bromide - high-molecular compounds containing quaternary nitrogen atoms, which included in two five- and/or six-membered heterocyclic rings. These polymers are perspective modifiers for industrially produced anion-exchange membranes, the use of which should significantly improve the resistance to degradation of the membranes at over-limiting current regimes. The structure of obtained polymers was characterized by FTIR, 1H and 13C NMR spectroscopy. The optimal reaction conditions, which increase the yield of desired products, were defined. It is shown that is preferable to use 1-butanol as a solvent and benzoyl peroxide as an initiator

The problem of availability and quality of medical care is a priority nowadays. The Medical Centres for Information and Analysis (MCIA) have been created in the regions for the purpose of gathering information about the quality of services rendered and subsequent data are transferred to the Ministry of Health Care of Russia. Regional MCIA are complex and developed systems that solve simultaneously many problems, one of which – the organization of collection, processing, recording and analysis of information on the provision of medicines. It has been established in the course of conducting an analytical review of examination systems of preferential recipes and information protection that the level of automation of routine operations of the MCIA activity of the Krasnodar Region is high, but there is no qualitative information processing. As a result of the comparative analysis it was determined that the automated review of medical prescriptions for privileged drugs allows identifying abnormalities in the reference data without any analytical conclusions about the causes and consequences of the case. Taking into account the fact that in the provision of essential medications there still exists quite understandable demand for software products which automize the routine work of specialists, it remains obvious that the directions of improvement of software products are not implemented fully. In this regard, the present research proposes measures to improve the existing systems by integrating with the information system of medical and economic control of the prescription of medicines

Description
At the present stage of reforms in Russian regions centripetal processes have amplified. The formal centers of subjects of the Russian Federation became the main focuses of growth and development. These processes and conditions enhance differentiation and dependence of periphery from regional nuclei and centers. Keeping these conditions will intensify uneven development in the Russian regions in the future. Moreover major cities continue to accumulate negative effects on economic activities: environmental problems, social relationships, infrastructure congestion, traffic jams, etc. This model does not allow for sustainable polycentric development and, according to the researchers, limiting the further development of today's largest metropolitan area in the range of 50-60 years. Authors have tried to pay attention to necessity of overcoming of spatial polarization as a necessary condition of a sustainable development of regions. Based on the analysis of approaches to spatial development justified the need for a polycentric type of regional development on the basis of formation of sustainable development dots (ecoloci). The author proposes a concept and a definition of ecolocus as an open ecological and socioeconomic system, freely exchanged environmental, financial, material, human, informational, symbolic, and other kinds of resources with the environment, generating positive changes towards sustainable development and green economy

05.13.18 Mathematical modeling, numerical methods and software complexes
DescriptionThis work continues the series of works written by the author on the application of modern scientific methods in the study of human consciousness. In 1979-1981, two monographs were written devoted to higher forms of consciousness, the prospects of man, technology and society. One of these monographs was two-volume and was called "Theoretical Foundations of the Synthesis of Quasi-Biological Robots." In these monographs the author proposed: 1) criterial periodic classification of 49 forms of consciousness, including higher forms of consciousness (HFC); 2) based on this classification, there were psychological, microsocial and technological methods of transition between various forms of consciousness, including methods of transition from the usual form of consciousness to the HFC; 3) information-functional theory of the development of technology (including the rule of improving the quality of the basis); 4) information theory of value; 5) 11 functional schemes of technical systems of future forms of society, including remote telekinetic (mental) control systems; 6) the concept of development of society in groups of socio-economic formations; 7) the concept of determining the form of human consciousness by the functional level of the technological environment; 8) mathematical and numerical modeling of the dynamics of the probability density of states of human consciousness in evolution using the theory of Markov’s random processes. In this study, we carry out a complete automated system-cognitive analysis (ASC- analysis) of the periodic criteria classification of forms of consciousness proposed by the author in 1978. To this end, the following tasks are solved in the work: cognitive structuring and formalization of the subject area; synthesis and verification of statistical and system-cognitive models (multi-parameter typification of forms of consciousness); systemic identification of forms of consciousness; their typological analysis; investigations of a simulated domain by examining its model. We have also given a detailed numerical example of solving all these problems

PAINTINGS BY S. A. GAVRILYACHENKO, AS ILLUSTRATIVE OF THE SOURCE ON THE DAILY LIFE OF THE COSSACKS
DescriptionIn today's world, one of the most urgent problems is applying to study history of everyday life. In this paper first analyzes the reflection of the everyday life of the Cossacks on the paintings for S. A. Gavrilyachenko. The author examines in detail the work of the artist associated with this theme indicates strengths and weaknesses. Particular attention is paid to the precision display of the Cossack everyday life in the artist's canvases. Based on the study, the author comes to the conclusion about the possibility of using S. A. Gavrilyachenko as one of the sources in the study of Cossack life. The work particularly focuses on the specifics of their use is indicated method of analysis of illustrative sources. The article also highlights the daily life of the Cossacks. The paper identifies features of life and development of the Cossacks, is indicated by its role in the history of Russia. Important place in the life of the Cossacks took the Orthodox faith; they very strictly observe the customs, traditions and beliefs. Particularly tragic was the Cossack period of the February revolution of 1917, at this time the destruction of the centralized management of the Cossack troops occurred. A decisive blow to the bar caused the Civil war of 1917-1923 and what happened during the famine of 1921 — 1922, this theme is most fully represented in the works of S. A. Gavrilyachenko
