Description
The development of information and communication technologies of the socio-political sphere acquires new quality and presentation and implementation of political action from the federal level to the municipalities. In this connection it is necessary to consider and to conceptualize the notion of "network of local politics", highlight it institutionalized (eg, local government) and non institutionalized actors (such as local community network), describe their communication channels, and methods and tools used. All this will help to build a theoretical model of the "network of local politics" allows analyzing social and political processes at the municipal level. The need for this kind of analysis is connected with the diversification of the local authorities in various regions of Russia and uneven socio-economic development of regions due to various socio-cultural characteristics, geographical and other contexts

The current-voltage characteristics and the number of effective ion transfer, as well as the frequency spectrum of the electrochemical impedance of multilayer ion-exchange membranes in a stable and controllable thickness of the diffusion layer were measured, using the of rotating membrane disk complex. The article presents a comparative analysis of the frequency spectra of the electrochemical impedance of the source and a surface-modified monopolar anion exchange membranes in 0.01 M sodium chloride was made. DescriptionThe article analyzes the novel «Pasternak» by Mikhail Elizarov and Alexander Prokhanov’s «Ship «Joseph Brodsky»» in the view of distinctive «signs» of Russian culture functioning in them. Therefore, the work of the writers - Nobel Prize winners is a kind of prism for modern prose writers through which the major questions for Russian history are considered: the people and the intellectuals, social justice, national idea, religion and statehood. The main topics are implemented through the number of reasons, the main of which are the motives of the blood and salvation (the Savior on Spilled Blood), controversially allowing philosophical problem of redemption of the depravity of existence. Social issues are stated through allusion layer: references to Dostoevsky's novels, Radishchev’s «Journey from Petersburg to Moscow», Nekrasov's poem «Who lives Happy in Russia». With the theme of redemption organically linked theme of man's salvation, which Prokhanov and Elizarov’s characters decide on their own. So different view of the world and creative aspirations of the authors are unified by their desire to capture their era, its reversal of fortune and historical faults in which the Great Russian literature has always played a significant role

FRENCH PRESS THROUGH THE PRISM OF THE LANGUAGE MEANS OF EXPRESSION

DescriptionThe article presents an analysis of French press through the prism of its language. There is the characteristic of political newspaper communication. A dialogic interaction was elicited among the components of the political newspaper discourse. It is determined, that the formation of the amount of political information happens simultaneously with the formation of the text with the help of lexical units with ameliorative or pejorative connotation that give positive or negative evaluation to the information performed. We have confirmed, that the Mass Media language covering socio-political issues is characterized by the usage of evaluative lexical units, i.e. the words that combine both substantive and evaluation meanings. Lexical, syntactic and stylistic significance of politically oriented newspaper texts is described. We have also proved that any language phenomenon can become a mean of ideological struggle and a strong method of exposure on the audience for the communicator. The presented analysis of the language material of the political newspaper text makes prominent contribution into the studies of the language personality of the communicator (journalist) and also provides material for further generalization and systematization of the knowledge about coding and decryption of the newspaper text with political content through the prism of its language

DescriptionMicro and nanofluidics are the new multidisciplinary sciences. One of the tasks of which is creation and management of flow of fluid in the thin channels size of a few nano- or micrometer which exposed the external electric field, where the walls are the ion exchange membrane. Electroosmosis (electroconvection) plays an important role in these tasks. A large number of articless were devoted to electroosmosis. One of the first, Dukhin S.S., Mishchuk N.A. and Rubinstein I. gave a theoretical explanation of the overlimiting current by electroosmosis. They used two-dimensional Stokes equation to calculate the flow of the electrolyte, and one-dimensional equations of Nernst-Planck and Poisson to calculate the electric power. These researches have multiple limitations because of the computational complexity the mathematical simulation. Thus, there is an actual problem of the asymptotic solution of boundary value problems for the two-dimensional systems of equations of NernstPlanck and Poisson without these restrictions. These researches we derived in simplified models of electroosmosis in galvanic dynamical mode using the decomposition method. We have created a hierarchical system of two-dimensional mathematical models of ion transport of salt and electroosmosis in micro- and nanochannels formed by selective ion-exchange membranes
