HUMAN CAPITAL AS A UNIQUE FACTOR OF ECONOMIC AND POLITICAL POWER OF THE STATE
DescriptionAt present time, when mankind is in postindustrial phase characterized by constantly changing economic conditions, intellectual resources are in the foreground as key factors of economic development. This means that knowledges and skills have crucial significance in achieving economic success. The article reveals the theoretical basis of the concept of human capital, which appeared in the middle of the XX century as a narrow definition and which has been expanding over time. In this article human capital is considered as a key factor of economic competitiveness of a modern state. International experience shows that the world leading countries in socio-economic development are the countries with a high level of education, health, science and culture. The share of human capital in the national wealth of these countries exceeds 70% as a rule. At the same time, there is a significant depletion of human capital in Russia as a result of substantial understatement of its value, which is a very big mistake that has devastating economic consequences for our country in the future. The main emphasis of this article is focused on the further developing of human capital as a priority factor of socio-economic development of our country. The article offers to consider investments in education, culture, health, scientific researches and innovative developments as the main field of public and private investments

DescriptionThe article analyzes the novel «Pasternak» by Mikhail Elizarov and Alexander Prokhanov’s «Ship «Joseph Brodsky»» in the view of distinctive «signs» of Russian culture functioning in them. Therefore, the work of the writers - Nobel Prize winners is a kind of prism for modern prose writers through which the major questions for Russian history are considered: the people and the intellectuals, social justice, national idea, religion and statehood. The main topics are implemented through the number of reasons, the main of which are the motives of the blood and salvation (the Savior on Spilled Blood), controversially allowing philosophical problem of redemption of the depravity of existence. Social issues are stated through allusion layer: references to Dostoevsky's novels, Radishchev’s «Journey from Petersburg to Moscow», Nekrasov's poem «Who lives Happy in Russia». With the theme of redemption organically linked theme of man's salvation, which Prokhanov and Elizarov’s characters decide on their own. So different view of the world and creative aspirations of the authors are unified by their desire to capture their era, its reversal of fortune and historical faults in which the Great Russian literature has always played a significant role

SPECIAL CASES OF INVERSE MATRICES
01.00.00 Physical-mathematical sciences
DescriptionThe inverse matrix for the square matrix A of order n with coefficients of some field exists, as it is known then and only then, when its determinant is not equal to zero. If the matrix A has a certain type (certain structure), then an inverse matrix A-1 should not have exactly the same structure. Therefore, it is interesting to describe such square matrices A, which have an inverse matrix A-1, having the same structure as the matrix A, under certain conditions. For example, a subdiagonal matrix with nonzero elements on the main diagonal has an inverse matrix over a field of characteristic zero, having also the form of subdiagonal matrix. Similarly, an inverse matrix towards symmetrical or skew-symmetric matrix is also symmetric or skew-symmetric accordingly. Also, the matrix inverse to non-degenerate (nonsingular) circulant will be a circulant itself, and finally, the matrix inverse to nonsingular quasdiagonal matrix D will be quasdiagonal itself, and will have the same partitioned structure as D. Thus, there is a problem of determining these types of nonsingular matrices that have an inverse matrix of the same type as a given matrix. In line with this problem in the present study it is determined such type of matrices for which an inverse matrix has the same type, at that the conditions are identified in explicit form, ensuring the nonsingularity of the matrix. The matrices of three orders are shown in detail. These results allow determining the characteristics of fields over which there are inverse matrices of the considered types

DescriptionThe article analyzes the literary prose by Olga Slavnikova in the context of the literature of the late XX – early XXI centuries. The work of the writer is poorly investigated; the study of it is presented in modern literature only in the form of reviews and analysis of some of the concepts and motives. Scientific paper actualizes the problem of artistic method in the works of the writer. It is difficult to classify into one particular artistic method the work of many modern writers. The installations of several trends intersect in works some of them, even contradictory sometimes. Creativity by Olga Slavnikova isn’t exception in this series. At all levels of her prose, we have revealed various aspects that characterize the work of Slavnikova from the point of view of postmodernism, magical realism and women's prose. Categories of Death and Emptiness, the idea is the signified of existence and the illusory nature of the real are purely postmodernist, from the point of view of magical realism examines the images of metaphysical beings and the other world, also mentions personal and psychological motives as an art installation of women’s prose. Furthermore, with a postmodern understanding of reality realistic psychology characterized for all works, some constants of postmodernism are revealed using style settings of magical realism

A dialogic interaction was elicited among the components of the political newspaper discourse. It is determined, that the formation of the amount of political information happens simultaneously with the formation of the text with the help of lexical units with ameliorative or pejorative connotation that give positive or negative evaluation to the information performed. We have confirmed, that the Mass Media language covering socio-political issues is characterized by the usage of evaluative lexical units, i.e. the words that combine both substantive and evaluation meanings. Lexical, syntactic and stylistic significance of politically oriented newspaper texts is described. We have also proved that any language phenomenon can become a mean of ideological struggle and a strong method of exposure on the audience for the communicator. The presented analysis of the language material of the political newspaper text makes prominent contribution into the studies of the language personality of the communicator (journalist) and also provides material for further generalization and systematization of the knowledge about coding and decryption of the newspaper text with political content through the prism of its language
