DescriptionThe concept of generic polynomial appeared in Saltman’s works at the end of the last century and it is connected with the inverse problem of Galois theory, which is still far from its complete solution. Let G be a finite group and K be a field, the polynomial f(x,t1, … , tn) with coefficients from the field K is generic for the group G, if Galois group of this polynomial over the field K(t1, … , tn) is isomorphic G and if for any Galois extension L/K with Galois group isomorphic G there are such values of parameters ti = ai , i = 1,2, … , n, that the field L is the splitting field of the polynomial f(x,a1, … , an) over K. Generic polynomials over a given field K and a given finite group G do not always exist, and if they exist then it’s not easy to construct them. For example, for a cyclic group of the eight order C8 there is no generic polynomial over the field of rational numbers Q, although there are found specific polynomials with rational coefficients having Galois group isomorphic C8. Therefore, this is of interest to construct generic polynomials for the group G in cases when G is a direct product of groups of lower orders. In this study we show to solve this problem in case when G is a direct product of certain cyclic groups and there is a type of corresponding generic polynomials. Moreover, we give constructions over the fields of characteristic 0 and over the fields of characteristic 2

GENERIC POLYNOMIALS FOR THE CYCLIC 2-GROUPS OVER FIELDS WITH CHARACTERISTIC TWO

DescriptionIn this article, the generic polynomials for cyclic groups of order 4, 8 and 16 over fields with characteristic two are constructed. With this construction, the generic polynomials for all cyclic 2-groups over fields with characteristic two can be obtained. We also give survey of known results of generic polynomials for the cyclic groups.

GLOBAL ECONOMIC CRISIS AND TRANS-FORMATION PROCESSES IN THE GLOBAL MONETARY AND FINANCIAL SYSTEM
DescriptionThis article examines the current global economic cri-sis, as well as the transformation processes taking place in the global monetary system. The author comes to the conclusion that the most important and urgent problem remains that there is currently no real opportunity to change the financial and economic paradigm, in which the country existed almost half a century. The analysis has shown that the causes of the Great Depression and the present crisis are virtually identical. Only the consequences of the current situa-tion will be much more widespread, since the appearance of riskier financial instruments even more impact on the imbalance of the world's monetary system

CITY IS A UNIQUE PUBLIC CORPORATION OF THE INTEGRATED SPIRITUAL AND MATERIAL SOCIAL PRODUCTION
DescriptionThe article, from the perspective of developing a regional knowledge economy, examines the modern city as a complex and large system, like a fractal. We have put a scientific problem of developing a set of models that together would be adequate to the Megatrends of development. We explore models of the city as complex and large systems and as a fractal. The article discusses the main elements of a successful city, emphasizing its uniqueness. We have discussed formal criteria of the UN for the success of cities and the perception of its informal judgments of different urban communities. The city, in terms of the structural building conditions in four-sector economy can consist of the following subsystems: historical, mental, national, cultural, institutional, cognitive, symbolic, ecoinnovation technology, property, manufacturing, utilities, social, strategic. This work discusses the mission of the modern city as an environment for the generation of knowledge, culture and innovation. We have proposed a model of the mission of the modern city, in terms of the trend of developing a knowledge economy. The mission of Krasnodar, as a metropolis, preserving the historical identity of the Kuban, providing sustainable and harmonious socio-economic development of the region and the country integrated in space and continued in time, improving the quality of life of residents of the Kuban on the basis of generation, adsorption, selection and distribution of streams of educational, cultural, social and economic innovations and "pollination" of municipalities, consists in the intellectual-spiritual leadership in the region

The article proposes a solution of the problem of increasing the efficiency of social management of authorities. The unique project in the Russian Federation - creation of the government information system with the database about orphan children and their needs is considered. The information system consists of storage, data processing and implementation of function of the operator of movement of waiting list for receiving housing. Step-by-step actions for formation of municipal specialized amount of housing are defined. The innovative model of implementation of the program for provision of housing for orphan children, children without parental support, and persons from their number is developed. The independent choice of this category of citizens, the place and type of the housing is the base of this model. Implementation of this innovative concept provides openness and transparency of the government services, allows reducing expenses of municipal, regional and federal budgets. The presented model of realization of actions of the organization of social service of the population allows fully satisfying needs of the population for certain quality social services. The innovative model is effective and it allows to reduce costs of implementation of the project and to satisfy needs of this category of citizens. Importance of information modernization of work of authorities is considered on the example of the government information system

DESTRUCTION OF HYDROCARBONS WITH VARIOUS MORPHOTYPES OF OIL OXIDIZING ACTINOBACTERIA
DescriptionIn this article we have carried out a comparative study of hydro-carbon-oxidizing activity of S-and R-morphological types of oil oxidizing Actinobacteria from the collection of Kuban State University. Signifi-cant differences observed in parameters of growth between S- and R-forms of oil oxidizing Actinobacte-ria. In S-forms it is higher than the maximum specific growth rate, which is typical for a wide range of hy-drocarbon degradation and a high degree of degrada-tion of pollutants. In experiments with the use of oil as a substrate and heavy oil S-forms, Actinobacteria quickly adapted to the environmental conditions
